Abstract

This research generally have aims to analisys flypaper effect in Regional financial management on Jayapura City. More specific, the objectives are: (a) Flypaper Effect (b) efficiency in Regional financial managemen. Method will be used to analysis are: 1) Multiple regression, 2) analysis efficiency.The result this research are : 1)The fenomena flypaper in Regional Financial Management on Jayapura city is not founded, 2)Spend of money government at the health office especially for five groups expenditure show if the expenditure be used efficient.3) Spend of money govermen at the education office for five groups expenditure show if the expenditure be used inefficient.

Abstract

The purposes of this research were to analyse potentialities of local markets and public transportation terminals as Local-Generated Revenue Sources and the effectiveness and efforts to optimize Local-Generated Revenues. This research was conducted in Jayapura Municipality. The research variables were facilities in the markets and terminals, terminal levy, payments frequency, and actual revenue from the markets and terminals. A quantitative approach was employed using potentials components and effectiveness ratios which later being analyse descriptively. The study showed an increase of propensity in the markets’ actual growth of revenues in an average of 11.97% and trends of the terminals’ levies growth in an average of -11.70%. The potential revenues from terminals’ levy were 4.088.502.000 IDR and 1.312.488.000 IDR. Thus, the total potential revenue was 5.400.990.000 IDR. The effectiveness level of actual revenues from markets fees reached 19.30 per cent and the actual terminals levies was 18.64 per cent. Hence, the total effectiveness level of markets and terminals fees was 19.18 per cent. Efforts were the improvements of local officers’ qualities, systems, administrations and working procedures, the corrective planning of local markets and terminals as well as assertive actions. Legal efforts were necessary to shed light on land ownership's to the local markets. Keywords: Levy, Markets, Terminals, Potential, Effectiveness, Facilities, Tariff

Abstract

The purpose of this activity is so that children in Warsa District, Biak Regency are able to understand and have an entrepreneurial spirit, be able to practice marketing (simple trading techniques) and promote the conditions of natural wealth in the surrounding environment The results of this training activity include, The achievement of training objectives, the achievement of the planned material targets and the ability of participants to understand the training material. The participants of this training were 25 children around the activity location. This figure shows that this training / socialization activity meets the target of participants reaching 95% and can be said to be successful / successful.

Abstract

This community service aims to provide an understanding of the potential of the local economy. By providing knowledge and empowering businesses based on the local potential in motivating the community to develop their creativity in developing their local resources, through increasing the creativity of the community's economic business based on local potential. Through, identified local potentials in the regian, such as 1) coastal tourism potential, namely Harlem, Amai, Sarebo and Kitikipa and Tablasupa village settlements as separate tourism objects 2) capture and aquaculture 3) plantations 4) livestock and 5) mining and 6) industry pure coconut oil ( VCO). The empowerment of strategy that needs a comprehensive strategy with the concepts of micro, mezo and macro.

Abstract

Living in urban area makes us unable to grow crops or garden because of limited land. Many innovations have been discovered, including: tabulampot, verticulture, hydroponics, and aeroponics. By implementing these innovations ,the problems as above can be solved. This is because these four methods do not require a large area of land, and only take a short time. The purpose of this activity is so that mothers in RT 011 / RW 006 Kotaraja can practice how to cultivate fish and vegetables in buckets for family food security. The results of this training activity include, the achievement of training objectives, the achievement of planned material targets and the ability of participants to understand the material. The participants of this training were 9 mothers around the activity location, due to the Covid-19 pandemic situation. Of the 9 mothers, then they are willing to continue this training information, each mother becomes 2 people.So there are 26 mothers who get this training information. This figure shows that this training/socialization activity can be said to be a target of participants who reach 87% can be said to be successful.

Abstract

Local economic development is closely tied to the potential resources available within a region. In Jayapura Regency, the natural tourism sector plays a strategic role in promoting regional growth and improving community welfare. One such potential is the Bambar Natural Pool, a nature-based tourist attraction that requires continuous development to enhance visitor experiences. Understanding tourists’ perceptions is crucial in increasing the site’s competitiveness and attractiveness. This study aims to assess tourists’ perceptions of the Bambar Natural Pool based on three key variables: the condition of the tourist site, accessibility, and supporting facilities. Data were collected using a structured questionnaire and analyzed using descriptive quantitative methods. The findings reveal that tourists' overall perception of the Bambar Natural Pool is categorized as poor. Specifically, the site condition is rated as good (77.00%), while accessibility (66.67%) and facilities (61.40%) are rated as poor. These results highlight the need for creative development efforts that align with tourist expectations. Enhancing infrastructure and visitor support services is essential to elevate the appeal and competitiveness of this natural attraction. Aligning development strategies with tourists' perceptions can help ensure that improvements meet visitor needs and encourage more sustainable tourism growth in the region.

Abstract

Economic growth is one of the benchmark indicators of the success of a country or a certain region, but economic growth is often hampered by problems that come as is often the case in the country and even the city of Jayapura itself there is inflation that occurs due to the influence of the volume of money supply in the community. The purpose of this study was to determine the effect of inflation and money supply on economic growth in the city of Jayapura in 2010-2022 using the path method (path analysis) developed using SPSS version 29.0. The results of this study concluded that based on the results of statistical analysis, it can be seen that the inflation variable (X1) has a sig value of 0.109 ? (0.05) where the coefficient (ß) is -0.440 and the variable money supply (X2) has a sig value of 0.001 ? (0.05) where the coefficient (ß) is 0.862 This shows that the inflation variable has a negative effect not significant and the JUB variable has a positive and significant effect on the rate of economic growth

Abstract

Purpose: This study aims to identify and analyze the factors inhibiting the promotion of civil servants at the Department of Education in Mimika Regency, focusing on structural, bureaucratic, and non-technical barriers that affect fairness and effectiveness.Design/methodology/approach: Research/methodology: A mixed-methods approach was used, combining quantitative data (descriptive and inferential statistics such as Pearson correlation and ANOVA) with qualitative insights from semi-structured interviews and focus group discussions (FGDs). The study involved 74 civil servants selected from a population of 91 using Slovin’s formula, with triangulation applied to ensure the data validity. Results: The findings show that complex bureaucracy, unclear implementation of promotion policies, and weak dissemination are key structural barriers. Non-technical factors, including favoritism, interpersonal relations, and internal politics, also significantly influenced promotion outcomes. Competence alone proved insufficient, as subjective judgments and limited access to training opportunities also affected the results. Conclusions: Promotions in the Mimika Education Office are hindered by bureaucratic complexity, unclear policies, and non-technical factors such as favoritism and politics. Competence is insufficient, as limited training access and unequal opportunities persist. A transparent, merit-based system is essential for improving fairness, motivation, and organizational performance. Limitations: This study was limited by its focus on a single office, which may not represent other institutions. Incomplete budgetary data also constrain financial analyses. Contribution: This research enriches public sector HR studies by showing how bureaucracy and sociocultural dynamics intersect in career development, offering policy input for transparent, merit-based promotion and competency development in remote regions such as Mimika.

Abstract

Purpose: This study aimed to analyze financial management in the implementation of development in Minabua Village, Mimika Regency. The main focus is to evaluate the planning, implementation, and reporting of the village budget in line with the principles of transparency, accountability, participation, and effectiveness. Monitoring and evaluation of village funds are essential instruments for improving community welfare, with good financial management as a prerequisite for realizing sustainable village development. Methodology: A descriptive qualitative approach was employed using surveys, observations, in-depth interviews, and documentation studies. The informants included village officials and community leaders. Data were analyzed through reduction, presentation and conclusion drawing. Results: The findings indicate that financial management in the Minabua Village has shown progress. Planning has involved community participation through village deliberations but has not fully addressed the priority needs. Implementation demonstrates accountability and transparency; however, community participation remains limited. Reporting and accountability are constrained by the lack of technical capacity of village officials. Furthermore, monitoring and evaluation conducted by regional authorities are weak and largely administrative in nature. Conclusions: Although transparency and accountability in financial management are relatively strong, shortcomings in community participation and technical reporting hinder effective implementation. Stronger monitoring and evaluation mechanisms are required. Limitations: This study was limited to a single village and may not represent broader practices across Mimika Regency or Papua. Contribution: This study provides empirical insights into village financial management, offering policy-relevant recommendations to strengthen transparency, participation, and evaluation as foundations for improved village development outcomes.
