Abstract

The Sidoarjo Regency Government created Sidoarjo Regency PERDA Number 3 of 2016 concerning the Arrangement and Empowerment of Street Vendors as a response to the proliferation of street vendors. One of the street vendors that is of concern is Gading Fajar street vendors, numbering 1,200 street vendors. This research aims to determine the evaluation of Sidoarjo Regency PERDA Number 3 of 2016 using a qualitative case study method written descriptively. This PERDA evaluation uses the theory of William N. Dunn (2003) which has six criteria, namely effectiveness, efficiency, adequacy, alignment, responsiveness and accuracy. The research results show that based on effectiveness criteria, PERDA is still not effective because the achievement of objectives and involvement of the authorities has not been optimal. However, there is effectiveness in monitoring the arrangement of street vendors by the Sidoarjo Regency Satpol PP. From the efficiency criteria, it shows that the arrangement of street vendors is efficient in terms of time and resources, but not yet efficient in terms of costs. From the adequacy criteria, it shows that the PERDA is not sufficient as a guideline for structuring and empowering street vendors because the Sidoarjo Regency Cooperatives and Micro Enterprises Service has not implemented it optimally so that the Sidoarjo Regency Satpol PP is more dominant in enforcing it themselves. From the leveling criteria, it shows that the distribution of facilities and infrastructure and the distribution of costs is still not evenly distributed, but there is some leveling in socialization by the Sidoarjo Regency Satpol PP. From the responsiveness criteria, it shows that the Sidoarjo Regency Cooperatives and Micro Enterprises Service and the Sidoarjo Regency Satpol PP received various responses of acceptance and rejection but they were able to overcome them and Gading Fajar Street Vendors continue to wait for empowerment from the authorities. From the accuracy criteria, it shows that the accuracy of objectives and benefits are still not balanced because its implementation in Gading Fajar is still focused on structuring and has not yet led to empowerment.

Abstract

The First 1000 Days of Life program is an effort to strengthen the goverment’s commitment to the action plan to improve nutrition during the first 1000 days of pregnancy. Considering the nutritional problems that occur, such as stunting in children and Chronic Energy Deficiency in pregnant women, it is necessary to evaluate the First 1000 Days of Life Movement program in Deli Serdang. The purpose of this research is to identify how the evaluation of The First 1000 Days of Life program in Deli Serdang is conducted. This study uses qualitative research methods with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The theory according to William N. Dunn (2018), which consists of six criteria: Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Eligibility. The research results show that Deli Serdang has successfully reduced the number of stunting cases significantly. However, there is a lack of community participation in supporting specific nutrition intervention activities. The resoources used, such as facilities, are not yet optimized, and the understanding capacity of posyandu cadres (comunity health workers) is still insufficient. Additionally, the use of multiple applications by each government departement participating in stunting prevention has resulted in inefficiencies in the processing and management of stunting data in Deli Serdang.

Abstract

Violence against children causes multidisciplinary impacts, including physical, psychological, social, and spiritual, affecting prolonged trauma. Case management is a strategy for overcoming cases of violence against a child because it does not focus on the individual child only but also on the family. It is carried out by one assistant intensely and in coordination with various institutions according to the child's needed. This study aims to describe and analyze case management in overcoming victims of violence against the child in UPTD PPA, Sidoarjo Regency. This study used a qualitative approach with data collection techniques through interviews, observation, and documentation. The data analysis technique used is the analysis technique by Miles, Huberman, & Saldana (2014), which includes: data collection, data condensation, data presentation, and concluding and verification. The study results found that case management carried out by UPTD PPA is well. However, they did not succeed yet in reducing the violence against a child. There were still obstacles from individual children or families who did not want to continue the treatment provided.

Abstract

The implementation of E-Government is carried out to support the service processes provided to the public. Surabaya City has been a pioneer in the implementation of e-government since 2002. With the issuance of Surabaya Mayor Regulation Number 5 of 2013 concerning Guidelines for the Utilization of Information and Communication Technology in the Implementation of Local Government, the Surabaya Transportation Agency created a system aimed at improving security, reducing congestion, and monitoring traffic by establishing the Surabaya Intelligent Transport System (SITS). The researcher conducted a study on SITS due to the persisting traffic congestion in Surabaya, and the objective of this research is to describe the effectiveness of traffic monitoring through the Surabaya Intelligent Transport System (SITS) in Surabaya. The research method used is qualitative descriptive, utilizing both primary and secondary data. Data collection is carried out through interviews, observations, and documentation. The theory used in this research is the effectiveness theory according to Campbell J. P, which has 5 indicators: program success, target success, satisfaction with the program, input and output levels, and overall goal achievement. The results of this research show that the implementation of SITS in the production indicators is quite optimal, the efficiency indicators of SITS are efficient in alleviating congestion, the satisfaction indicators of SITS meet the criteria, the adaptation indicators are quite good but lack socialization, the development indicators are quite good and aided by the existence of the application. Therefore, the researcher suggests focusing on socialization and improving the performance of the application.

Abstract

The government as an institution is responsible for providing the right to workers' wages and ensuring that the application of applicable regulations can be implemented properly. In this regard, Disnakertrans through the supervision sector, conducts monitoring related to the application of labor regulations. The East Java Provincial Manpower and Transmigration Office, through the field of supervision, aims to provide protection and fulfillment of workers' wages in accordance with the City / Regency Minimum Wage (UMK). The legal basis is Law No.13 of 2003 on Manpower, as a guideline for the Manpower Office to carry out its duties optimally. The purpose of this research is to find out how the role of the East Java Provincial Manpower and Transmigration Office in the legal protection of workers' wages as well as efforts that must be made in fulfilling legal protection of workers' wages, in labor protection in the East Java Province area. The type of research used is normative juridical with a qualitative approach method. This research uses primary and secondary data sources, where primary data is obtained from source information, namely labor inspector employees of the East Java Provincial Manpower and Transmigration Office. Data collection techniques were obtained through interviews, observations, and document studies to obtain research results. The results showed that the East Java Provincial Manpower and Transmigration Office has carried out its role optimally in providing legal protection for workers' wages
