This research is motivated by the election of Neneng Hasanah Yasin-Rohim Mintareja who defeated incumbent regional head and deputy head of the Bekasi area in the elections of 2012. The local elections showed a dynamic voter behavior of society. Clientelism practices allegedly occurred in the victory Neneng Hasanah Yasin. The focus of this study is to analyse voting behavior of people in the District Sukatani which has characteristics as agricultural area. Sukatani sub-district is one of the districts that form the basis for Neneng Hasanah Yasin victory. As an analytical tool, the used theory is clientelism. The method used is a quantitative study with a questionnaire as a data collector. Data analysis technique uses cross tabulation. The number of samples in this study is 100 people with a 95% confidence level and a margin of error of 10%. The results of this study indicates that for some indicators clientelism has no difference in voting behavior Sukatani society, such as indicators of the popularity the parents candidates, formal official invitation, informal official invitation, and professional groups invitation. Even for indicators of indebtedness does not exist at all. While indicators have differences on the invitation team is successful candidate.

Animal/Cattle market which is the the place where the breeder, trader, and collector between regions conduct animal buying and selling transaction, also has function to do animal trading that is traded and applies transparant mechanism transaction with more open traded method like auction. The Application of trading transaction by auction will be able to give conducive appeal for production escalation. In the effort to increase market access and streamline animal market system, it needs feasibility study for animal market development so that animal market management as market utility and strengthening institutional farmer can give optimal benefit for the perpetrator marketing and consumer as expected. The development of animal market is expected to give positive impact toward the increasing of labor opportunity, income per capita, saving exchange, the increasing of production facility that can support the establishment of new industry, top to below (backward and forward linkage), such as the emergence of industry that uses slaughtering product or the side rsult of animal market like food industry ( canned meat, sausage, meat ball, etc), animal skin industry, bone processing, animal feed, fertilizer, and etc

Akan tetapi implementasi TQM di organisasi pemerintah (publik) hingga kini masih terhambat oleh beberapa hal seperti budaya birokrasi, banyaknya peran yang dijalankan birokrasi, terbatasnya SDM maupun rendahnya komitmen pimpinan. Cities in the world have their own problems such as congestion, flooding, pollution, and urbanization. The DKI Jakarta Provincial Government through the development of a smart city seeks to deal with problems in Jakarta. In implementing a program, the government does not only work alone, but requires multi-stakeholder cooperation. For this reason, this study aims to analyze the implementation of smart cities in Jakarta, analyze collaborative governance in Jakarta Smart City, and analyze public involvement in Jakarta Smart City. This research uses constructivism paradigm with qualitative method and case study design. Data collection techniques through in-depth interviews, observation, and documentation, using purposive sampling and snowball sampling techniques. Data analysis techniques through data collection, data reduction, data presentation, and drawing conclusions. The results show that the implementation of the Jakarta smart city in 2021 focuses on the pillars of smart living in the health sector due to the Covid-19 pandemic, and smart governance in managing public complaints. Collaborative governance in the implementation of the Jakarta smart city, begins with JSC conducting analysis and research to determine which partners will be invited to collaborate. The collaboration process goes through several stages, a) discussion/dialogue in determining the program, b) building trust and building commitment, carried out through the signing of cooperation, c) mutual understanding is built from the discussions that have been carried out, d) from the collaboration it is expected to provide public services optimal. After that, the community participated in the development of smart cities through community aspirations through e-musrenbang, actively reported problems they experienced in society and helped promote JAKI, had easy access to public services, and evaluated through surveys and in-depth interviews with the public.

In the era of digitalization, cooperatives in Indonesia face challenges in preparing financial reports that are accurate, efficient, and transparent. Koperasi Panca Sejahtera Bersama (KOPASMA), located in Bekasi Regency, still encounters limitations in system-based financial recording and reporting. Therefore, innovation in the form of a financial information system is required. This community service activity aims to enhance KOPASMA’s capacity through the design and implementation of a cooperative financial application, namely the Financial Information System for Cooperatives for the Nation (SIKIRUN). The implementation method includes a needs analysis, system design, application development, user training, and assistance during implementation. Additionally, to enhance the cooperative's competitiveness in the digital era, this initiative also involves digital marketing strategies, including registering KOPASMA on various e-commerce platforms such as Shopee, Tokopedia, Instagram, and WhatsApp Business, as well as developing a cooperative website to provide information to stakeholders. The documentation of this activity has been compiled into an educational video published on the institution's YouTube account to maximize its impact. Furthermore, the innovation in the design of the cooperative financial accounting system has been registered as Intellectual Property Rights (IPR) with the Ministry of Law and Human Rights of the Republic of Indonesia. The results of this activity indicate that the implementation of SIKIRUN has significantly improved the efficiency and accuracy of cooperative financial reporting. The utilization of digital platforms has also positively influenced marketing strategies and expanded the cooperative's business reach. Thus, this initiative contributes to strengthening cooperative financial governance and promoting the digital transformation of cooperatives in Indonesia.
