Abstract

This paper will describe the origins of the birth of conflict theory by describing the theory and thinking of the founding fathers of conflict theory. Furthermore, to clarify the position of conflict theory, this paper will compare in contrast the perspective of conflict theory. Conflict theory is the antithesis of the theories constructed by functional groups an has a very sharp distinction with functional theory. Structualisme in the tradition of conflict.on the theory of structural functionalism in the tradition of conflict. On the theory of stuctural functionalism emphasized is integration, value equation, and social stability. While the structural conflict is empasized is integration, value equation, and social stability. While the structural conflict is empasized precisely the opposition, super ordination and subordination relationships, power differences and social change.

Abstract

The policy on education autonomy, as a result of The Act No. 22 Year 1999 on Regional Autonomy, has shifted paradigm on education management from centralization to decentralization. This needs a new approach of managing education, in case of giving wider range of school‟s autonomy.School-based management is acknowledged as a formal alternative to manage the decentralized school management structure by placing the school as the primary unit of improvement. The school-based management offers the school an autonomy in porpuse of giving wider space to manage the resources by allocating them based on the priority scales. By applying this concept a school will have the power to explore, allocate, determine the priorities, control and report the use of resources to the stakeholders.
