Abstract

MKabupaten Malaka merupakan daerah otonomi baru yang dipandang potensial dalam mewujudkan kesejahteraan masyarakat dengan pengembangan sektor pertanian. Kebijakan pemerintah kabupaten Malaka secara khusus difokuskan untuk mendorong pembangunan sektor pertanian secara cepat melalui program Revolusi Pertanian Malaka (RPM). Dampak kebijakan RPM di Kabupaten Malaka belum diketahui. Tujuan dari penelitian ini adalah untuk menjelaskan dampak kebijakan RPM dan  faktor-faktor yang menghambat pelaksanaan kebijakan RPM dalam mengembangkan produktivitas ekonomi masyarakat Malaka. Jenis dan pendekatan penelitian yang digunakan yaitu penelitian deskriptif dengan menggunakan pendekatan kualitatif dan kuantitatif sederhana. Penentuan lokasi penelitian berdasarkan kriteria yang menganut azas penentuan lokasi dengan pertimbangan tertentu atau purposive sampling. Hasil dari penelitian ini menunjukkan bahwa Program RPM sejak tahun 2016 terbukti memberikan dampak positif bagi peningkatan produksi pertanian, pendapatan dan kesejahteraan masyarakat. Dampak lain yaitu peningkatan performa agronomis (padi, jagung, dan bawang merah) yang dapat meningkatkan produktivitas tanaman. Faktor-faktor yang menghambat pelaksanaan kebijakan RPM antara lain faktor internal (pengetahuan, ketrampilan sikap petani dalam menghadapi perubahan yang dibawa oleh program RPM)  dan faktor eksternal (iklim, ketersediaan pupuk, teknologi anjuran tata dan jarak tanam padi, tenaga kerja tanam, inovasi untuk tanam jagung  double track, produksi pertanian bersifat musiman dan daya tahan simpan (bawang merah) pasca panen dan pemasaran.

Abstract

Abstract The village development planning is a routine activity carried out in order to carry out development. Activities that involve many parties (stakeholders) include all members of the community and village apparatus. One of the demands is that it requires planning skills from village apparatus, their capacity is needed in order to anticipate and interpret various development programs according to the demands and needs of the community by utilizing the potential and resources available in the village. The fact indicate that the planning capacity of the apparatus is still not optimal, the indication is that the Proposed list of village development activity plans (DURK-Desa) does not reflect the potential and needs of the village. Planning training for village apparatus aims to provide planning insights so that in the end they can carry out planning functions effectively. The method used in development planning training for village apparatus is the education method, in which village apparatus are given training to be able to apply village development planning analysis techniques with courses; (1) analysis of village potential; (2) SWOT analysis and; (3) formulation of alternative proposals for village development planning. To determine the success of the training, a success evaluation method was made, namely the method; (1) program evaluation; (2) evaluation of results and; (3) final evaluation of activities. The based on the evaluation of planning training, village apparatus have been able to carry out various activities, including; carry out a simple analysis of the potential for village development; SWOT analysis on village development planning and; able to formulate various alternative proposals for village development programs / projects based on the potential and problems faced by the community. Abstract

This study explores the critical factors behind women’s representation in upper-echelon II managerial positions in local government organizations in Indonesia, which contemporary studies rarely studied. This research interviewed 12 informants at the East Nusa Tenggara (ENT) Provincial Government in Indonesia using a qualitative approach and purposive sampling techniques. This article found eight factors that are critical in influencing women's representation in echelon II positions in local government organizations from three primary dimensions. First, a network of political proxies and representation of ethnicity and electoral areas are factors from the socio-political dimension. Second, the three factors related to the intra-organizational dimension are patriarchal culture, gender stereotypes, and masculine leadership. Lastly, academic respect, self-confidence, and domestic responsibility are three factors from the individual dimension. The practical implication of this study is that for women to be elected to echelon II positions, they need to expand their network or political connections with political party leaders affiliated with elected political officials or the family actors of elected political officials. Additionally, women must adopt masculine leadership models to be accepted by their male colleagues and adapt to a patriarchal organizational environment. Finally, women need to increase their confidence in a leadership capacity.
