Abstract

This study aims to empirically examine the effect of regional spending and construction costs on HDI with BPK audit opinion as a moderating variable. This study uses a panel data structure from 29districts/cities in Papua Province for nine years (2011-2019). The model used is fixed effect throughHausman test. The results of statistical tests show that the regional expenditure variable has a positive and significant effect on the HDI, while the level of construction costs has a negative and significant effect on the HDI. The statistical test results also show that the audit opinion weakens the influence of regional https://www.adenomyosisadviceassociation.org/hysterectomy spending on HDI, and strengthens the effect of construction costs on HDI. Keywords: regional expenditure, human development index (hdi), construction cost index (cci), andaudit opinion

Abstract

Papua’s economy illustrates the challenge of the Mundell-Fleming trilemma, where rapid growth led by extractive industries has not generated broad-based employment or stable prices. This study examines how the trilemma manifests at the Papua Province. Using monthly time-series data, econometric analysis was conducted through stationarity, classical assumptions, and regression tests. The results show an imperfect trilemma pattern. In the inflation model, economic growth significantly increases inflation, though with a small effect (0.0323), consistent with demand-pull theory. In the unemployment model, growth reduces unemployment as expected by Okun’s Law, but the impact is minimal (−0.0056), indicating that growth remains weakly labor-intensive. More unexpectedly, inflation is found to increase unemployment (0.0229), contradicting the Phillips Curve, which predicts the opposite relationship. These findings suggest that Papua does not experience the classic trilemma trade-offs in a consistent manner. Policy implications include cautious monetary measures that consider threshold effects of growth, inflation, and unemployment, alongside fiscal strategies focused on productivity, infrastructure development, and strengthening labor-intensive sectors to achieve more inclusive growth.

Abstract

Mangrove crab (Scylla spp.) fisheries constitute an important livelihood source for coastal communities in Far East Mimika District, Indonesia. However, increasing market demand has led to unsustainable fishing practices, including the capture of egg-bearing females, harvesting of undersized crabs, and the use of nonselective fishing gear that damages mangrove habitats. These practices threaten crab stock sustainability and the long-term welfare of fishing communities. This study aims to evaluate the implementation of a socialization and training program promoting sustainable mangrove crab fishing methods in Fanamo and Omawita Villages. The program applied a community-based approach consisting of awareness campaigns, hands-on training in eco-friendly fishing gear (folding traps with escape gaps and selective gillnets), introduction of minimum catch-size regulations, establishment of no-catch zones, and implementation of a simple catch logbook system. The activities were conducted through participatory discussions, field demonstrations, workshops, and mentoring. The results indicate increased awareness among fishermen regarding conservation principles, adoption of environmentally friendly fishing gear by participating fishers, and initial use of catch logbooks for monitoring productivity. Despite challenges such as limited literacy and time constraints, the mentoring approach strengthened behavioral change and local acceptance of sustainable practices. The study concludes that integrating socialization, technical training, and community-based monitoring effectively supports sustainable resource management while maintaining fishers’ productivity. This initiative provides a practical model for strengthening coastal governance and ensuring the ecological and economic sustainability of mangrove crab fisheries.
