Abstract

Affirmative action is a solution to reducing gender disparities in various fields including politics. Efforts to increase women's representation are important in providing justice for women for their political rights, by producing policies that protect women's political rights. The indicator set by the Sustainable Development Goals for gender equality is the number of women's representation in parliament. This research is motivated by the condition where the number of members of the Serang City DPRD for the 2019-2024 period is only 8 women from a total of 45 members or 17%, where this number has not met the 30% quota for women. This study aims to determine the affirmative action taken to reduce gender disparities in politics. The research method used in this research is descriptive qualitative with interactive data analysis techniques. This research finds that from a policy perspective, both the central and local governments have made efforts to carry out affirmative action in the political field even though women's participation in politics is still low. This is inseparable from obstacles in the form of public perceptions of the quality of female cadres, women's self-distrust, factors of family support and family background. The study also found that strengthening the role of political parties through socialization, gender-biased political education and the involvement of female cadres in organizational activities and community empowerment activities can have an effect on reducing the stigma of gender disparity in politics

Abstract

Governance is a pattern of interaction and program management with the involvement of other parties outside the government. Good governance can be done by implementing important aspects such as participation, accountability, transparency, and responsiveness. The Covid-19 pandemic is a global problem that requires handling from various lines of government, including the urban village as a street-level bureaucracy. The Covid-19 handling program is managed well because it increases Covid-19 cases and carries out major social obligations. The purpose of this study was to determine the governance of the Covid-19 handling program at the village level. The method used is the descriptive qualitative research method. The results showed that the governance of the Covid-19 handling program in the Banjaragung Urban Village was quite good, however, optimizing the success of its governance in managing leadership and the role of the urban village government, synergy between the urban village government and the community in preventing hoax news, assistance in assistance between the urban village government and the community and solid cooperation between the urban village government and the smallest units of government. Abstract

New Public Management (NPM) is a model that applies business styles to the public sector with the aim of increasing effectiveness and efficiency. The implementation of NPM based on literature studies is most widely applied in developed countries. The adoption of NPM is demonstrated by the implementation of performance-based and measurable programs or work. Indonesia has also adopted the NPM model in several areas, although there are gaps in analysis. This is because there are still limited specific case studies that reflect the implementation of the NPM model in Indonesia. This research method uses systematic literature review. The primary data source was the Scopus database, where a search was conducted using the keywords "New Public Management" and "Indonesia" in the document titles. The search results identified 30 relevant documents. The findings of this study are that research related to new public management in Indonesia shows less significant developments. The ineffectiveness of NPM adoption in public sector bureaucratic reform causes this model to be underdeveloped in its research studies. The factors that cause it are the dominance of traditional bureaucratic practices, the lack of strategic management to implement business styles in the public sector, changes towards the adoption of NPM are not accompanied by changes in the bureaucratic culture of the government apparatus, rigid and inflexible management, rigid budgeting system, lack of competition and innovation as well as dominant culture and political characteristics.

Abstract

This study evaluates the Cageur Jasa Health Service Program at the Tanah Tinggi Public Health Center in Tangerang City, which was developed as an innovation to expand access to basic healthcare services through home visits. The program aims to improve service quality, strengthen family independence in maintaining health, and support the achievement of the 12 indicators of the Indonesia Healthy Program with a Family Approach (PIS-PK). The evaluation applies William N. Dunn’s six policy evaluation criteria effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness supported by theoretical frameworks from public administration, public policy, and health service innovation. This research employs a qualitative descriptive method, with data collected through observation, in-depth interviews with informants, and secondary data analysis. The findings indicate that the program’s implementation has not fully achieved its intended objectives, as evidenced by declining service coverage, several PIS-PK indicators remaining below 50%, increasing disease findings, and the persistence of maternal and infant mortality cases. Limitations in resources, coordination, infrastructure, and suboptimal promotive and preventive efforts further hinder the program’s effectiveness. Overall, the study concludes that although Cageur Jasa contributes to improving healthcare access, its implementation at the Tanah Tinggi Public Health Center remains suboptimal and requires continuous improvement.
