Abstract

Objective of the research is to reveal how networks upgrade innovation capacity and to derive policy suggestions necessary for enhancing capa-bilities for process improvements and innovations, including interactions between users and producers in capital goods industry. The case study results showed that: i) the main driver of technological learning in the capital goods companies is the vision of top management; ii) product innovation as the improvement of existing product can be the results of informal learning without doing formal R&D activity; iii) the limited co-operative arrangements among producer, supplier and consultant are sufficient for stimulating lower level of innovations, which is new to the firma innovations - rather than new to the market; and iv) the pro-ducers-users interaction in the forms of exchange in goods and infor-mation as well as cooperation will contribute to stimulate innovation in companies. Knowledge sharing through innovation network has a central role in upgrading innovation capacity. It implies that the necessary poli-cies to intensify the wiring innovation network in capital goods industry are: i) the establishment of bridging institution or network broker for training, facilitating and mobilizing of network formation; ii) government financial assistance for hiring external experts/consultant to upgrade the innovation capacity of industry; iii) incentives (i.e.financial compensa-tion, recognition and career advancement) for university and research institute professors working to upgrade the innovation capacity of indus-try; and iv) government consultancy services and/or subsidized consul-tancy services from universities/research institutions to upgrade innova-tion capacity of industry.

Abstract

Abstract. The amount of village funds distributed by the government to villages should be accompanied by an excellent performance of the empowerment programme and the improvement of the village economy through Village-Owned Enterprises (BUM Desa). However, many BUM Desa have stopped operating. This study aims to explore the causes of BUM Desa's poor performance using ethnographic research strategy. The results of this study revealed that the cause of BUM Desa's poor performance is that the community prefers BUM Desa that have physical buildings rather than implementing community empowerment-based businesses through modern cultivation and agriculture. In addition, many villages require higher capacity to formulate a vision for sustainable development. Both factors occur due to the low education level of village heads and communities. The weak performance of BUM Desa is exacerbated by the community culture that considers a person's height not based on capacity but age. In many villages, elders are often more dominant in making proposals than the village head, leading to a lack of focus on the direction of village development. BUM Desa performance is currently at the stage of fulfilling fiscal and social accountability but needs to be more effective in delivering empowerment benefits.   Keywords: BUM Desa, economic performance, barriers, community empowerment, sustainability, village development     Abstrak.

Abstract

Small-scale farmers are often financially excluded due to limited access to formal financial services. For decades, the Indonesian government has launched credit programs for farmers' financial inclusivity. However, it has yet to improve farmers' access to financial services significantly. The Indonesian government has encouraged financial technology providers to enhance credit financing for farmers. Besides fintech startups, agri-tech startup companies have helped provide digital financial services to the agricultural sector. This study aimed to analyze different types of agricultural startup businesses in supporting inclusive finance for farmers. This study uses a qualitative approach by conducting an online semi-structured interview as a data collection technique for four agri-tech startups and two experts. The data was analyzed by template analysis. The result showed that the presence of agri-tech startups could enhance farmers' opportunity to access new financial sources –either through crowdfunding or internal company financial resources - which is better than the existing financing schemes. However, several challenges arose regarding the existing culture that caused farmers to hesitate to join the agri-tech startups' program. Other challenges related to intermediaries' power in agricultural business that had strong ties with farmers' lives are the lack of infrastructure such as road and internet access and farmers' skill in using digital technology. Agri-tech startups have reduced those challenges by sending agriculture experts to the farmland, building intense communication with farmers, cooperating with intermediaries, and providing training for young farmers and farmer's children to optimize the use of smartphones in supplying agriculture knowledge and business.
