Abstract

Madrasah education has become a major concern for Singapore government due to the characteristic of Singapore as a secular, modern and pluralist state, coupled with the government’s deep-seated anxiety whether the Islamic school graduates can contribute to national economy and integrate into national cohesion. This article aims at exploring the challenges and reform of madrasah education within the secular, modern and multicultural state. Collecting data from official documents and websites, literature review, and interviews, this study is qualitative in which some data and relevant literatures have been presented and analyzed. It finds that madrasah education has constantly been perceived in a negative nuance due to its ineffective contribution to the knowledge-based economy. The orthodox and conservative education system in the Islamic institution of education is also viewed to hinder Singapore’s racial and religious cohesion. These then force Muslims to reform the Muslim school by changing orientation, revamping the system, improving quality, instilling national cohesion and fundraising. This study implies that reformation in Islamic education would be successful by innovatively negotiating the pressures that national politics and rule present and appealing to the identity and aspiration of local society.

Abstract

  This study aims to analyze the transformation of National Education Standards (SNP) policies in Indonesia and their implications for the quality of Islamic Religious Education (PAI). Previous studies have addressed SNP and PAI separately; thus, this study offers an integrative analysis bridging both domains. Employing a qualitative descriptive-analytical library research approach, this study analyzed 34 scientific sources retrieved systematically from Google Scholar, Scopus, and Garuda (SINTA/BRIN) using inclusion and exclusion criteria. The findings reveal that SNP transformation from Government Regulation No. 19 of 2005 to No. 57 of 2021 in conjunction with No. 4 of 2022 reflects a paradigm shift from compliance-based toward continuous quality assurance. However, its implementation in PAI faces three main challenges: cognitive and administrative dominance, knowledge dichotomy in the curriculum, and limitations in assessing students' spiritual dimensions. This study proposes a conceptual integration model of SNP–PAI through reinterpretation of the eight national education standards based on Islamic values, emphasizing tauhidization, holistic-integrative education, and transformative learning toward the formation of insan kamil.

Abstract

Penelitian ini bertujuan untuk menganalisis dinamika kebijakan pendidikan pada masa-masa Kolonial dan Orde Lama serta menjelaskan implikasinya terhadap perkembangan pendidikan Islam di Indonesia dengan memaparkan gambaran marginalisasi tindakan setiap pemerintahan kala itu terhadap pendidikan itu sendiri. Penelitian ini dilatarbelakangi oleh kebutuhan untuk memahami bagaimana kebijakan pendidikan kolonial dan pascakolonial membentuk arah, akses, dan posisi pendidikan Islam dalam sistem nasional. Kajian ini menggunakan pendekatan kualitatif dengan jenis studi kepustakaan yang menelaah beragam sumber, seperti arsip kolonial, dokumen kebijakan pendidikan, peraturan perundang-undangan, serta literatur akademik dari buku dan jurnal ilmiah. Analisis dilakukan secara deskriptif-analitis melalui metode analisis isi dan pendekatan historis untuk menafsirkan isi teks kebijakan pendidikan, mengidentifikasi pola ideologis, dan menelusuri dampaknya terhadap pendidikan Islam. Keabsahan data dijaga dengan triangulasi pustaka dan audit trail guna memastikan objektivitas hasil interpretasi. Hasil penelitian menunjukkan bahwa kebijakan pendidikan kolonial bersifat diskriminatif dan membatasi ruang pendidikan Islam melalui regulasi seperti Ordonansi Guru dan Sekolah Liar. Sebaliknya, kebijakan pendidikan pada masa Orde Lama lebih tergambar adanya upaya untuk mulai mengintegrasikan pendidikan Islam ke dalam sistem nasional yang berlangsung kala itu, meskipun belum sepenuhnya sejajar dengan pendidikan umum. Penelitian ini memberikan kontribusi baru berupa refleksi historis yang dapat memperkaya wacana kebijakan pendidikan Islam kontemporer menuju sistem yang lebih inklusif, berkeadilan, dan kontekstual.
