Abstract

The optimal learning process conducted by students will reflect the result in their study evaluation. The final score of the subject is determined by two important components: Tutorial (60%) and final exam (40%). Student’s participation in online tutorial (tuton) contributes 10% and 50% for tutorial assignments. Because of the students’ participation in online tutorial (tuton) decreases, whereas it gives a significant contribution, there are a number of factors causing the limit number of students participation. This factor, temporary, is considered by the cause of the student’s internal problems. This research is aimed at analyzing the impact of student’s internal problems to his/her participation in tuton. This is a descriptive qualitative research using purposive informant. Data gained by having an in-depth interview, questionnaire, and observations. The data were analyzed by conducting data category process, data reduction, data display, data interpretation, and data analysis. The results show that student’s internal factor: the low ability in using learning technology and students activity, have a significant impact to his/her participation in tuton

Abstract

Penelitian ini menggunakan enam karakteristik primer implementasi kebijakan dari Van Horn dan Van Meter, yaitu : 1) Policy standard and objective, 2) The resources and ancentive made available, 3) The quality of inter-organizational relationships, 4) The characteristics of the implementation  agencies, 5) The economic, social and political environment dan 6) The disposition or response of the implementers. DHF is a health problem in Indonesia that requires serious treatment, considering DHF is a disease that has the potential to become an Extraordinary Event. The tropical climate is a medium for the growth of dengue fever, including DKI Jakarta - the national capital of Indonesia. In 2018 the West Jakarta Administrative City occupies the top position for dengue cases compared to other administrative cities. This research takes focus in West Jakarta, specifically in Tambora Subdistrict as the most populous sub-district in Indonesia but also in Southeast Asia. The population is dense and the environment is limited, allowing for rapid transmission of DHF.This study uses qualitative methods to understand parts of human social life based on a holistic and complex picture with 15 informants. This study uses six primary characteristics of the implementation of policies from Van Horn and Van Meters, namely: 1) Policy standards and objectives, 2) The resources and threats made available, 3) The quality of inter-organizational relationships, 4) The characteristics of the implementation agencies, 5) The economic, social and political environment and 6) The disposition or response of the implementers. The results showed that the implementation of the policy was still not effective, as the theory of Van Horn and Van Meter revealed that the six characteristics must be present and integrated. The results of the study revealed that in addition to the six characteristics of policy implementation, there needs to be the same interpretation in terms of the relationship between DHF control control in each Regional Apparatus in the West Jakarta Administrative City Government and the implementers of the policy in the Tambora District, West Jakarta Administrative City.

The Jogo Tonggo movement developed and officially became a community activity unit to overcome the Covid-19 pandemic at the village level in Central Java Province. Tempelan Village is one of the villages with a relatively high positive case of Covid-19. This research uses qualitative research and data collection techniques through observation, interviews, and documentation. The results of this research are as follows: (a) Communication Aspects, the delivery of tiered information between the bureaucracy is good (b) Aspects of Resources, the parties involved in the implementation of Jogo Tonggo in Tempelan Village are the Head of hamlet as the head of the task force, with representatives being all heads of a neighbourhood, PKK, youth organizations, Linmas and all residents (c) The attitude of the implementers of Jogo Tonggo in Tempelan Village is good, supports each other and coordinates (d) Aspects of Bureaucratic Structure. The jogo tonggo task force characteristics are social and humanitarian, cooperation, and work non-permanently, meaning that the Jogo Tonggo task force exists only during a covid-19 pandemic. Abstract

This article aims to evaluate the formulation of the Regional Revenue and Expenditure Budget (APBD) in West Sumba Regency, specifically during the fiscal year 2019/2020. The research focuses on the stages of APBD formulation, namely the drafting of APBD, the formulation of the General Budget Policy (KUA), the formulation of the Temporary Budget Ceiling (PPAS), the preparation of Regional Working Plans and Budgets of Regional Apparatus (RKA-SKPD), the verification of RKA-SKPD, and the enactment of the Regional Regulation on the APBD (Ranperda APBD). The qualitative method with a descriptive approach is used in this study. Data was collected through interviews and document studies. The Miles and Huberman data analysis method was employed. The findings indicate that, overall, the APBD formulation process adhered to the applicable legal provisions. However, several shortcomings were identified. Firstly, there were delays in the evaluation of the formulation. Secondly, many of the aspirations of the West Sumba community were not accommodated in the KUA during the APBD formulation. Thirdly, inconsistencies between Regional Medium-Term Development Plans (RKPD) and RKA SKPD were due to inadequate socialization during the preparation of RKA-SKPD. Fourthly, RKA-SKPD verification was hurried, impacting the effectiveness of the verification process. Finally, the West Sumba APBD Ranperda should have been socialized to the public before being ratified by the Regional People's Representative Council (DPRD), which was not carried out. These findings highlight the limited involvement of actors in the formulation of the West Sumba APBD due to the dominant role of the government in the formulation process. This contrasts with the policy network theory, which emphasizes the significance of involving various actors in decision-making to enhance the quality of decisions taken.
