Abstract

Banyuwangi Regency's economy shows a positive trend which is realized in the form of creative economic innovation supported by innovation in the field of tourism based on local wisdom. This causes an increase in population income with a projected Economic Growth (PE) of 6.57 percent in 2018. The government achievement target is to maintain public consumption and encourage the effectiveness of regional spending. The descriptive qualitative research method aims to obtain a description (description) of the role of MSMEs in developing the welfare of rural communities in Banyuwangi Regency. The results of the study showed that the production process of MSME entrepreneurs in Jelun village, Gumuk village, Pakel village, and Kluncing village was still very simple and capital was minimal so it was difficult to develop their businesses. In addition the procurement of raw materials is limited. As for the narrow marketing reach.

Abstract

AbstractEffective promotional activities are very essential in the development of tourism in an area. Promotional mix is one of the marketing tools, it can be used to inform, persuade and remind potential tourists. Apart from its natural beauty, Banyuwangi is also famous for its traditional culture which can attract many tourists to come. Together with tourism development, traditional culture is carried out as a tourist place. This study analyzes the development of the Koepat village market in Boyolangu Village, Giri District, Banyuwangi Regency, as an atourist attraction. This tradition has been praised by many people since it was held in 2018, the community adopted it as “Kumpul tekO Punjer paPAT” (KOEPAT) with two goals, namely to support Banyuwangi Regency as a "tourism city" and to carry out the tradition in a more professional festival. so that not only to maintain the pride of the younger generation of the local community to preserve their traditions, but also as a unique tourist attraction in urban areas. The method used is descriptive qualitative, data collection techniques are by observation and interviews with the head of the lurah, the social service office, the sub-district head and the staff of the Banyuwangi Regency Dispar, and literature studies. The author's interest in raising this case is because first, there is no community empowerment to increase public awareness in increasing economic independence through a local cultural tradition. Second, seeing that Banyuwangi is currently getting the title as the best festival city in Indonesia, this can be an alternative for Banyuwangi Regency in empowering the community through local cultural traditions in each region to increase tourist visits.Keywords: Event Tradition, Tourism, Pasar Kampong KoepatAbstraksiKegiatan promosi yang efektif merupakan hal yang sangat esensial dalam pengembangan pariwisata di suatu daerah.  Bauran  promosi merupakan salah satu alat pemasaran, dapat digunakan untuk menginformasikan, membujuk dan mengingatkan calon wisatawan. Terlepas dari keindahan alamnya, Banyuwangi juga terkenal dengan tradisional budayanya yang dapat menarik banyak wisatawan untuk datang. Bersama dengan pengembangan pariwisata, budaya tradisional dilakukan sebagai tempat wisata. Penelitian ini menganalisis perkembangan pasar kampong koepat di Kelurahan Boyolangu Kecamatan Giri Kabupaten Banyuwangi, sebagai daya tarik atourist. Tradisi ini telah dipuji banyak orang mulai sejak digelar pada tahun 2018 lalu, masyarakat mengadopsinya sebagai “Kumpul tekO Punjer paPAT ”(KOEPAT) dengan dua tujuan, yaitu adalah untuk mendukung Kabupaten Banyuwangi sebagai "kota pariwisata" dan untuk melakukan tradisi dalam festival yang lebih profesional sehingga tidak hanya untuk mempertahankan kebanggaan generasi muda dari komunitas lokal untuk melestarikan tradisi mereka, tetapi juga sebagai daya tarik wisata yang unik di perkotaan. Metode yang digunakan adalah deskriptif kualitatif, teknik  pengumpulan data yaitu dengan observasi dan wawancara dengan kepala lurah, kantor dinas sosial, camat giri dan Staf Dispar Kabupaten Banyuwangi, serta studi literatur. Adapun ketertarikan penulis mengangkat kasus ini dikarenakan Pertama, belum adanya suatu pemberdayaan masyarakat untuk meningkatkan kesadaran masyarakat dalam meningkatkan kemandirian ekonomi melalui suatu tradisi budaya lokal. Kedua, melihat dewasa ini Banyuwangi mendapatkan predikat sebagai kota festival terbaik di Indonesia, hal ini bisa menjadi alternatif Kabupaten Banyuwangi dalam melakukan pemberdayaan masyarakat melalui tradisi budaya lokal di setiap wilayahnya untuk meningkatkan kunjungan wisatawanKata Kunci: Event Tradisi, Pariwisata, dan Pasar Kampong KOEPAT

Abstract

Pemerintah Kabupaten Banyuwangi bersama jajarannya dalam hal ini direpresentasikan sebagai context setter dalam implementasi kebijakan kampung KB di Kabupaten Banyuwangi. Penelitian ini digunakan metode penelitian kualitatif, melalui pendekatan deskriptif. Hasil penelitian ini menunjukkan dari ke-4 variabel dalam pengukuran Efektivitas Pelaksanaan Kampung KB di Desa Jambewangi Kecamatan Sempu Kabupaten Banyuwangi di ketahui 2 variabel telah terlaksana dengan baik yaitu pada variable Ketepatan Sasaran Program dan Sosialisai Program, sedangkan 2 variabel lainnya yaitu Keberhasilan Tujuan Program, dan Evaluasi Program belum berjalan dengan maskimal. Hal ini di karenakan Kurangnya jumlah SDM yang terlibat dalam pelaksanaan kampung KB, kurangnya anggaran dana, waktu pelaksanaan program yang relatif singkat, serta kurangnya partisipasi kelompok kerja kota dalam evaluasi program.

Abstract

The Banyuwangi district government is currently always faced with limitations and challenges, starting with matters of budget, human resources, authority, to time. These limitations and challenges then gave birth to two solutions, namely innovation and collaboration. "Innovation and collaboration of many parties make public services better." In this study, a qualitative paradigm research method was used because the researcher wanted to be able to describe and explore the implementation of innovative program policies in Banyuwangi Regency by collecting data through interviews, observation and communication. The results of this study indicate that (1) the form of implementation of public service malls in Banyuwangi Regency. (2) the implementation of public service malls as a new paradigm to anticipate service problems in Banyuwni Regency (3) The meaning and function of implementing public service malls in Banyuwangi Regency.

Abstract

The purpose of this study are: (1) A comparison of the existence of customary land rights owned by indigenous villages in Gianyar Regency and those owned by indigenous communities in Banyuwangi Regency.; and (2) patterns of utilization of customary land for the provision of tourist facilities and attractions. Customary land owned by Batuan Traditional Village and Padangtegal Traditional Village in Gianyar Regency, Bali still exists mainly in the form of customary village druwe land. Meanwhile, the Osing Indigenous Community of Kemiren Village in Banyuwangi Regency, East Java is not explicitly recognized as having customary land rights over land or other physical resources. Customary rights are reflected in the ownership of intangible cultural assets/heritage, such as art, rituals, and traditions. The utilization of customary rights for tourism businesses in Batuan Customary Village and Padangtegal Customary Village is managed individually or institutionalized by customary villages based on local regulations. (awig-awig and/or pararem). Whereas in the Osing indigenous community of Kemiren Village there is the utilization of intangible cultural heritage owned by indigenous communities such as art, rituals, and traditions as tourist attractions and attractions.

Abstract

This research aims to determine and describe the management of the Village-Owned Enterprise (BUMDes) Rekso Wijoyo in efforts to increase the Original Income of Tambong Village, Kabat District, Banyuwangi Regency. The study uses a qualitative approach with a narrative study. Data collection was conducted through observation, interviews, and documentation. The research results, based on the seven management principles according to Luther Gulick, show that the management of BUMDes in an effort to increase the village’s original income includes: (1) Planning: BUMDes Rekso Wijoyo faces challenges such as limited capital and business licensing issues; however, in 2025, BUMDes will focus on utilizing available resources through a food security program, involving the participation of various parties, including the community; (2) Organizing: The organization of BUMDes Rekso Wijoyo is still simple but is updated annually to support ongoing programs; (3) Staffing: The recruitment process at BUMDes Rekso Wijoyo is not open due to limited funds, but human resource development is carried out through training; (4) Directing: The director's guidance is effective, with a focus on improving the village economy; (5) Coordinating: BUMDes Rekso Wijoyo involves all parties and prioritizes transparency in every collaboration; (6) Reporting: Financial reporting is still simple using Excel, but accountability reports are made transparently to relevant stakeholders; and (7) Budgeting: There are several obstacles, such as limited capital and ineffective financial management, but BUMDes Rekso Wijoyo continues to monitor and evaluate to address the ongoing issues. Effective management processes and functions are required for BUMDes Rekso Wijoyo in its efforts to increase the Original Income of Tambong Village, Kabat District, Banyuwangi Regency."

Abstract

The fundamental problem addressed in this study is the persistent leakage of locally-generated revenue from market retribution due to opaque manual cash payment systems in Banyuwangi Regency. The research aims to describe and analyse the implementation of Banyuwangi Regent Regulation Number 2 of 2018 concerning Non-Cash Transactions on the E-Retribution programme at Blambangan Market, utilising the dimensions of communication, resources, disposition, and bureaucratic structure. The methodology employed a descriptive qualitative approach through in-depth interviews with informants selected via snowball sampling, direct field observation, and documentary study. The findings indicate that the implementation of the Electronic Market Retribution (ERPAS) programme has been relatively successful through a partnership with PT Bank Jatim. Policy communication was conducted through two-way socialisation, human resources were equipped with Standard Operating Procedures, although supporting facilities such as Electronic Data Capture (EDC) machines were still prone to technical disruptions. The implementers’ disposition demonstrated high commitment, yet resistance from some traders due to the requirement of upfront deposit was still encountered. The bureaucratic structure exhibited clear task division and routine supervision. The conclusion underscores that the success of this policy implementation is determined by the synergy of the four dimensions and the capacity to address technical constraints and traders’ digital literacy. The study contributes recommendations for strengthening infrastructure capacity and continuous socialisation for the replication of similar policies.

Abstract

The coastal area of Jangkar Village, Jangkar District is a transitional area between sea and land. The development of the coastal area of Jangkar Village often comes under pressure from various human activities and phenomena that occur on land and sea. This is illustrated in Jangkar Village, Jangkar District. Jangkar Village has a unique geographic location compared to other beaches, especially with the presence of a port that connects the waterway to Madura Island and fish auction sites, as well as cheap culinary stalls that attract tourists to visit. The economic condition of the people in Jangkar Village is currently experiencing almost no change due to the behavior of the people who only depend on sea products for their livelihoods. The purpose of this research is to examine the behavior of coastal communities that has an impact on the social and economic aspects of the community. This research uses a qualitative descriptive method that is carried out with a sociological approach, or in public administration research it is commonly called applied normative / empirical normative. The sample selection was carried out by purposive sampling with government informants and fishermen groups. The results showed that the behavior of coastal communities has an effect on economic conditions. This is also influenced by the low level of community education about the coastal area of Jangkar Village. The government should be able to work together with the community to improve the quality of education in the fishing village of Jangkar Village so that it has a positive impact on the economy of the people in the Jangkar village area.Keyword : Community Economy, Coastal Society, Behavior.
