Abstract

Title: Fish Processing Industry in South Konawe Regency,  South East SulawesiThis study aimed to examine the availability of raw materials and the marketing scale of fish processing industry in South Konawe Regency. This research was conducted in 2017 and 2018 using primary and secondary data. Primary data were collected through questionnaires from 21 respondents. Secondary data were collected from Statistics Indonesia, Fisheries and Marine Affairs Office, and Industry and Trade Affairs of South Konawe Regency. Data were analyzed with descriptive analysis and SWOT analysis. The results found that raw material from local sources is the major force of fish processing industry. However, the fluctuating condition of its availability becomes the weakness. Fermentation, smoked fish, and dried fish processing industries suffer from this raw material problems. In addition, the availability of raw materials also largely depends on fishing results from small-scale traditional fishers. Therefore, the development of the fish industries need some specific improvement in the upstream section through the synergy on policies regarding raw material management from related institutions. Meanwhile, the research finding showed that 24% of business units have penetrated national market 28% have penetrated regional market, while the remaining 48% have only penetrated local market. The local industries were pulverized, smoked fish, fish brine, and some other fish processing industries. Those who could only reach small market area due to limited availability of raw materials are able to use substitute materials in a similar quality of market preferences.

Abstract

This study examines the short- and long-run relationships between Government Foreign Debt (GFD) and Indonesia’s macroeconomic stability using the Vector Error Correction Model (VECM) and annual time-series data covering the period 1995–2024. The analysis incorporates five key variables: Government Foreign Debt (GFD), inflation, economic growth, the exchange rate, and investment. Data were obtained from Statistics Indonesia (BPS), Bank Indonesia, the Ministry of Finance, and relevant international publications. The VECM framework was employed following unit root and cointegration tests to capture both the long-run equilibrium relationships and the short-run dynamic adjustments among the variables. The estimation results indicate that GFD exerts significant long-run effects by increasing inflation, depreciating the exchange rate, and constraining economic growth. In the short run, however, its effects are more limited, although debt-financed fiscal spending may provide temporary support for economic activity. The Impulse Response Function (IRF) analysis further shows that shocks to GFD generate negative responses in economic growth and investment while increasing inflation and causing exchange rate depreciation. Variance Decomposition (VD) results demonstrate that the contribution of GFD to fluctuations in economic growth, inflation, and the exchange rate becomes increasingly substantial over time. Overall, the findings suggest that Government Foreign Debt plays a critical yet potentially risky role in maintaining macroeconomic stability. Therefore, prudent debt management should prioritize productive long-term financing to minimize external vulnerabilities, maintain fiscal sustainability, and strengthen long-term macroeconomic stability

Abstract

This study examines the effects of local government expenditure on health, education, and social protection on poverty across 17 districts and municipalities in Southeast Sulawesi, Indonesia, during 2018-2022. Secondary data from Statistics Indonesia and the Directorate General of Fiscal Balance form a balanced panel of 85 observations. Panel regression is estimated after Chow, Hausman, and Lagrange Multiplier specification tests, which support a Random Effects Model. Health expenditure has a negative but statistically insignificant coefficient, whereas education and social protection expenditures have negative and significant coefficients at the 5 percent level. Jointly, the three expenditure categories significantly explain poverty variation, although the model's explanatory power remains modest. The findings indicate that fiscal effectiveness depends not only on budget size but also on expenditure composition, targeting accuracy, equitable access, and implementation quality. Policy should prioritize outcome-oriented education spending, well-targeted social protection, and equitable health services that strengthen financial protection for poor households.

Abstract

This study aims to determine the elasticity of labor demand in Southeast Sulawesi Province. This type of research is quantitative research with data sources from BPS. The analysis tool used is the labor demand elasticity formula. The findings of this study are that in 2024 the elasticity of labor demand is elastic, while in 2023 and 2022 it is inelastic. The implication is that the government must be careful in determining policies related to minimum wages because it will act quickly on labor demand.
