Abstract

Penetapan Keppres No. 11 Tahun 2020 pada tanggal 31 Maret 2020 merupakan langkah awal secara konstitusional yang dilakukan oleh pemerintah Indonesia untuk mencegah penyebaran Covid-19 lebih meluas. Pasca penetapan keppres tersebut, pemerintah kemudian juga menetapkan PP No. 21 Tahun 2020 tentang Pembatasan Sosial Berskala Besar dalam Rangka Percepatan Penanganan Corona Virus Disease 2019 (Covid-19). Dari PP tersebut, pasal 4 aya (1) menjelaskan tentang pembatasan Sosial Berskala Besar paling sedikit meliputi: a. peliburan sekolah dan tempat kerja; b. pembatasan kegiatan keagamaan; dan/atau c. pembatasan kegiatan di tempat atau fasilitas umum. Dengan pasal ini, pemeruntah telah membatasi hak-hak sipil warga Negara, seperti hak untuk mendapatkan pendidikan, hak untuk bekerja dan sebagainya. Paradigma pembatasan hak asasi semacam ini merupakan paradigm pelaksanaan Negara dalam keadaan darurat. Dengan demikian, secara de facto Negara telah dilaksanakan dalam keadaan darurat. Namun, bila melihat isi Keppres No. 11 tahun 2020, yang sama sekali tidak mencantumkan pasa 12 UUd 1945 dan perppu No. 23 tahun 1959 tentang keadaan Bahaya, maka secara de jure Negara tidak berada dalam keadaan darurat

Abstract

This research discusses the production process of the television program "Tap the Door" at Salam TV. The program aims to help underprivileged and needy individuals, as well as provide emotional support to them. Salam TV, as a da'wah television station, uses this program as a medium to educate the public about social issues and encourage active participation in helping those in need. This research uses a descriptive qualitative method with interviews, document review, and literature sources as data collection techniques. The informant interviewed was the producer of the Tap Pintu program. The research was conducted at Salam TV, North Sumatra. The production process of this event program consists of three stages, namely pre-production, production, and post-production. This research concludes that the production process of the "Ketuk Pintu" event program involves pre-production preparation, production activities such as shooting and interviewing, as well as the post-production stage which includes editing and airing. This research provides an overview of the production process of television programs with a focus on the "Ketuk Pintu" program at Salam TV.
