Abstract

Bandar Udara Lagaligo Bua dengan ATS Unit-nya yaitu Bua Aerodrome Flight Information Service merupakan salah satu adjacent unit Ujung Pandang Flight Service Station. Sebagai ATS Unit, Bua AFIS dan Ujung Pandang FSS berperan penting dalam pendistribusian ATS Messages sebagai upaya pelayanan keselamatan penerbangan dikarenakan pendistribusian ATS Messages termasuk salah satu bentuk koordinasi. Pendistribusian ATS Messages ini berkaitan dengan fasilitas-fasilitas yang digunakan seperti Aeronautical Fixed Telecomunication Network ataupun Web Based Flight Plan. Alur dari pendistribusian ATS Messages diatur dalam dokumen-dokumen ICAO dan LOCA. Namun minimnya fasilitas yang ada di Bua AFIS sehingga menyebabkan timbulnya masalah yaitu belum standarnya pendistribusian ATS Messages dan berdampak pada kinerja Aeronautical Communication Officer khususnya Ujung Pandang Flight Service Station. Dengan demikian, hal tersebut akan menjadi resiko untuk terjadinya suatu insiden yang melibatkan para personil Aeronautical Communication Officer maupun dalam operasi penerbangan yang berlangsung. Penelitian ini menggunakan pengolahan data berupa wawancara, studi pustaka, observasi, kuisioner, dokumentasi serta pengamatan langsung yang mengacu dari beberapa sumber yang relevan dan memiliki kredibilitas. Dari hasil penelitian ditemukan bahwa pendistribusian ATS Messages antara Bua AFIS dengan Ujung Pandang FSS perlu dioptimalkan dan sesuai dengan standar serta prosedur yang telah ditetapkan pada LOCA agar tercipta pelayanan informasi penerbangan yang aman dan efisien.

Abstract

In providing air traffic navigation services, it cannot be separated from coordination with related units, one of which is coordination with the Meteorological Station. This coordination aims to provide weather information from the Meteorological Station, then the Flight Navigation Service Unit will convey it to the Pilot for take-off, landing, and en-route purposes. The research studied in this final project is how the effect of effective coordination between the Aviation Navigation Service Unit and the Meteorological Station on the efficiency of air traffic navigation services. (Y) is a flight navigation service at Yuvai Semaring Long Bawan Airport. The research method used is using a questionnaire, observation, documentation. Data analysis methods used are quantitative methods and data processing using a Likert scale. From the results of the research that the authors have done, the authors conclude that there is an important effect of coordination between the Aviation Navigation Service Unit and the Meteorological Station at Yuvai Semaring Long Bawan Airport. Coordination between the Aviation Navigation Service Unit and the Meteorological Station can run efficiently, infrastructure and communication facilities are updated in LOCA.

Abstract

ATS Message distribution is one of the things that must be done by the ATS unit. Therefore the distribution of ATS Messages must be properly to reduce dataerrors in the aircraft in operation. The purpose of this research is to optimize the delivery of departure and arrival message data of military aircraft at Pontianak Supadio Airport so that the distribution of ATS messages can be optimized. This final task uses a qualitative descriptive research design that uses 2 variables: Military aircraft flight (Variable X) and Optimization of news delivery Departure and Arrival of military aircraft at pontianak supadio airport (Variable Y). Data collection techniques using observations, interviews, case studies and literature studies. The interview was conducted by 3 Aeronautical Communication Officer personnel at Pontianak Supadio Airport. From the results of the research that has been done by the authors the expected conclusion is the distribution of ATS messages should be optimized. The problem solving provided by the author is to use Microsoft excel to record what military aircraft data will fly tomorrow manually.

Abstract

This Airnav Indonesia Pontianak as the provider of air traffic service always keeping their works to increase their great air traffic services that refer to International Civil Aviation Organtization (ICAO) Document 4444 Chapter 10 Transfer Of Coordination which explains about the coordination procedure between the air traffic service units or sector control. The hurdle which have been experienced by Aeronautical Communication Officers (ACO) is The Voice Communication Control System (VCCS) that less than optimal. Those Voice Communication Control System (VCCS) has many problems such as the voice which is really low when the coordination between Pontianak Sector and Jakarta FIC takes place. The second problem is on its output that has really bad quality even it can’t be heard at all. Another problem is a parallel network on Pontianak Sector’s VCCS. Whenever Pontianak Sector calls Jakarta FIC, it will be connected into Jakarta Approach’s VCCS. The method which be used in this research is qualitive descriptive method using 2 variables; Long Distance Direct Dial Phone as the X Variable and coordination between Pontianak Sector and Jakarta FIC as the Y Variable. The data collection technics are using; observation, quetioner, and interview. The purpose of this research is to analyze if the Long Distance Direct Dial Phone could be used as the alternative coordination facility in overcoming the problems that occured on Pontianak Sector’s Voice Communication Control System (VCCS). Hopefully the result of this research could give solutions for Airnav Indonesia Pontianak so they could increase their great work in air traffic services especially in coordination with another sector control.

Abstract

Perum LPPNPI Pontianak Branch is one of the airports that provides air navigation services in West Kalimantan. Aeronautical communication personnel are required to conduct a rating test once a year so that the license remains active or valid. Based on the PM 1 of 2014 document concerning Civil Aviation Safety Regulation Part 69 (Civil Aviation Safety Regulation Part 69) concerning License, Rating, Training and Skills of Aviation Navigation Personnel, aeronautical communication personnel are required to take a rating test to test the license. Therefore, a web-based rating test is needed to be more effective for participants and checkers. The application of the website-based theory rating test in the application includes registration for rating exams, online file submission, material refreshing, working on multiple-choice and true or false questions which include pictures and videos, automatic correction for multiple choice. This study uses a waterfall research methodology. The result of the research is that the web-based rating test has been implemented and received a positive response from each examinee. It is hoped that in the future the Management at Perum LPPNPI Pontianak Branch can consistently apply the website-based theory rating test.
