Abstract

The main purpose of this study is to identify and analyze the implementation of activities financed by the Special Autonomy Fund whether it is in accordance with existing rules/guidelines, whether it is seen from the routine activities, the funds used in each activity, the leverage of the implementation of activity towards the achievement the vision and mission of the regional head, the involvement of the Papuans in the activities, and the influence of the implementation of the activities towards solving the problems of the Local people. Methods used include: Quantitative descriptive statistics in the form of concentration measures, and crosstab analysis. Based on the results of this study it can be concluded that: 1) During the period of 2008-2014 the implementation of programs/activities classified routinely carried out all almost been implemented with reference to the rules / guidelines of the implementation of Special Autonomy in Papua Province; 2) Development Programs /Activities implemented through the use of Special Autonomy funds, indicating the amount of activities that use substantial amount of funds and the implementation is in accordance with the rules/guidelines of the implementation of Special Autonomy in Papua Province; 3) Implementation of development activities using Special Autonomy funds in Jayapura City has been able to play a role in improving the achievement of vision and mission of regional head, whose implementation has been in accordance with existing rules/guidelines; 4) The results of this study indicate that many programs/activities involving the implementation of many Orang Asli Papua, whose implementation has been in accordance with existing rules/guidelines; 5) Implementation of Special Autonomy policy in Papua Province is expected to solve the problems faced by Orang Asli Papua. The results of this study indicate that most of the activities undertaken by the Jayapura City Government using Special Autonomy funds have had an impact/change in alleviating the problems/problems faced by Local People, whose implementation has been in accordance with existing rules/guidelines.

Abstract

Tujuan yang ingin dicapai dari Studi Potensi Investasi Komoditi Kopi di Kabupaten Intan Jaya adalah penyusunan analisis kelayakan bisnis komoditi lokal dalam upaya pengembangan potensi ekonomi di Kabupaten Intan Jaya. Dengan pendekatan kriteria investasi yang digunakan meliputi: Net Present Value (NPV), Net Benefit Cost Ratio (Net B/C), Gross Benefit Cost Ratio (Gross B/C), Internal Rate of Return (IRR),Profitability Ratio (PR), Payback Period (PP). Adapun hasil dari penelitian ini adalah: 1)  Potensialnya tanaman Kopi Arabika di Kabupaten Intan Jaya terlihat dari banyaknya tamanan tersebut dibudidayakan oleh masyarakat Intan Jaya. Hanya saja, pengelolaan tanaman Kopi Arabika di Kabupaten Intan Jaya masih dilakukan secara tradisional, meski telah diberikan pendampingan oleh pemerintah daerah; 2) Berdasarkan hasil pengolahan data ditemukan bahwa produk/komoditi kopi adalah komoditi yang layak diinvestasikan, baik oleh masyarakat maupun pemerintah daerah; dan 3) Secara garis besarnya terdapat 7 aspek pembangunan yang menjadi arah pengembangan produk/komoditi Kopi yang layak investasi di Kabupaten Intan Jaya menurut skala prioritas pada masing-masing kabupaten yakni: (1) produk lokal, (2) pasar, (3) tata niaga, (4) nilai tambah, (5) kemitraan, (6) dukungan pemerintah daerah, dan (7) penerapan teknologi tepat guna.

Abstract

Tujuan utama yang ingin dicapai dari penelitian ini adalah analisis mengenai  kelayakan bisnis komoditi ternak babi dalam upaya pengembangan potensi ekonomi di Kabupaten Intan Jaya. Ternak babi bagi masyarakat di wilayah pegunungan Papua merupakan ternak yang memiliki ikatan dalam budaya dan adat istiadat, sehingga ternak babi menjadi bagian penting dalam budaya masyarakat wilayah pegunungan Papua. Hanya saja, pengelolaan ternak babi di Kabupaten Intan Jaya masih dilakukan secara tradisional, meski telah diberikan pendampingan oleh pemerintah daerah. 2) Berdasarkan hasil pengolahan data ditemukan bahwa produk/komoditi ternak babi adalah komoditi yang layak diinvestasikan, baik oleh masyarakat maupun pemerintah daerah. Secara garis besarnya terdapat 8 aspek pembangunan yang menjadi arah pengembangan produk/komoditi ternak babi yang layak investasi di Kabupaten Intan Jaya menurut skala prioritas pada masing-masing kabupaten yakni: (1) Sosial Budaya, (2) produk lokal, (3) penerapan teknologi tepat guna. (4) pasar, (5) tata niaga, (6) nilai tambah, (7) kemitraan, (8) dukungan pemerintah daerah.

Abstract

In general intent and purpose of this study is to give an overview of investment policy direction in Papua province in relation to improving the economic growth both sectoral and regional basis. Some quantitative methods used are macroregional regional development planning models such as growth models, COR and ICOR. The required data is covered by a documentation method sourced from a competent agency. Where the results of this study indicate that: 1) It is seen that spatially, out of the 29 districts or cities the ICOR has been calculated, there are 20 regions considered to have low cost to investment because they have a low ICOR; 2) Based on the ICOR analysis, it was found that during the period of 2012-2016 the most inefficient economic sector in Papua Province was the industrial sector; 3) Referring to the very low ICOR magnitude with an average below 4, it is finally generalized that efforts to increase regional investment in Papua Province in the future should be directed to agriculture-based sectors. Abstract

In general, the objective of the study is to analyze the impact of development through physical activities undertaken by Jayapura City Government in 2015 against beneficiaries. The method used is an explanatory analysis. Quantitative descriptive statistical research into the form of measures of concentration, frequency distribution, cross tab analysis. Based on the results from the evaluation of programs / activities undertaken by Jayapura City Government in 2015, it can be concluded that: (1) The median financial and bodily realization through the use of local government budgets in 2015 is quite good because the realization of more than 93 percent ; (2) The General Allocation Fund is the largest source of funds used by Jayapura City Government in the implementation of development through bodily activities in 2015; and (3) The mean community assessing the implementation of development through programs / activities undertaken by the Jayapura City Government through DAK, DAU, DAU / DAK, DID and OTSUS Fund has been optimally and felt useful by the community. While only a small percentage of respondents stated that programs / activities undertaken by the local government have not been beneficial to the improvement to the community economy in Jayapura City. Abstract

Dalam perencanaan pembangunan ekonomi, target pertumbuhan ekonomi telah ditentukan sebelumnya, dimana salah satu faktor pendukung diantaranya ditentukan oleh investasi. Penelitian ini bertujuan untuk : 1) Menganalisis perkembangan ICOR Provinsi Papua pada tahun 2009-2019; 2) Menganalisis pengaruh ICOR terhadap pertumbuhan ekonomi Provinsi Papua pada tahun 2009-2019; dan 3) Mempercepat proses pencapaian pertumbuhan ekonomi melalui penyusunan strategi kebijakan investasi sektoral dan kewilayahan. Hasil penelitian ini menunjukan bahwa : Rasio ICOR tahun 2010 hingga 2019 mempunyai trend nilai positif, namun demikian terdapat nilai terendah ICOR sebesar minimum -1,75 yang merupakan koefisien ICOR di tahun 2019. Peningkatan PDRB di Provinsi Papua mengalami peningkatan yang fluktuatif, hal ini juga berpengaruh terhadap ICOR yang bernilai positif tidak signifikan. Semakin tinggi PDRB Provinsi Papua, maka investasi yang diberikan oleh pihak investor akan mengalami peningkatan namun peningkatannya tidak terlalu signifikan dalam perekonomian. Berdasarkan hasil analisis deskriptif kualitatif teridentifikasi beberapa faktor yang dapat mempengaruhi perkembangan investasi di Provinsi Papua yaitu : hak ulayat, izin pelepasan kawasan yang masih menjadi kewenangan pemerintah pusat, insentif fiskal, akses pengusaha UMKM terhadap modal, infrastruktur, tingkat kemahalan, sistem Tataran Transportasi Wilayah dan Tataran Transportasi Lokal, Ketersediaan tenaga kerja lokal yang terampil dan bependidikan, ketersediaan data potensi Papua yang akurat, birokrasi dalam pengurusan perizinan sektoral, pembinaan terhadap pengusaha-pengusaha lokal, dan pengembangan komoditi unggulan yang berbasis lahan masih mendominasi dalam perencanaan investasi, sehingga sering berbenturan dengan tata ruang wilayah.

Abstract

This research is a study of development disparities between regions in Papua Tengah Province which aims to (1) know and analyze disparities in per capita income between regions in Papua Tengah Province; and (2) analyze and prepare recommendations regarding efforts to overcome development disparities between regions in Papua Tengah Province. Data and information gathered from various regions undergo processing and examination through quantitative and qualitative methods. These approaches encompass evaluating factors like per capita income, employment across sectors, savings rates, urbanization levels, literacy rates, life expectancy, infant mortality rates, along with offering policy suggestions based on research outcomes. The data utilized is sourced from governmental bodies like BPS, Bappeda, Dispenda, as well as non-governmental institutions such as Bank Indonesia. Research analysis involves growth assessment, disparity examination, and descriptive statistical analysis. The result shows that over the past decade (2013-2022),  there has been significant economic inequality among districts/cities within Papua Tengah Province region, indicating unequal economic growth across regions. Efforts that need to be made by Regency/City Governments in Papua Tengah Province are to improve the performance of community welfare aspects which are considered capable of driving equitable development in each region.

Abstract

Adequate population and infrastructure are required for the growth of the economy. It is crucial for a country to have decent facilities since it is critical to home life as well as economic operations.  The increase in population is a proportional enhancement of facilities and infrastructure. Nduga Regency is one of the districts in the Papua Pegunungan Province. It is an expansion area of Jayawijaya Regency in 2008 which has the potential for abundant population and natural resources. However, there is still a lack of research in this district. Therefore, this study aims to determine potential prospects for population and the availability of residential infrastructure in Nduga Regency to support development in 2045. The method used is population projection analysis and the projection of facilities and infrastructure of education, health, economy, and road. The expected output is the availability of residential facilities and infrastructure in Nduga Regency. In 2045, the population in Nduga Regency has the potential to increase to 172,876 people and with such a population. Hence, it is necessary to provide school buildings, health facilities, as well as additional economic facilities and road.
