Abstract

This study examines the success factors of organizational development in village governance. The targets of this research are government administration system innovation, community service system innovation, tourism economic innovation, education innovation in the Wukirsari Village Government, Sleman Regency. In understanding the innovation process, researchers use the theory of innovation implementation. The emphasis of the theory is individual factors, structural factors and cultural factors. This means that the innovation strategy of the development of the Wukirsari Village Government organization can be seen from how the individuals in the village government and the village community run well, so that it can affect the existing structure and culture. The results of the research are the implementation of electronic organizational development innovations can improve the skills of the village government and the community of Wukirsari Village. Meanwhile, several innovations in the public service program, namely government administration system innovation in the form of Population Administration Data System (Sidampak), community service system innovation in the form of the Lukadesi system, My Birthday and Sidanik, economic innovation and tourism in the form of owl conservation programs, Tyto Alba, innovation education in the form of smart school programs. Abstract

Dusun Brajan terletak di wilayah sisi barat Kabupaten Sleman dan  telah dikenal sebagai desa wisata kerajinan bambu. Hampir setiap rumah di Dusun Brajan memang memiliki tanaman bambu. Beberapa outlet souvenir dari kerajinan bambu juga bermunculan di dusun tersebut. Salah satunya yaitu Pring Gedhe yang didirikan oleh Bapak Supardi sejak 13 Maret 2010 silam. Berbagai hasil kerajinan bambu yang dihasilkan seperti tempat nasi, kap lampu, box serbaguna, dan pernak pernik lainnya. Namun, kapasitas produksi masih terbatas karena penggunaan peralatan yang masih sangat sederhana dan pengerjaannya pun manual sehingga membutuhkan waktu penyelesaian yang cukup lama. Pada masa pandemi Covid-19 ini pihaknya menuturkan jika mengalami kemacetan produksi, permintaan pasar pun menurun hingga pelatihan banyak yang dibatalkan. Atas dasar itu, maka diperlukan pelatihan manajemen jaringan usaha bagi UKM untuk memperluas akses pasar. Adapun diharapkan mampu membantu meningkatkan kualitas dan kapasitas sentra bambu Pring Gedhe dalam mendorong kerjasama berbagai pihak untuk membangun jaringan usaha yang semakin luas dengan produk yang berdaya saing sehingga pendapatan masyarakat bertambah. Metode pelaksanaan kegiatan pengabdian masyarakat ini menggunakan metode ceramah dan FGD dengan menerapkan protokol kesehatan Covid-19. Luaran dari kegiatan ini adalah membantu sentra bambu Pring Gedhe untuk dapat memiliki akses jaringan usaha dalam memasarkan hasil produk mereka.

Abstract

Joint movement for poverty and unemployment reduction through harmonization of the economy, education, ecosystems and community ethos, or abbreviated Gerbang Hebat of the Semarang City Government, which was pursued in Semarang City has achieved a significant poverty reduction effort of at least 1.5% per year in accordance with the RJMD target of Semarang City in 2016-2021. The Semarang City Government in implementing the Gerbang Hebat Program joins hands with all stakeholders, namely BUMN, BUMD, Banking, Business, Private Sector, State and Private Universities, NGOs and community organizations to jointly make efforts to improve community welfare. Based on this, this study analyzes the implementation of the Gerbang Hebat program by observing the phenomenon of the implementation of program policies, namely the driving and inhibiting factors in the implementation of the Gerbang Hebat program in an effort to create an intelligent community in the city of Semarang. The approach used is a descriptive qualitative method where data collection uses interviews, observation, and documentation studies. The results of this study are the presentation of a valid, accurate, right on target, objective, and up to date database where name-based address and potential and area are still a challenge and monitoring and evaluation when the program is completed. In addition, community participation has an important role in realizing digital-based community governance. This is to ensure that activities are in accordance with the needs of the community, and ensure that these activities are sustainable activities and can lead the community towards independence.

Abstract

Integrated Movement Program in the Field of Health, Economy, Education, Infrastructure, and Environment or abbreviated Gerdu Kempling Semarang City Government was launched based on Local Regulation No. 4 of 2008 on Poverty Alleviation and Instruction of Mayor of Semarang number 054/2/2011 on Acceleration of Poverty Reduction Semarang City. This program targets poverty to fall by 2% every year. To achieve these objectives, Semarang City government cooperates with private parties, state-owned enterprises, universities and NGOs. One of the kelurahans who have implemented Gerdu Kempling program is the Palebon village. The Village get CSR from PDAM Tirta Moedal, PT Telkom and Rotary Club for Rp 200 million which is used to carry out empowerment activities. However, there are some problems that affect the outcome of the Gerdu Kempling program in the Palebon subdistrict. Based on this study, this study evaluates the performance of Gerdu Kempling program in Palebon sub-district by observing the phenomenon of input, process, output, and outcome. The approach used is descriptive qualitative with interview data collection method, questionnaire, and documentation study. The data already collected will be presented and reduced then drawn conclusions. The results of this research are that the program input is correct, but the main problem is in the process of improper policy transformation which involves short time of empowerment that is only 1 year, the types of activities that are not in accordance with the needs of the community and not sustainable, and monitoring evaluation only administrative and no measure of success in the program. These problems affect the results of community appraisal of outputs and outcomes where most people state that they are not yet self-sufficient through the Gerdu Kempling program. However, the community also assessed the greatest impact felt is the field of environment and infrastructure.Keywords: Poverty, Gerdu Kempling, Village

Abstract

Artikel ini mengkaji tentang paradigma pembangunan yang ber respektif gender pa a pemerintah daerah. Masalah ini menarik untuk diteliti karena terdapat bias ketidakadilan pada proses maupun hasil pembangunan, dimana menempatkan perempuan bukan sebagai sasaran dan aset pembangunan, melainkan sebagai beban pembangunan. Setidaknya penelitian ini menggunakan prespektif Women in Development (WID) dalam menganalisis di Pemerintah Daerah. Selanjutnya, metode yang digunakan adalah metode deskriptif kualitatif. Pada metode deskriptif kualitatif harus memperhatikan validasi data. Oleh karena itu, penelitian ini menggunakan triangulasi data. Adapun tujuan penelitian ini adalah mengetahui kebijakan Pemerintah Kabupaten Sleman dalam mewujudkan peran produktif bagi perempuan dalam pembangunan. Temuan hasil penelitian ini yaitu adanya kebijakan dan program yang berspektif gender di Pemerintah K bupaten Sleman seperti pembentukan daerah PUG, pembentukan Kabupaten Layak Anak (KLA) serta capaian apresiasi APE tingkat mentor.

Abstract

This study aims to provide an overview of the formulation of policy instruments in improving public services of the Yogyakarta City. Therefore, this study describes the effectiveness that has been achieved and also describes the problems that arise in the Jogja Smart Service Program (JSS) in the context of the formulation of policy making. This can then be useful for developing alternative policy instruments that are similar. In the perspective of public administration, a program of policy can be seen part of the management of decisions in public policy, where the resources and actors are organized and coordinated. This gives consequences about how the process of making instrument formulation at the time of making the policy. Thus, it becomes interesting to see how the process of formulation of policies in the Jogja Smart Service Program (JSS). By using descriptive qualitative research methods, the stages of the method in this research are collecting data related to the policy formulation process of the Jogja Smart Service Program (JSS), in the form of interviews and documentation of regulations and related policies. The result of the research is the formulation of Jogja Smart Service (JSS) policies in Yogyakarta City which still has various challenges, so a combined instrument is needed, namely synergy and collaboration between the government, private sector, community and other stakeholders to support the effectiveness of the program.
