Abstract

Penelitian ini di latar belakangi oleh permasalahan kemiskinan pada lingkup keluarga. Salah satu upaya pemerintah untuk penanggulangan kemiskinan pada lingkup keluarga ialah dengan membentuk Program Terpadu Peningkatan Peranan Wanita Menuju Keluarga Sehat Dan Sejahtera (P2WKSS). Pada  penelitian ini, peneliti memfokuskan pada bagiamana Evaluasi Program Terpadu Peningkatan Peranan Wanita Menuju Keluarga Sehat Dan Sejahtera (P2WKSS) Pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Serang Tahun 2017 Di Kecamatan Mancak yang mana seyogyannya program tersebut menjadi solusi dari permasalahan kemiskinan pada dilingkup desa binaan. Teori yang digunakan ialah teori Evaluasi William N Dunn (2008) yaitu Efektivitas, Efisiensi, Kecukupan, Pemerataan, Responsivitas, Ketepatan. Metode yang digunakan dalam penelitian ini ialah kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Teknik keabsahan data yang peneliti gunakan ialah triangulasi sumber. Pemilihan informan dilakukan dengan teknik purposive. Hasil penelitian ini menunjukan bahwa Program Pelatihan Menjahit yang dilaksanakan di Desa Sangiang dan Desa Bale Kencana belum optimal. Hal ini dikarenakan kegiatan pelatihan yang dilakasanakan hanya selama 25 hari, sehingga tidak maksimal. Selain itu, mesin jahit yang pakai pelatihan hanya mesin jahit biasa dan jumlahnya terbatas, sehingga kemampuan para peserta pun terbatas, dan menyebabkan keterampilan yang dimiliki belum cukup untuk membuka usaha sendiri maupun bekerja pada perusahaan.This research is based on the background of the problems poverty in the family sphere. One of the government's efforts to poverty countermeasures in the family sphere is to by forming Program Terpadu Peningkatan Peranan Wanita Menuju Keluarga Sehat Dan Sejahtera (P2WKSS). In this researching, researchers focused on  how to Evalution Terpadu Peningkatan Peranan Wanita Menuju Keluarga Sehat Dan Sejahtera Program (P2WKSS) Departement of Labor and Transmigrastion Serang Regency 2017 in Mancak ,which is program  the solution to the problem of poverty in the surrounding villages.Theory used in research is are theory of Evalution by William N Dunn in Nugroho (2008), The Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, Accuracy. The method used  this study is descriptive qualitative. Data collection techniques are carried by interview, observation and documentation. The  validity technique that the researcher uses is source triangulation. The selection of informants by purposive technique.The results of this study indicate that the Tailoring Training Program implemented in Sangiang Village and Bale Kencana Village was not optimal. This is because the training carried out only for 25 days, is not optimal. In addition, sewing machines that can be used are only ordinary and limited, so that the participants' abilities are limited, and the ability needed to work in a company

Abstract

AbstractThe rights of children with disabilities are still an unfinished discourse. In the big cities and remotes areas in Indonesia, sometimes we can hear cases of neglecting children with disabilities. The Indonesian government carries out various programs to eradicate cases of child neglect; one of the efforts taken is to permit social foundations that have special orphanages for children with disabilities to implement a legal adoption system. The question that then arises is, is the system sufficient to fulfill the rights of children with disabilities as mandated by Law No. 23 of 2002 on Child Protection? What components of rights were then successfully fulfilled through this adoption system, and what are the next steps for the government. This study seeks to provide an overview of how the adoption system fulfills children's rights with disabilities. This study using a qualitative method with a case study approach, the study's results photograph the reality experienced by foster children through the adoption system. The study results show that several main components as part of children's rights: the right to life, the right to grow without discrimination, the right to express opinions, and the right to get the best. Thus, from the results of this study, further research is needed to examine how the adoption system can be applied more effectively to reach the fulfillment of the rights of children with disabilities more optimally.Keywords Rights of children with disabilities, adoption system, social foundations for children with disabilities AbstrakHak anak disabilitas masih menjadi wacana yang belum selesai. Kasus penelataran anak disabilitas masih terdengar baik di kota besar maupun di pelosok daerah di Indonesia. Pemerintah Indonesia melaksanakan beragam program untuk mengentaskan kasus penelantaran anak, salah satu upaya yang di tempuh adalah dengan memberikan ijin bagi yayasan sosial yang memiliki panti asuhan khusus anak disabilitas untuk menerapkan sistem adopsi secara legal. Pertanyaan yang kemudian timbul adalah, apakah sistem tersebut cukup untuk memenuhi hak anak disabilitas sebagaimana diamatkan oleh Undang-undang no 23 tahun 2002 tentang Perlindungan Anak? komponen hak apa sajakah yang kemudian berhasil dipenuhi melalui sistem adopsi ini dan bagaimana langkah pemerintah selanjutnya. Penelitian ini berusaha untuk memberikan gambaran mengenai bagaimana sistem adopsi memenuhi hak anak disabilitas. Menggunakan metode kualitatif dengan pendekatan studi kasus, hasil penelitian memotret realitas yang di alami oleh anak asuh melalui sistem adopsi tersebut. Hasil penelitian memperlihatkan beberapa komponen utama yang terpenuhi sebagai bagian dari hak anak, yaitu: hak hidup, hak tumbuh tanpa diskriminasi, hak menyampaikan pendapat, dan hak memperoleh yang terbaik. Dengan demikian, dari hasil penelitian ini dibutuhkan penelitian lanjutan untuk menelaah bagaimana sistem adopsi dapat diterapkan lebih efektif untuk menjangkau peneuhan hak anak disabilitas dengan lebih optimal. Kata kunci : hak anak disabilitas, sistem adopsi, yayasan anak disabilitas

Abstract

This article studies the political struggles of local society in South Lebak who want to split from Lebak District. The reasons are ineffective and inefficient public services, abundant natural resource potential, and political dynasty saturation. Therefore, they continue to negotiate their territorial areas. This article attempts to answer how territorial politics works in the process of territorial splits. The results reveal: first, the political elite used the issue of territorial splits for electoral matters. Second, territorial splits are motivated not only by a group of elites in South Lebak or local politicians, but also by the local people's desire for long-term prosperity and exceptionally effective and efficient public services. However, the interests of the local elite groups are more dominant. This study found that there is a link between the interests of society and the local elites.Keywords: decentralization; election; elites; politics of territorial splits; South Lebak.

Abstract

Indonesia’s constitution and legislation state that all Indonesiancitizens, including those with a disability, havea right to quality education. To meet this right, the government must ensure that every aspect of schooling and learning are accessible tostudentswith disabilities; however, this is not currentlythe case. Indeed, while inclusive education policy has been in place for years, its implementation is yet to be seen. For example, some children with disabilities are denied admission, while others continue to experience barriers to learning as schools are unable to meet their needs. The perception that disabled students belong only in special, segregated schools is still strongly held by the community, educational practitioners, and policy makers. As such, students with disabilities who register in inclusive schools are expected to meet certain qualifications. Should they fail to meet these requirements students are“returned” to special schools. Thispaper argues that such phenomenon demonstrates the government’s failure to meet its own mandateto ensure and protect the educational rights of persons with disabilities.[Pendidikan merupakan hak dasar bagi setiap warga negara Indonesia yang berada dalam usia wajib belajar, termasuk juga difabel (people with different ability). Negara idealnya mampu menyediakan layanan pendidikan yang sesuai dengan kebutuhan difabel. Tidak hanya kebutuhan difabel yang harus diperhatikan tetapi juga bagaimana layanan pendidikan tersebut mampu menjamin hak-hak dari difabel dan yang terpenting adalah difabel mampu mengakses layanan pendidikan yang tersedia. Namun tidak jarang difabel mengalami kesulitan mengakses layanan pendidikan yang disediakan oleh negara dikarenakan kebutuhan mereka yang berbeda dengan non difabel. Akibatnya difabel banyak mengalami penolakan ketika ingin bersekolah di sekolah yang mereka inginkan, termasuk di sekolah reguler.Pemahaman yang berkembang adalah sekolah yang pantas bagi difabel hanyalah di sekolah luar biasa. Hal ini yang membuat difabel tak jarang di diskriminasi dalam dunia pendidikan. Kebijakan pendidikan inklusif yang awalnya didesain agar anak difabel dan non difabel mampu belajar bersama pun baik regulasi dan implementasinya masih jauh dari sempurna. Kebijakan pendidikan inklusif seharusnya dapat digunakan sebagai dasar kesetaraan pendidikan kenyataannya masih menerapkan syarat – syarat khusus agar difabel mampu diterima di sekolah reguler tersebut. Saat difabel tidak mampu lolos kualifikasi yang ditentukan maka dia tidak dapat diterima di sekolah inklusif tersebut dan dikembalikan ke sekolah luar biasa. Jika hal ini terjadi maka negara gagal menjamin pemenuhan hak pendidikan bagi difabel itu sendiri.]

Abstract

This study is going to discuss the implementation of inclusive education’s policy in Yogyakarta. Yogyakarta is a famous for being one of the friendliest city for people with disabilities (some people often refer to handicapped person, although that term is considered to new discrimination by the activist). Inclusive education’s policy is a breakthrough in education policy that puts people with disability and non-disability to sit and learn together in one classroom. In the national area, inclusive education policies stated in Permendiknas No 70 of 2009, while in Yogyakarta contained in Pergub DIY No 21 of 2013. Implementation of that policies did not reach 100% yet. Because, the policy makers forgot the social context, whether society ready to including people with disability in their life or not. Abstract

This research tries to identify and analyze condition of infrastructure in Cikiruh Wetan Village Cikeusik Subdistrict Pandeglang Regency represent coastal area bordering with Regency of Lebak and Paniis Village Koroncong Subdistrict represent agriculture area bordering with Regency of Serang and look for alternative of empowering rural community appropriate with existing potency. The fundamental problem is that infrastructure development in both villages is still low and uneven, in addition the villages are categorized as underdeveloped villages.The research aims to analyze the condition of infrastructure in the villages and formulate models of community empowerment through the support of infrastructure. This research uses qualitative approach with case study method. Using qualitative analysis with qualitative data and quantitative data. Informant determinated by purposive. Data Collection through Indepth Interview, observation and related documents.Theresearch results found that the condition of existing infrastructure in the research location, both education infrastructure, health, transportation, economy and settlements is still relatively inadequate. Infrastructure development policy has been implemented, but the way of its implementation is still less patterned and less integrated, especially for villages located in the area bordering with Lebak and Serang Regency. Village community empowerment efforts have been gradually undertaken, but not consistently and systematically implemented, especially the realization of infrastructure development in accordance with the potential and needs of villages, guidance and monitoring of the community to the maintenance and using the infrastructure reasonably.

Abstract

AbstrakPengabdian Masyarakat ini dilakukan terhadap perundungan di Kota Serang. Sebagai Kota Layak Anak, tahun 2018, Kota Serang didukung dengan kebijakan Peraturan Daerah Nomor 6 Tahun 2015 tentang Kota Serang Layak Anak dan Peraturan Walikota Serang Nomor 47 Tahun 2017 tentang RAD Kota Layak Anak. Kegiatan pengabdian ini dilakukan di Kota Serang dengan bermitra dengan SDN Sumber Agung, Serang. Penting untuk memberikan penyadaran sejak dini agar anak – anak dapat menghindari perilaku perundungan. Dalam pengabdian ini, anak dijadikan sebagai subjek utama sehingga dia bisa berpartisipasi secara aktif dalam pencegahan pelaku maupun korban perundungan anak di sekolah. Metode yang digunakan dalam pengabdian ini adalah dengan metode dongeng untuk menarik minat siswa dalam pembelajaran termasuk mendorong keterlibatan aktif selama proses diskusi. Selain itu dilakukan juga pendampingan dan konseling individu dalam rangka identifikasi masalah dan penyelesaian secara personal. Katakunci : dongeng, pencegahan, perundungan AbstractThis Community Service is carried out against bullying in Serang City. As a Child Friendly City, in 2018, Serang City was supported by the policy of Regional Regulation Number 6 of 2015 concerning Child Friendly City of Serang; and Serang Mayor's Regulation Number 47 of 2017 concerning Child Friendly City. This service activity was carried out in Serang City in partnership with SDN Sumber Agung, Serang. It is important to provide awareness from an early age so that children can avoid bullying behavior. In this service, children are used as the main subject so that they can participate actively in preventing perpetrators and victims of child bullying at school. The method used in this service is the fairy tale method to attract students' interest in learning including encouraging active involvement during the discussion process. In addition, individual assistance and counseling is also carried out in the context of problem identification and personal resolution. Keywords : bullying, fairy tales, prevention

Abstract

Village-Owned Enterprises (BUMDES) are a breakthrough in advancing villages and improving the welfare of their citizens through a business unit scheme. In fact, BUMDES can be used as a means of boosting the economy of rural people. However, various problems have hindered the ideal management of BUMDES and provided benefits for the village and its citizens. This Community Service Program is designed to provide an effort to improve the non-ideal condition of BUMDES in order to become Berjaya (Berdikari Sejahtera Melayani). This program focuses on building operations or pioneering BUMDES which is still not being carried out seriously in many villages in Banten Province. The selected partner villages were identified as having three main problems, namely weak institutional governance as a business entity, and not yet in the form of a legal entity. Second, the lack of types/business products and not optimal profits from the sale of business products. In addition, there is also no identification of new products based on local advantages that involve broad participation from the community. Third, there is no village asset management and good financial management. This problem can be overcome by implementing 3 (three) main programs for structuring the organization and activities of BUMDES, namely Institutional Strengthening of Business Entities registered as Legal Entities; Identification of key products and businesses based on local advantages; and Formulation of Village Asset and Financial Management Strategies. This program can be implemented by using a stimulus method approach in the form of Counseling and Training-based Guidance, as well as practical assistance/simulation to overcome all priority issues.

Abstract

Ketimpangan gender merupakan sebuah masalah dalam kehidupan sosial masyarakat diseluruh dunia. Perempuan selalu di posisikan pada suatu kondisi sub-ordinasi karena identitas dan historisitas peradaban manusia yang selalu menempatkan perempuan menjadi yang kedua. Dengan hadirnya bentuk negara dan relasi antar warga negara yang dijamin oleh negara tanpa terkecuali, memungkinkan perempuan agar dapat menempati ruang publik ini secara setara. Riset ini mengulas dinamika dan artikulasi kesetaraan gender diranah perguruan tinggi, dengan pendekatan fenomenologis, riset ini berupaya memaknai dan melihat aktualisasi kebijakan kampus dalam mendorong persfektif gender menjadi agenda dalam mengembangkan kampus yang bersfektif gender. Hasil dari riset ini menunjukan bagaimana dinamika perempuan dalam mencapai kesetaraan gender pada ruang lingkup perguruan tinggi.

Abstract

Natural resource conflicts between corporations and local communities were quite common in Indonesia. In an area in Pandeglang-Banten, a giant corporation tried to control the natural resources, especially in this case is water resource, and the local religious based community fought against the corporation’s agenda. This paper describes the formation of a religious-based community doing social movement against a big corporation in Pandeglang, Banten Indonesia. The research method uses qualitative with case study strategy.  The research location was in Cadasari District, Pandeglang Regent, Banten Province, Indonesia. This paper shows that the social movement succeeded to defend their accesses to water resources through religious doctrine easily understood by local people under the leadership by the local religious leaders (Kyai) from local Islamic schools (Pesantren). They share collective identity, as victims of the company project and also a moslem. The collective identity as victims as well as moslems, linked by dense religious informal networks and corporation and local government as clear enemy made their movement successfully terminated the company project. As a main actor, Kyai played significant roles to mobilize people in this social movement. Using her charismatic character, Kyai was able to defeat legal-rational leadership such as local government and security forces.
