Abstract

Panitia Pengawas Pemilu atau biasa disebut Panwaslu merupakan salah satu penyelenggara Pemilu yang memiliki tugas dan kewenangan untuk mengawasi pemilu, pada penyelenggaraan pemilihan Gubernur dan Wakil Gubernur di Banten 2017. Panwaslu Kota Tangerang sebagai salah satu penyelenggara pemilu memiliki tugas dan wewenang untuk mengawasi jalannya pemilihan diwilayah Kota Tangerang. Tujuan Penelitian ini adalah untuk mendeskripsikan peran Panwaslu Kota Tangerang dalam Pengawasan Pemilihan Gubernur dan Wakil Gubernur Banten 2017. Pendekatan yang digunakan dalam penelitian ini adalah penelitian kualitatif deskriptif dengan menggunakan teknik pengumpulan data berupa wawancara dan juga studi dokumen. Berdasarkan hasil penelitian maka dapat disimpulkan bahwa Panwaslu Kota Tangerang dalam pengawasan pemilihan Gubernur dan Wakil Gubernur Banten 2017 telah melakukan tugasnya sesuai dengan peraturan perundang-undangan, namun dalam pelaksanaan tugasnya mengalami memiliki hambatan. Panwaslu mengawasi KPU, peserta pemilu dan pemilih dengan cara mengikuti setiap tahapan pemilihan yang ada dan juga Panwaslu memiliki lembar laporan yang akan menjadi acuan dalam melakukan segala tindakan atau memberikan rekomendasi kepada KPU. selain itu juga panwaslu mengawasi pemilih, dalam mengawasi pemilih itu sendiri seperti mengawasi daripada netralitas Aparatur Sipil Negara (ASN) Panwaslu juga mengingatkan serta memberikan peringatan terhadap ASN terlebih dengan memberikan sosialisasi tentang pentingnya netralitas ASN dalam pemilu, namun yang terjadi masih saja ditemukan pelanggaran yang dilakukan dan Panwaslu hanya dapat memberikan surat peringatan atau melakukan pemanggilan namun tidak dilakukan sanksi apapun terhadap pelanggar tersebut. The Election Oversight Committee or commonly called Panwaslu is one of the organizers of the Election who has the duty and authority to oversee the election, in organizing the election of Governor and Deputy Governor in Banten 2017. The Tangerang City Election Supervisory Committee as one of the election organizers has the duty and authority to oversee the election in the City Tangerang. The purpose of this research was to describe the role of Tangerang City Panwaslu in Supervising the Election of Banten Governor and Deputy Governor of 2017. The approach used in this study was descriptive qualitative research using data collection techniques in the form of interviews and document studies. Based on the results of the study, it can be concluded that the Panwaslu of the City of Tangerang in the supervision of the election of the Governor of Banten and Deputy Governor of 2017 has carried out their duties in accordance with the laws and regulations, but in carrying out their duties they have obstacles. The Election Supervisory Committee oversees the KPU, election participants and voters by following each election stage and Panwaslu has a report sheet that will become a reference in taking all actions or providing recommendations to the KPU. besides that the Election Supervisory Committee oversees the voters, in overseeing the voters themselves such as overseeing the neutrality of the State Civil Apparatus (ASN) Panwaslu also reminded and warned against ASN especially by providing socialization on the importance of ASN neutrality in elections, but violations were committed. Panwaslu can only give warning letters or make summons but no sanctions are imposed on the violator.Keywords : Elections, Supervision, Panwaslu, Role

Abstract

Abstract This paper discusses the power of political dynasties in Cilegon in the process of forming a coalition of political parties in the 2020 Pilkada. The embodiment of political dynasties continues to be accommodated to perpetuate power by putting aside the track record of organizing experience both in parties and in state institutions. The theory used in this study is the theory of political dynasties and party coalitions. The research method uses a qualitative study with an explanatory case study approach. The focus of this study is to explain how coalition maps are formed and how the influence of dynasties on political parties. The results of this study indicate that the strong influence of political dynasties in Cilegon arises because of the power that has been held since Cilegon City was founded after Banten officially became a province. At that time the elected mayor was Tubagus Aat Syafaat and continued with his sons Tubagus Iman Ariyadi and Ratu Ati Marliati until the 2020 Local Leader Election. The family mainly used the Golkar Party and lower-middle parties to perpetuate their power to form the Minimum Winning Coalition model so that passed the nomination process. Keywords: political dynasty; party coalition; pilkada; cilegon cityAbstrak Tulisan ini membahas kekuatan dinasti politik yang ada di Kota Cilegon dalam proses pembentukan koalisi partai politik di Pilkada tahun 2020. Pengejawantahan dinasti politik terus diakomodasi untuk melanggengkan kekuasaan dengan menyampingkan rekam jejak pengalaman pengorganisasian baik di partai maupun di kelembagaan negara. Teori yang digunakan dalam penelitian ini adalah teori dinasti politik dan koalisi partai. Adapun metode penelitian menggunakan kualitatif dengan pendekatan studi kasus eksplanatoris. Fokus kajian ini yaitu mengupas tentang bagaimana peta koalisi terbentuk dan bagaimana pengaruh dinasti terhadap partai-partai politik. Adapun hasil penelitian ini menunjukkan bahwa pengaruh kuat dari dinasti politik di Cilegon muncul akibat dari kekuasaan yang dimiliki sejak Kota Cilegon berdiri setelah Banten resmi menjadi Provinsi. Saat itu yang terpilih sebagai Walikota yaitu Tubagus Aat Syafaat dan dilanjut dengan anaknya Tubagus Iman Ariyadi dan Ratu Ati Marliati sampai pada saat Pilkada 2020. Keluarga tersebut memanfaatkan utamanya Partai Golkar dan partai-partai menengah-bawah untuk melanggengkan kekuasaannya untuk membentuk model Minnimal Winning Coalition agar lolos proses pencalonannya. Kata Kunci: dinasti politik; koalisi partai; pilkada; kota cilegon

Abstract

This research explained the role of women in empowerment and improvement of community literacy through waste management in Muntang Village, Kemangkon District, Purbalingga Regency. The subject of this research was a women leader in ‘Limbah Pustaka’ community namely Roro Hendarti. This research used a qualitative descriptive research method. Data collection was obtained through observation, interview, and documentation. Data were analyzed using data reduction, display and verification. The main informant in this study was Roro Hendarti as the leader of ‘Limbah Pustaka’ community, and the secondary informant was community members of Limbah Pustaka. The theory was used in this research was Astuti's (1998) women's role theory which divides women's roles into three, namely productive roles, domestic roles, and social roles. Roro Hendarti's productive role is in her role in empowering the community and the Limbah Pustaka community through the waste bank as well as training activities such as dancing, sewing, handicrafts, and so on. Domestic role is related to her role as a wife and housewife for her husband and children. Meanwhile, the social role is related to her role in increasing community literacy, especially for children in Muntang Village. Furthermore, she also helps improve their environment to reduce plastic waste. This research is expected to produce a good model or design in waste management, and later it can become an example or model for other communities in Indonesia.

Abstract

AbstrakUndang-Undang nomor 25 tahun 2009 tentang Pelayanan Publik telah mengamanatkan kewajiban bagi penyelenggara untuk memenuhi komponen-komponen standar layanan. Kepatuhan terhadap standar pelayanan publik akan memberikan kepastian hukum bagi pihak-pihak yang terlibat dalam penyelenggaraan layanan. Standar pelayanan memberikan ketentuan tentang hak dan kewajiban bagi penerima dan pemberi/petugas layanan. Hasil identifikasi pada observasi awal dan diskusi tematik bersama perangkat pemerintah desa pada Desa Sindangsari dan Desa Pasir Karag, ditemukan sejumlah persoalan penting berkaitan dengan pelayanan publik di kantor desa. Pertama, ruang layanan yang belum ideal dan belum terbentuk terdiri dari ruang muka layanan (front office) dan ruang bagian dalam kantor (back office). Kedua, tidak tersedia komponen standar pelayanan publik pada ruang-ruang layanan di kantor kedua desa mitra. Ketiga, pemahaman dan kesadaran rendah bagi aparatur pemerintah desa mengenai standar pelayanan. Keempat, tingkat partisipasi warga yang rendah dalam perbaikan kualitas layanan di kantor desa. Wujud konkret dari program pengabdian pada masyarakat ini ialah membangun Model Kepatuhan Terhadap Standar Pelayanan Publik Berbasis Transparansi dan Partisipasi Warga pada kantor desa-desa mitra. Program nyata akan tertuang pada dua metode pendekatan. Pertama berupa program pembinaan bagi aparatur desa berbasis pelatihan dan praktek langsung. Kedua berupa pendampingan dalam penataan ruang layanan dan pemenuhan komponen standar pelayanan di kantor kedua desa mitra.Katakunci:  Standar Pelayanan Publik, Good Governance, Pemerintahan Desa.   AbstractThe rules number 25 of 2009 concerning Public Services has mandated the obligation for providers to fulfill the components of service standards. Compliance with public service standards will provide legal certainty for parties involved in service delivery. Service standards provide provisions regarding rights and obligations for recipients and service providers/officers. The identification results from initial observations and thematic discussions with village government officials in Sindangsari Village and Pasir Karag Village, found a number of important issues related to public services at the village office. First, the service room that is not yet ideal and has not yet been formed consists of the front office and the back office. Second, there is no standard component of public services in service rooms in the offices of the two partner villages. Third, low understanding and awareness of village government officials regarding service standards. Fourth, the low level of citizen participation in improving the quality of services at the village office. The concrete manifestation of this community service program is to build a Compliance Model with Public Service Standards Based on Transparency and Citizen Participation at the partner village offices. The real program will be contained in two approach methods. The first is in the form of a coaching program for village officials based on direct training and practice. The second is in the form of assistance in the arrangement of service spaces and the fulfillment of service standard components in the offices of the two partner villages.Keywords: Public Service Standard, Good Governance, Local Governance.

Abstract

Village-Owned Enterprises (BUMDES) are a breakthrough in advancing villages and improving the welfare of their citizens through a business unit scheme. In fact, BUMDES can be used as a means of boosting the economy of rural people. However, various problems have hindered the ideal management of BUMDES and provided benefits for the village and its citizens. This Community Service Program is designed to provide an effort to improve the non-ideal condition of BUMDES in order to become Berjaya (Berdikari Sejahtera Melayani). This program focuses on building operations or pioneering BUMDES which is still not being carried out seriously in many villages in Banten Province. The selected partner villages were identified as having three main problems, namely weak institutional governance as a business entity, and not yet in the form of a legal entity. Second, the lack of types/business products and not optimal profits from the sale of business products. In addition, there is also no identification of new products based on local advantages that involve broad participation from the community. Third, there is no village asset management and good financial management. This problem can be overcome by implementing 3 (three) main programs for structuring the organization and activities of BUMDES, namely Institutional Strengthening of Business Entities registered as Legal Entities; Identification of key products and businesses based on local advantages; and Formulation of Village Asset and Financial Management Strategies. This program can be implemented by using a stimulus method approach in the form of Counseling and Training-based Guidance, as well as practical assistance/simulation to overcome all priority issues.

Abstract

This article examines the women’s participation through  non-government organizations, namely Fatayat and Muslimat Nahdlatul Ulama (NU) in handling the impact of the Coronovirus Disease 2019 (Covid-19) amidst strong patriarchal culture. The development of patriarchal culture and practices often raises political exclusion from the activities and central roles of women. This was confirmed during the pandemic, the activities and roles of women were intentionally excluded so that they were not widely exposed in the community. Until September 2020 the Covid-19 outbreak tends not to show a positive decline, at this time it is seen that the death rate continues to increase. This becomes very crucial and problematic in the midst of the massive spread of the plague, which requires creative efforts from stakeholders, especially national and regional leadership, which should work together and collaborate with women in dealing with the war with the epidemic. Therefore, the aim of this research is to formulate a puzzle that splits into a unified whole for the phenomenon of activism in the women's organizations movement during the pandemic. Thus, this study focuses on the discussion to dissect the activism and active participation of these women's organizations which are not widely published by various platforms of online and conventional news media. The research method used a qualitative approach with phenomenological methods. The data collection techniques used were interviews and literature studies. This method is useful for dissecting the phenomenon that occurs by observing carefully and examining the social activities of the two Islamic women's organizations in dealing with the impact of the pandemic. The results of this study found that the participation of the two Islamic women's organizations during the pandemic played an important and massive role, but unfortunately it appears to be deliberately excluded so that it is not widely exposed in the community.
