Abstract

The implementation of a cheap and appropriate technology is needed for further handling process of fishermen products, in which the products can be stored for a longer time in the form of dried/smoked fish. The study objective was to implement a cabinet model fish dryer (Tunnel Fish Dryer) to improve the quality of dried fish by using andesite stone as a heat storage, which was placed on fire as a heating material. The heat was flowing into the fish heating room through the pipe using a fan. The five levels drying time frame period could produce the best quality smoked fish using a Completely Randomized Design (CRD). Each time frame had a different duration with three time repetitions, resulting in 15 experimental unit results. The drying times were as follows: A = 3 hours; B = 3.5 hours; C = 4 hours; D = 4.5 hours; and E = 5 hours. The results showed that the best drying time for dried fish was at 4.5 hours.

Abstract

Purpose: This research aims to analyze the implementation of the regulation of the board of directors of the TVRI public broadcasting institution regarding non-civil servants (Study at the Indonesian Television Public Broadcasting Institute (TVRI), East Nusa Tenggara Station. Research methodology: In this study, the authors used an interpretive research paradigm. The interpretive approach aims to understand the "world of human experience". In this study, the total population was 110 people consisting of 27 non-civil servants and 83 civil servants. Furthermore, purposively, the researcher selected 11 people as informants with details of 1 Head of the Office as Key Informants and 10 non-civil servants as Ordinary Informants Results: The conclusions of this study can be grouped into four aspects, namely actors, organizations, procedures, and techniques. Limitations: this research only analyzes the implementation of policies on the development of Indonesian migrant workers' families in the field of economic empowerment in Kupang city. Abstract

The presence of television within the border communities of Indonesia-Timor Leste in Napan Village (Timor Tengah Utara District, East Nusa Tenggara Province) has many influences on their daily life. The high penetration of television in their daily life makes them to rely on television both regarding content (TV program) as well as technological (physical) aspects. This research aims to analyze the position of television in building the values in the daily life of the people of Napan Village. Using media ethnography method, this research found that television has a central position in this society. Widespread of Indonesia’s television broadcasting program in the border areas of Indonesia becomes one of the factors that can foster to the national pride of the Napan people. Besides, possessing a television becomes one of important determinants of comfort in household audience. Television for the people of Napan Village also has economic value as a tool to help running their business in the border area in Timor Leste. The high penetration of television has also made television programs as one of the topics in daily conversation. The television schedule has become a community schedule.

Abstract

Coordination is a basic function of management which explains the orderly unification of actions in the implementation of activities. In government organizations, coordination is needed to ensure that the implementation of government programs becomes more focused. One of the programs that requires coordination is the Management of Indonesian Migrant Workers (PMI) which is carried out in Malacca Regency. In this study, researchers will examine the Coordination between Regional Apparatuses in the Management of Retired Indonesian Migrant Workers in Malacca Regency with the aim of describing and Coordination between Regional Apparatuses in the Management of Retired Indonesian Migrant Workers in Malacca Regency. The theory used as the basis for researchers in this study is the theory of management functions according to Luther Gulick, known as POSDCORB and is an indicator in this research, namely: Planning, organizing, staffing, directing, controlling, reporting and budgeting. This research is qualitative. The informants selected purposively were 11 people. The research findings show that all informants know the purpose of the full PMI empowerment program but not all informants know what activities will be carried out in the full PMI empowerment program; technically there are 3 related areas in the program; coordinating the program is the field of training and placement of workers; there is no agreement in the meeting so far; the preparation of reports is only carried out by the field of training and placement of workers; not all related fields have budgeted special funds for retired PMI. The conclusion of this study is that so far the coordination between fields related to the empowerment of retired PMI has not been going well. Suggestions from researchers are that for a program to run well, continuous coordination is needed so that all parties involved can know what will be planned, carried out, and the extent of its implementation.

Abstract

AbstrakBudaya adat “Wailaki” merupakan bentuk partisipasi luas kelompok masyarakat yang mempunyai ikatan darah dan ikatan emosional dalam suatu peristiwa tertentu yang diselenggarakan oleh salah satu pihak didalam wilayah budaya adat di Desa Mausambi yang terjadi pada moment-moment khusus misalnya kematian, perkawinan, khitanan, sambut baru, pembangunan rumah dan berbagai hajatan lainnya. Penelitian ini bertujuan untuk menjelaskan dan memberikan gambaran tentang proses penerapan budaya adat “Wailaki” dan dampak positif dan negartif yang ditimbulkan dalam pelaksanaan Budaya adat “Wailaki”. Jenis penelitian dengan menggunakan studi kasus dengan studi kasus intrinsik (Intrinsic case study) yang ingin memahami suatu kasus tertentu karena kekhususanya atau keunikanya, kedua studi kasus instrumental (Instrumental case study) yang digunakan untuk meneliti suatu kasus agar tersaji sebuah perspektif tentang suatu isu atau teori. Hasil penelitian menunjukan bahwa dalam proses penerapan budaya adat “Wailaki” di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende ternyata menghasilkan dampak Positif maupun negatif diantaranya untuk dampak Positif 1. Adanya rasa gotong royong, 2. Untuk Mempererat rasa kekeluargaan/kelompok yang kuat, 3. Membantu yang membutuhkan, 4. Adanya rasa sama tinggi dan sama rendah, 5. Untuk melestarikan budaya, sedangkan untuk dampak Negatifnya : 1. Biaya hidup yang meningkat, 2. Harta benda, hewan terjual atau digadaikan, 3. Biaya pendidikan anak sulit, 4. Pembangunan dan renofasi rumah terhambat, 5. Adanya kesenjangan sosial. Dalam pelaksanaan budaya adat “Wailaki” harusnya disesuaikan dengan keadaan ekonomi masyarakat sehingga tidak membebankan masyarakat baik secara ekonomi maupun gengsi pribadi/kelompok sehingga berpengaruh terhadap kelanjutan kesejahteraan masyarakat didalam budaya adat khususnya dan masyarakat di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende pada Umumnya. Disimpulkan bahwa proses penerapan budaya adat “Wailaki” dan dampak positif dan negatif yang ditimbulkan dari penerapannya perlu memperhatikan keadaan ekonomi masyarakat atau kelompok dalam adat sehingga tidak membebankan baik secara ekonomi maupun gengsi pribadi atau kelompok, perlu adanya peran pemerintah desa dan Kabupaten untuk menata kembali proses penerapan budaya adat “Wailaki” di Desa Mausambi, Kecamatan Maurole, Kabupaten Ende sehingga kesejahteraan masyarakat dapat meningkat.Kata Kunci : Budaya adat “Wailaki”, Kesejahteraan Masyarakat AbstractThe customary culture of "Wailaki" is a form of widespread participation of community groups that have blood ties and emotional ties in a particular event held by one of the parties within the traditional culture area of Mausambi village that occurs at special moments such as death, marriage, circumcision, New, home construction and various other celebrations. This study aims to explain and provide an overview of the process of applying the customary culture of "Wailaki" and the positive and nega- tive impacts posed in the implementation of the Indigenous Culture "Wailaki". Types of research using case studies with intrinsic case study that wish to understand a particular case because of its specificity or uniqueness, the two instrumental case studies used to examine a case in order to present a perspective on an issue or theory. The results showed that in the process of applying the customary culture of "Wailaki" in Mausambi Village, Maurole District, Ende Regency resulted in Positive and Negative Impacts such as Positive Impact 1. The sense of gotong royong, 2. To Strengthen the sense of kinship / strong group, 3 Helping the needy 4. The taste of the same high and the same low 5. To preserve the culture, while for the negative impact: 1. Increased living costs, 2. Property, animals sold or mortgaged, 3. Child education expenses difficult, 4. Development and renovation of the house is inhibited, 5. The existence of social inequality. In the implementation of custom culture "Wailaki" should be adjusted to the economic condition of the community so as not to burden the society both economically and prestige person / group so as to affect the continuity of the welfare of society in custom culture especially and society in Mausambi Village, Maurole District, Ende Regency in General. It is concluded that the process of applying the customary culture of "Wailaki" and the positive and negative impacts arising from its application need to take into account the economic condition of the community or groups in adat so as not to impose both the economy and the personal or group prestige, it is necessary for the role of village and regency government to reorganize the process The application of customary culture "Wailaki" in Mausambi Village, Maurole District, Ende District so that people's welfare can increase.Keywords: Traditional Culture "Wailaki", Community Welfare

Abstract

This study explores the critical factors behind women’s representation in upper-echelon II managerial positions in local government organizations in Indonesia, which contemporary studies rarely studied. This research interviewed 12 informants at the East Nusa Tenggara (ENT) Provincial Government in Indonesia using a qualitative approach and purposive sampling techniques. This article found eight factors that are critical in influencing women's representation in echelon II positions in local government organizations from three primary dimensions. First, a network of political proxies and representation of ethnicity and electoral areas are factors from the socio-political dimension. Second, the three factors related to the intra-organizational dimension are patriarchal culture, gender stereotypes, and masculine leadership. Lastly, academic respect, self-confidence, and domestic responsibility are three factors from the individual dimension. The practical implication of this study is that for women to be elected to echelon II positions, they need to expand their network or political connections with political party leaders affiliated with elected political officials or the family actors of elected political officials. Additionally, women must adopt masculine leadership models to be accepted by their male colleagues and adapt to a patriarchal organizational environment. Finally, women need to increase their confidence in a leadership capacity.

Abstract

Background: Adolescence is a period of “ Opportunity Window”, where an appropriate period to inculcate good values, norms in order to avoid so many problems one of which is on reproductive health issues. The purpose of this study to analyze factors associated with teenage pregnancy ANC Regional Health Center in the city of Kupang. Methods: This was an analytic observational study using cross sectional design. The sample in this study amounted to 81 pregnant teenagers. Statistical analysis used were univariate, bivariate analysis using chi square (x2) and multivariate analysis using multiple regression test (multiple regression) with a confidence level α of 0.05. Results: The results showed the most age groups, namely pregnant teens in the late teens (81.75 % ). The results of the bivariate analysis showed a significant relationship between perception and implementation of ANC (p=0.000), family support with the implementation of the ANC (p=0.048), knowledge with the implementation of the ANC (p=0.006), education with the implementation of the ANC (p=0.000), health care providers with the implementation of the ANC (p=0.001), facilities and infrastructure with the implementation of the ANC (0.007) with antenatal care visit of pregnant teen in the working area of public health centre in city of Kupang. Multivariate analysis showed a dominant factor associated with ANC visit where the variable of negative perception will decrease ANC visit by 2.800 times and variable of low education will decrease ANC visit by 5.375 times.Conclusion: The majority of pregnant teens in City Of Kupang were not complete their ANC visit. Therefore, it requires the involvement of all parties in decreasing the number of teenage pregnancies.

Abstract

The construction of gender in the social environment is closely related to external sex. Transwomen and women as entities that are symbols in representing equality in society with a patriarchal cultural system. Social construction in a patriarchal society that forms gender based on external sex, so that women's gender is seen as different from transgender women so as to provide deeper discrimination against women. Feminist standpoint sees that through marginalized groups will get a more objective view of the dominating group. Transgender women are placed as a strong objectivity to obtain how the social environment views and the discrimination they experience. The feminist movement that struggles for equality has various considerations to be able to build a perspective on the existence of transgender women and women equally. Standpoint as a result of giving meaning to the symbolic reality that shapes the experience of each individual, including the symbolic transwomen in the social environment.

Abstract

This research is motivated by problems with government communication in the Covid-19 pandemic situation that occurred in Indonesia, in a pandemic situation there was an information overload which resulted in unclear information being received by the provincial government from stakeholders so that the government's digital communication management experienced problems. The purpose of this study is to understand and analyze the digital communication management model that has been implemented by the government in handling information during the Covid-19 Pandemic and find the ideal digital communication management model to deal with the pandemic that occurred at the provincial level. The research methodology uses a post-positivist paradigm with a qualitative research type and a case study approach. The theory used in this study is Karl Weick's organizational information theory and is complemented by the four-step communication management model from Cutlip, Center and Broom. The results of the study found that the government had used a digital communication management model during the Covid-19 pandemic, but its implementation needed to be optimized in digital tools, digital communication competencies and also the organizing information system

Abstract

This research aimed to analyze and describe the gender role in participatory policymaking for Small Industries Center Development at Alor Barat Laut District. This research employed a qualitative approach and case study method. The researchers performed the study at Alor Barat Laut District, Alor Regency, Nusa Tenggara Timur, Indonesia. The researchers chose Alor Barat Laut District as the Alor Regency Government (2019 - 2024) established a small industry development strategy in Alor Regency Regional Mid Term Development Plan (Rencana Pembangunan Jangka Menengah Daerah - RPJMD). The research focus was the gender role in participatory policy making. The research sub-focuses are: (1) the role of men and women in past policy-making, (2) the role of men and women in current policy-making, and (3) the role of men and women in future policy-making. The data collection used in-depth interviews, documentation, and observation. The data analysis used Robert Yin's pattern-matching analysis technique visualization. The researchers used the triangulation technique to validate research findings.The research result showed that women were dominant in the past decision-making of the tenun ikat[1] industry. Men were viewed as the inhibiting factor of business development. The women performed the majority of household chores and tenun ikat production. In the past, housewives bartered the tenun ikat products in the traditional market. Therefore, the development and preservation of tenun ikat were entrusted to the women. However, men bartered earthen pottery for cotton from other regions (generally from Flores). In addition, the men (boat masters) carried the tenun ikat products to the traditional markets. The women entrusted the men with procuring material and transporting products as they tended to perform domestic roles.
