Abstract

Demographic Bonus is a condition of age structure with low dependency level and it is expected to occur in Indonesia in 2020-2030. Its need to be anticipated and put to good use. One way that can be done by preparing labor, especially female labor. This research aims to know the potency of female labor, related to the female labor force participation rate, unemployment rate, and who have experienced work in the last year but stopworking now according to education, age group and residence (urban and rural). Data used in this research is Sakernas (August 2016). Analysis used in this reseach is deskriptif analysis. The research show that the number of female labor is greater than men, but the labor force participation rate is lower. However, the unemployment rate is better. The low level of female labor force participation rate occur in urban, low education level and notin the productive age. High famale unemployment rate occur in rural, young age, and high school educated. Those whose work experinced stop workings largely out from labor market and taking care of household. In order to optimize the potency, it is necessary to expand the employment opportunities, improvement of education and training, enterpreneurship development, and agricultural business development in rural areas. In addition, it is necessary to extend the maternity leave policy for female worker, the provision of daycare facilities in the workplace as well as the obligation for housing developers to provide special building facilities for daycare.

Abstract

Employment problems in Indonesia such as a relatively high number of unemployed and limited job opportunities. Creation and expansion of jobs opportunities are continuously pursued, both domestically and through placement of workers abroad. One of the priorities of job creation for the unemployed is to develop entrepreneurship. By processing and analyzing descriptively quantitative data of Sakernas August 2017, it is indicated that the Labor Force Participation Rate into Indonesian Migrant Workers (TKI) is higher, but the unemployment rate is also the highest compared to that experienced by non migrant workers and unemployed workers. The proportion of workers who have work experience as the most migrant workers interested in entrepreneurship, the second most are those who have non-migrant work experience, while the unemployed who have no least work experience who are interested to become entrepreneurs. Entrepreneurs to be developed by ex-migrant workers are relatively small. This is indicated by the effort that has been or is being done by the ex- migrant worker for entrepreneurship only collecting capital and looking for business location, and no one to take care of business license. Similarly, unemployed ex-migrant workers who have received job training and certified are also the fewest. Therefore, efforts to develop the potential of unemployed ex-TKI to become successful entrepreneurs need special attention.

Abstract

Saat ini Indonesia sedang mengalami bonus demografi, dimana jumlah penduduk usia produktif lebih banyak daripada penduduk usia non produktif. Namun di sisi lain banyak terdapat tenaga kerja muda yang tidak dalam pendidikan, tidak sedang bekerja, dan tidak sedang mengikuti pelatihan (Not in Education, Employment or Training–NEET), yang menjadi beban keluarga, masyarakat dan tentu saja dapatmembahayakan stabilitas negara. Untuk mengantisipasi hal tersebut diperlukan berbagai upaya yang didasarkan pada karakteristik NEET, yang salah satunya adalah berdasarkan status perkawinan. Dengan mengolah dan menganalisis secara deskriptif kuantitatif data Sakernas Agustus 2018, jumlah tenaga kerja muda NEET banyak berada di perkotaan. Namun demikian, apabila dilihat dari status perkawinannya,diketahui bahwa sebagian besar tenaga kerja muda NEET adalah: perempuan, berpendidikan SMP dan SMU/SMA dengan kegiatan mengurus rumah tangga serta tinggal di pedesaan. Selain itu mereka yang menikah pada usia muda juga tidak sedikit, dan diindikasikan bahwa semakin rendah tingkat pendidikan tenaga kerja muda NEET, maka jumlah yang berstatus sudah menikah lebih banyak dan diikuti dengan tingkat perceraian yang lebih tinggi. Permasalahan yang lebih mendesak lagi adalah bahwa tidak sedikit jumlah tenaga kerja muda NEET yang melakukan kegiatan lainnya, dimana kegiatan tersebut tidak jelas dan bisa jadi mengarah pada kegiatan yang bersifat negatif. Oleh karena itu, upaya untuk mengurangi dan mengatasi tenaga kerja muda NEET perlu mendapatkan perhatian khusus.
