Abstract

Education policy during the COVID-19 pandemic prioritizes safety and health, both learners, educators and the community. This policy is based on the Joint Decree (SKB) of four ministers that is still valid to this day. The priority in implementing this policy is collaborative governance, where every layer of society actively participates from formulation to policy implementation. This research specifically discusses the implementation of education policies in the Indonesia-Malaysia border region, Entikong West Kalimantan. This research method is the exploration of primary data and secondary data. Field primary data is obtained through observation and secondary data through literature review with topic clustering; collaborative governance, education policy, and learning in times of pandemics. Based on the discussion, the concept of collaborative governance has not been fully implemented in the application of education policy in the pandemic period. This is because there is an urgent situation in the implementation of online learning. While in collaborative governance, more activities are carried out face-to-face; Such as socialization and community participation

Abstract

This study examines the role of traditional stilt houses as local wisdom derived from the ecological knowledge of the Dayak and Malay communities in West Kalimantan in flood disaster mitigation. Stilt houses are not merely cultural heritage but also an adaptive strategy that integrates ecological, social, and gender aspects to address the risk of annual flooding. Using a qualitative case study approach in a purposively selected flood-prone location, data were collected through field observations, semi-structured interviews, and document analysis. The results show that stilt houses are built at specific heights and materials based on inherited ecological experiences, providing physical protection, food storage, and a center for social coordination during floods. An early warning system based on natural signs, mutual cooperation practices, and traditional rituals support community preparedness and strengthen social solidarity. Gender analysis reveals the strategic role of women in food management, adaptive agriculture, and logistics coordination, which complement men's roles in social structures and decision-making. Furthermore, the integration of local knowledge with modern strategies, including the use of social media for mitigation information, strengthens the community's adaptive capacity. These findings confirm that successful flood mitigation is determined not only by infrastructure, but also by social participation, cultural practices, and the sustainable application of local ecological knowledge. This research makes an important contribution to the development of inclusive, sustainable disaster mitigation policies rooted in the local wisdom of Dayak and Malay communities.

Abstract

The purpose of this research is to describe and analyze the implementation of Human Resources empowerment policies in the Office of Social Affairs, Women's Empowerment and Child Protection of Sekadau Regency and find out the factors that influence the empowerment of State Civil Apparatus within the Office of Social Affairs, Women's Empowerment and Child Protection of Sekadau Regency. The type of research is descriptive qualitative, namely aims to describe what is currently happening. In it there are efforts to describe, record, analyze and interpret the conditions that are currently occurring. The results showed that communication in the implementation of employee apparatus empowerment policies at the Sekadau Regency Office of Social Affairs, Women's Empowerment and Child Protection is the giving of trust by the leadership in granting authority to subordinates is always used as a basis for carrying out tasks within the agency so that employees with their obligations submit accountability in accordance with the orientation of the program that has been determined in the job description. In addition to the authority given by the leadership is clear according to the predetermined mechanism, the provision of support by the leadership of the staff feels motivated because of the attention given by the superiors so that the expected performance can be achieved. Resources seen from the ability of the State Civil Apparatus at the Sekadau Regency Office of Social Affairs, Women's Empowerment and Child Protection are classified as low. This is due to various factors, such as educational background, lack of authority, creativity and accuracy in employee placement. Disposition seen from an adequate number of employees does not guarantee the smooth running of services aimed at the community if these employees do not understand the substance of their duties properly. Therefore, it is necessary to have a clear and firm understanding of each task and function of each state employee in carrying out their duties, so that the employee can be empowered to provide the best service to the community. Bureaucratic structure in the Office of Social Affairs, Women's Empowerment and Child Protection of Sekadau Regency, namely the delegation of authority, is a form of concern or to complete a task responsibly. Delegation of authority must be based on needs by referring to the needs of each section in the agency.

Abstract

This study aims to examine the implementation of the Regulation of the Minister of Home Affairs (Permendagri) Number 70 of 2019 concerning the Regional Government Information System (SIPD) in Sekadau Regency. SIPD is an essential tool for achieving transparent, accountable, and efficient government administration, particularly in managing regional finances. However, the implementation of SIPD in Sekadau Regency still faces various challenges and obstacles that affect its effectiveness and efficiency. This research employs a qualitative approach with a descriptive method to describe the SIPD implementation process and the factors influencing its success. Primary data were obtained through in-depth interviews with key informants, including officials from the Regional Financial and Asset Management Agency (BPKAD) of Sekadau Regency and related agencies, while secondary data were collected from policy documents, reports, and official data related to SIPD implementation.The results indicate that the implementation of SIPD in Sekadau Regency has not yet been optimal. The challenges include limited information technology infrastructure, a lack of trained human resources, coordination issues between government units, and insufficient political support. Additionally, resistance to change and conventional work habits have also hindered the full application of SIPD. To address these obstacles, it is necessary to enhance human resource capacity, strengthen technological infrastructure, improve inter-organizational communication, and secure stronger political support.This study contributes to the development of public administration knowledge and provides practical recommendations for local governments to improve SIPD implementation strategies. The implications of this research emphasize the importance of a comprehensive approach and effective coordination among various stakeholders to achieve better governance.
