Abstract

This study aims to determine the perception of the residents of Teluk Kelayan Flats on the level of housing effectiveness as a solution for Low-Income Communities (MBR) who face limited urban land and purchasing power. Based on Law Number 1 of 2011 concerning Housing and Residential Areas, low-income communities are communities with limited purchasing power that require government support in fulfilling decent housing, so that flats become an alternative to vertical housing. This study uses a quantitative method with a survey approach and six variables based on the concept of livability, namely the physical of residential units, safety and security, the range of public facilities, apartment amenities, community social interaction, and economy. The results of the study show that the effectiveness level of Teluk Kelayan Flats is in the category of quite effective with an average value of 3.12. Of the 44 indicators, there are eight indicators that need to be prioritized, namely clotheslines, auxiliary health centers/posyandu, PAUD/TPA, resident participation, social activities, social organizations/associations, free education and health, and business training/MSMEs. These findings show that increasing effectiveness is needed through policies and resident participation to realize housing according to the principle of livability and improve the welfare of sustainable communities.
