Abstract

ABSTRACT Background: Tegalsari Village, a village in Ponorogo Regency, boasts significant religious tourism potential, with the Kiai Ageng Muhammad Besari Mosque and Tomb frequently visited by pilgrims from various regions. However, the village lacks a unique product or souvenir that could attract tourists and positively impact the local economy. Currently, the souvenirs offered are sourced from other sources (wholesale) rather than produced by local residents utilizing existing resources. Contribution: This research aims to develop the creative economic skills of local communities through training in making screen-printed t-shirt souvenirs using the DTF technique as a typical village product. Method: Through the ABCD approach (Asset Based Community-Driven Development), this service program involves community members in identifying and developing potential local assets. Results: The results of the community service show an increase in participants' skills in DTF (Direct to Film) screen printing techniques and enthusiasm for developing independent businesses. Conclusion: This program has the potential to increase village original income and support village autonomy through the use of DTF technology

Abstract

The end of the Government Regulation in Lieu Law No. 2 of 2022 concerning Job Creation significantly changes the Halal Product Guarantee Law. The Indonesian Ulema Council is no longer authorized to issue fatwas on products filed under the Self Declare program. The transition from the Fatwa Commission to the Fatwa Committee, whose members are academics and ulama, as well as the accelerated halal certification program for institutions under the Ministry of Religion, may provide opportunities for violations for both business actors and PPH assistants, potentially affecting the spiritual rights of consumers. This article examines the government's strategy for promoting the halal business through self-declaration and comprehending the notion of ensuring Muslim customers' spiritual rights in the self-declare halal certification program. This normative legal research article has a conceptual, statutory, and case approach. This research is classified as library research since it relies on library materials as a normative legal research data source. According to the study's findings, the self-declare program is one of the government's methods for achieving 10 million halal certificates by 2024. However, this program needs further evaluation, particularly in terms of supervision. If PPH assistants and business actors apply the provisions of the Law, the spiritual rights of consumers as part of their religious rights granted by the Constitution can be fulfilled.

Abstract

Abstract: Village governance requires professional administrative institutions to realize the principles of good governance. However, the prolonged vacancy of the Village Secretary position may reduce administrative effectiveness, legal certainty, and public service quality. This study aims to analyze the practice of filling the Village Secretary position in Sedarat Village, Balong District, Ponorogo Regency from the perspective of Indonesian positive law and to reconstruct an appointment model through the integration of positive law and Siyāsah Dustūriyyah. This research employed doctrinal legal research using statutory, conceptual, and Islamic legal approaches. Legal materials were analyzed through legal interpretation, systematization, and argumentative analysis to evaluate normative compliance and formulate a reconstruction model. The findings reveal that the appointment of an Acting Village Secretary initially complied with applicable regulations; however, the prolonged appointment exceeding the time limit stipulated in the Ponorogo Regency Regulation No. 3 of 2017 contradicts the principles of legal certainty, administrative accountability, professionalism, and effective governance. This study proposes a reconstructed model for filling the Village Secretary position based on five integrated principles: legality, al-kifā'ah (competence), al-amānah (integrity), accountability, and maṣlaḥah (public benefit). The proposed model contributes to strengthening village governance by positioning the appointment of the Village Secretary not merely as an administrative procedure but as a strategic instrument for realizing good governance through the integration of positive law and Siyāsah Dustūriyyah. Keywords: Village Secretary; Good Governance; Village Government; Siyāsah Dustūriyyah.
