Abstract

Penelitian ini menganalisis tentang Pengaruh Tingkat Profesionalisme Terhadap Kinerja Pegawai di Badan Pertanahan Nasional Kota Cilegon. Penelitian ini dilatarbelakangi oleh Banyaknya keluhan yang ditujukan kepada BPN Kota Cilegon khususnya dalam sistem pelayanannya, pengarsipan data/berkas pemohon kurang baik, kurangnya pendidikan dan pelatihan yang diikuti oleh pegawai BPN Kota Cilegon, Kedisiplinan pegawai dalam menaati peraturan masih kurang, penempatan pegawai dan pekerjaan yang tidak sesuai dengan keahlian dan latar belakang pendidikan. Untuk mengukur tingkat Profesionalisme (X) digunakan teori dari Martin JR dengan Indikator : Kemahiran, kesiapan, Tanggungjawab dalam Pelayanan, Disiplin, Sikap Pegawai . Untuk variable Kinerja digunakan Teori Mitchel dengan indikator : Kualitas Kerja, Ketetapan Waktu, Inisiatif, Kemampuan dan Komunikasi. Penelitian ini menggunakan metode Kuantitatif korelatif yang mengukur pengaruh profesionalisme terhadak kinerja pegwai. Populasi penelitian ini adalah semua pegawai di BPN Kota Cilegon. Dengan menggunakan total sampling atau sample jenuh, maka sampel penelitian ini adalah sebanyak 77 orang pegawai. Hasil penelitian menunjukkan bahwa pengaruh profesionalisme terhadap kinerja pegawai adalah sebesar 52,7 % selebihnya 47,3 dikarenakan faktor lain.

Abstract

Pada tahun 2018 pemerintah Kabupaten Lebak menerbitkan Peraturan Daerah Kabupaten Lebak Nomor 4 Tahun 2018 Tentang Pengelolaan Sampah sebagai wujud upaya pembatasan timbulan sampah di Lebak, Peneliti ingin mengetahui bagaimana implementasi kebijakan pengelolaan sampah dimaksud. Dalam penelitian ini peneliti menggunakan pendekatan kualitatif studi kasus untuk mengetahui secara mendalam implementasi perda tersebut. Teori yang digunakan untuk menguji perda ini menggunakan teori Edward III (1980) tentang implementasi kebijakan publik, dalam proses pengumpulan data peneliti melakukan observasi, wawancara, dan triangulasi. Perda pengelolaan sampah belum ditindaklanjuti oleh desa Malingping Selatan sehingga dalam pengelolaan sampah di Malingping Selatan belum berdasarkan amanat perda, begitupun dengan Desa Cikatapis pengelolaan sampah sudah melalui perdes namun belum berjalan sebagaimana mestinya, misal masih kurangnya sosialisasi, tidak adanya peralatan, terbatasnya jumlah pekerja, kurang konsistennya pihak pemerintah desa, belum disiplinnya petugas sampah dan belum adanya SOP pengelolaan sampah.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. Abstract

Affirmative action is a solution to reducing gender disparities in various fields including politics. Efforts to increase women's representation are important in providing justice for women for their political rights, by producing policies that protect women's political rights. The indicator set by the Sustainable Development Goals for gender equality is the number of women's representation in parliament. This research is motivated by the condition where the number of members of the Serang City DPRD for the 2019-2024 period is only 8 women from a total of 45 members or 17%, where this number has not met the 30% quota for women. This study aims to determine the affirmative action taken to reduce gender disparities in politics. The research method used in this research is descriptive qualitative with interactive data analysis techniques. This research finds that from a policy perspective, both the central and local governments have made efforts to carry out affirmative action in the political field even though women's participation in politics is still low. This is inseparable from obstacles in the form of public perceptions of the quality of female cadres, women's self-distrust, factors of family support and family background. The study also found that strengthening the role of political parties through socialization, gender-biased political education and the involvement of female cadres in organizational activities and community empowerment activities can have an effect on reducing the stigma of gender disparity in politics

Abstract

Penelitian ini dilatarbelakangi oleh tantangan bonus demografi bahwa penduduk usia produktif, termasuk di dalamnya penduduk kelompok milenial, lebih besar jumlahnya dibandingkan dengan jumlah penduduk usia non-produktif. Dengan latar belakang tersebut, penelitian ini bertujuan untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang. Teori implementasi kebijakan publik Mazmanian dan Sabatier (1983) digunakan sebagai landasan teori untuk menganalisis implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepreuner. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif analitis. Hasil penelitian menunjukkan bahwa kebijakan pelatihan kewirausahaan bagi millenial entrepeneur yang dilakukan oleh Dinas Ketenagakerjaan dan Transmigrasi Kabupaten Serang telah diimplementasikan dengan baik. Akan tetapi dalam implementasinya ditemukan faktor penghambat yang timbul berupa faktor mindset dan pola pikir kelompok sasaran yang dilatarbelakangi oleh keadaan sosial budaya. Sedangkan faktor pendukung keberhasilan implementasi kebijakan pelatihan kewirausahaan bagi millenial entrepeneur di Kabupaten Serang yang ditemukan dalam penelitian ini bersumber dari dukungan, komitmen dan konsistensi pimpinan dalam melaksanakan kebijakan.

Abstract

Regulation of Kemendes PDTT No. 16/2018 concerning Allocation of Village Funds (Alokasi Dana Desa/ADD) declare that one of the Village Funds priorities is to improve health services in village. The Healthy Village House (RDS) is a community centre whose role is to encourage health literacy in the village as well as to advocate for development policies in the village to be more focused on efforts to improve the health status of the community in the village. The establishment and development of RDS is facilitated by Kemendes PDTT as an effort to prevent stunting. The prevalence of stunting under five in Indonesia in 2019 reached 27.7 percent, still far from WHO target of 20 percent, and in Banten Province itself it reached 24.1 percent (Source: Study of Nutritious Toddler of the Ministry of Health, 2019). Stunting ins chronic nutritional problem who are characterized by a shorter height than the average age of children, children become susceptible to disease and when they are adults are at risk of degenerative disease. The stunting reduction acceleration program is one of the government’s priority program in the health sector and targeted 14 percent in 2024. The Healthy Village House (RDS) is a joint secretariat in the village, functioning as a transmitter of health information, that a person, family or community is able to help themselves (independently) in the health sector and play an active role in health development in the village, in this case including the stunting prevention convergence policy. Convergence policy is interpreted as an intervention approach carried out in a coordinated, integrated and jointly targeted manner in geographic areas and priority households to prevent stunting. Stunting prevention policies is a challenge during COVID-19 pandemic due to rising unemployment and poverty rate. Sindangsari Village has established the Healthy Village House (RDS) using allocation of village funds (ADD) and providing nutritional food assistance for stunting toddlers. This study aims to analyze the implementation of the stunting prevention convergence policy at the village level through the Healthy Village House (RDS) in Sindangsari Village, Pabuaran District of Serang Regency. Keywords: Convergence, Healthy Village House, Policy, Stunting

Abstract

The purpose of this study is to learn more about the various communication strategies used by the Serang Regency Investment and One-Stop Service Office (DPMPTSP), through this the government increases permission for people to do certain things, so that this will make life easier. easy for many people. This study uses a qualitative approach that relies on descriptive data collection techniques, such as observation and interviews. This research gives the result that the strategy used is to build communication through internal and external approaches. Internal approach communication is carried out by building emotional closeness to each individual who works within the Investment and One-Stop Service Office of Serang Regency, so that it can produce cooperation with good output in providing services to the community. As for the external approach communication strategy, namely carrying out a communication strategy that aims to create excellent public services through innovation in non-business licensing services and business licensing. The implementation of the non-business licensing system is carried out through the SIMPONIE Wabsite (Online Licensing Management Information System) as a non-business licensing service facility that is not processed through the OSS (Online Single Submission) system, to simplify and speed up business licensing for business actors. Through the OSS (Online Single Submission) service in collaboration with the regional government, namely the Serang Regency One-Stop Investment and Integrated Services Service to socialize and assist with problems for business actors in their area.

Abstract

The purpose research is to find out how the supervision of the agriculture and food security service in Pandglang Regency and the effectiveness of the performance of its employees, and to find out how much influence the supervision has on the effectiveness of the performance of its employees. This study uses an associative method with a quantitative approach. The population in this study were all civil servants and non-PNS employees. The sample in the study, namely the entire population that was used as the research sample, totaled 46 employees, taking the sample with total sampling. The entire population is used as a sample if it is below 100. Data collection techniques in this study are observation, direct observation at the research location, questionnaires, and library research. The results of this study, there is a positive and significant influence of the monitoring variable on the effectiveness of employee performance at the agriculture and food security service in Pandeglang district with the results of hypothesis testing if tcount > ttable then the hypothesis is accepted. From the results of the research with the help of SPSS v.23, the results were 5.960 > 2.015 with a significance level of 0.000 (0.000 <0.05). Meanwhile, in the interpretation table of the correlation coefficient, the correlation value is 0.612. This figure is in the range between 0.60-0.799 so that it has a strong level of influence. This means that if the value of the monitoring variable increases, the effectiveness of employee performance will also increase.
