Abstract

Many of fishermen including in Java Sea made shark as fishing target species. Shark is sub group Elasmobranchii and group Cartilaginous. Comparing to the other fish species, information on shark in Indonesia is very lack. In order to identify regarding to the biological aspects on this species, a research was carried out in the year of 2003-2004. Data are got through enumerator and observer program. Sampling location is fish landing bases those covered Muara Angke fishing port (Jakarta), Kejawanan fishing port (Cirebon), Juwana fishing port (Pati) and Brondong fishing port. The kind of data covered shark species, size (TL), fecundity, sex ratio and stomach content. Result shows that there are 34 species of shark caught by fishermen in Java sea which is dominated by Carcharhinus dussumieri (24.74 %), C. melanopterus (8.26 %), Sphyrna lewini (7.26 %), C. falciformis (6.43%) and C.sorrah (6.37 %). The size (TL) of each species are C.dussumieri mostly about 80 cm, C.melanopterus mostly has size about 45 cm and 115 cm, Sphyrna lewini mostly about 190 cm, C falciformis mostly about 90 cm and C.sorrah mostly about 120 cm. As well known that shark is a real predator, but favourite food of shark in Java Sea was shrimp. Fecundity of shark in Java Sea generally was low.

Abstract

Lebih tangkap  (over fishing) dan ekses kapasitas penangkapan (excess capacity) telah diketahui sebagai dua isu  serius yang  saat ini dihadapi perikanan pelagis kecil  di Laut  Jawa. Sebagaimana diketahui, pukat cincin merupakan perikanan yang paling berkembang di wilayah ini. Saat ini jumlah kapal pukat  cincin yang aktif beroperasi di Laut Jawa dan mendaratkan ikan hasil tangkapannya di Pelabuhan Perikanan  Nusantara  Pekalongan adalah sekitar  340  unit.  Sasaran utama  kapal pukat cincin  di Laut  Jawa adalah  kelompok ikan pelagis  kecil  di antaranya ikan kembung (Rastrelliger brachysoma) dan l ayang (Decapterus sp.). Dalam  rangka  mengetahui  tingkat efisiensi teknis  kapal­ kapal  pukat cincin  yang  beroperasi di Laut  Jawa,  maka  pada  bulan  Januari Desember 2007  telah dilakukan penelitian di Pelabuhan Perikanan Nusantara Pekalongan. Contoh kapal yang  diriset diambil  secara acak. Data  yang diambil meliputi ukuran kapal (LoA dan GT), kekuatan mesin  (HP), umur  kapal, jumlah anak buah kapal, hari operasi (melaut), konsumsi bahan bakar,  dan  hasil tangkapan. Data dianalisis dengan data envelopment  analysis dengan bantuan perangkat lunak ( software) DEAP version 2.1. Hasil penelitian menunjukkan bahwa  43 unit  kapal mempunyai tingkat  efisiensi teknis  1,00 yang  berarti  sangat  efisien.  Sisanya,  50 unit mempunyai tingkat  efisiensi teknis  0,900-0,999, 46 unit mempunyai tingkat efisiensi teknis 0,800-0,899, dan 20 unit mempunyai tingkat efisiensi teknis 0,700-0,799. Rata-rata tingkat efisiensi teknis kapal contoh (sampel) pukat cincin  di Laut Jawa adalah  0,918. Hasil analisis menunjukkan nilai tingkat  efisiensi  teknis minimal yang  diizinkan bagi kapal-kapal pukat  cincin  di Pelabuhan Perikanan  Nusantara Pekalongan adalah  0,800. Agar kapal pukat  cincin  di Pekalongan dapat bekerja  efektif  maka  nilai tingkat  efisiensi  teknis  yang dibutuhkan e"0,950.  Guna  mencapai nilai tersebut, strategi  yang dapat  dilakukan adalah  mengurangi upaya penangkapan sampai 10,0%, mengurangi konsumsi bahan  bakar  9,5%, mengurangi jumlah anak buah kapal10,5%, ukuran kapal17,6%, panjang  kapai-LoA 10,0%, dan kekuatan mesin kapal12,0%. Over fishing and excess capacity have been identified as the two most important problems currently facing by small pelagic fisheries in Java Sea. As known well that purse seine was the most developed fishing gear in this area. The number of active purse seiner operating in Java Sea was about 340 units. Main target of the purse seine in Java Sea is smallpelagic fish i.e. scads. In order to obtain information of the technical efficiency rate of purse seiner operating in Java Sea, a research was conducted. The research was carried out on January-December 2007 in Pekalongan Fishing Port through the random sampling methods. The amount of 159 units of purse seiner sized >30 GT as respondent have been observed. The data covered length, GT, engine HP and age of vesse,l number of crew, days at sea, fuel consumption, and catch (ton). Data were analyzed by Data Envelopment Analysis using software DEAP version 2.1. Results show that average of technical efficiency rate of purse seine fleets currently operating in Java sea, was 0.914 of which 43 units had technical efficiency rate 1.00. This means those fleets are efficient. The remain 50 units had technical efficiency rate 0.900-0.999, 46 units and 20 units had 0.800-0.899 and 0.700-0.799 respectively. Minimum threshold of technical efficiency rate of purse seiner in Pekalongan Fishing Port was 0.800 with average at 0.918. It needs technical efficiency rate at 0.950 so that purse seiners might work effective. The strategies to improve of technical efficiency rate of purse seiner until 0.950 i.e. decreasing of fishing effort 10.0%, decreasing fuel consumption 9.5%, decreasing crew number 10.5%, decreasing size of vessel i.e. GT 17.6%, length-LoA 10.0%, and power of engine 12.0%.
