Abstract

Muhammadiyah and Nahdlatul Ulama are the two largest Islamic organizations in Indonesia which have several different understandings in the implementation of worship, so people assume that the harmonization of worship between followers of these two organizations is very difficult to carry out, but it is different with Muhammadiyah and Nahdlatul Ulama members who become worshipers in At-Tawwabin Mosque, worshipers in this mosque worship together, without any debate or dispute. The purpose of this research is to find out how the harmony of worship of Muhammadiyah and Nahdlatul Ulama residents in the mosque, and what factors influence the harmonization of worship. This research is expected to be beneficial for Muhammadiyah and Nahdlatul Ulama residents in maintaining harmony in worship of fellow Muslims and can be used as a reference to avoid conflicts between Islamic religious organizations in Indonesia. The research method used is a descriptive research method with a qualitative analysis approach, through a series of observations, interviews, and taking documentation, while the research location is in the District of Tobat, Padangsidimpuan City. The results of this study conclude that the form of harmonization is as in the implementation of fard prayers, Friday prayers, Tarwih prayers, holiday prayers, and the implementation of corpse prayers. While the factors that influence it are historical factors, family / kinship factors, the influence of Dalihan Na Tolu, government support, and blind fanatic attitudes of Muhammadiyah and NU residents in the mosque.

Abstract

AbstrakDalam Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintah Daerah disebutkan bahwa DPRD sebagai lembaga Legislatif di daerah yang tugasnya membuat peraturan bersama dengan Kepala Daerah yang disebut Perda.Fokus Penelitian ini adalah untuk mengetahui faktor-faktor apa saja yang mempengaruhi pembuatan Perda berdasarkan Hak Inisiatif DPRD di Kabupaten Paluta dengan judul Faktor-Faktor Yang Mempengaruhi Pembuatan Peraturan Daerah Berdasarkan Hak Inisiatif Dewan Perwakilan Rakyat Daerah di Kabupaten Padang Lawas Utara.Metode Penelitian yang digunakan adalah Kuantitatif Deskriptif yaitu metode penelitian yang berlandaskan pada filsafat positivisme, digunakan untuk meneliti pada populasi atau sampel tertentu, pengumpulan data menggunakan instrumen penelitian dan menguji hipotesis yang telah ditetapkan.Dari hasil penelitian dapat disimpulkan bahwa perhitungan rxy< t atau 0,037<1,958  berarti koefisien tersebut berlaku untuk seluruh populasi dan sampel yang berjumlah 30 Anggota DPRD Kabupaten PALUTA. Sehingga Ha ditolak Ho diterima, berarti Anggota DPRD dalam pembuatan Perda di Pemkab PALUTA dengan menggunakan hak inisiatif  Dewan masih rendah. Kata kunci: Dewan Perwakilan Rakyat Daerah, Hak Inisiatif, Peraturan Daerah AbstractIn Constitution Number 23 Year 2014 regarding Regional Government stated that DPRD as legislative institution in area whose duty to make the regulation together with Head of Region called Perda.The focus of this study was to determine what factors influenced the making of local regulations based on DPRD Initiative Rights in Paluta Regency under the title Factors Affecting the Making of Local Regulation Based on the Initiative Right of the Regional House of Representatives in Kabupaten Padang Lawas Utara.The research method used is Quantitative Descriptive research method based on positivism philosophy, used to examine the population or a particular sample, data collection using research instruments and test the hypothesis that has been established. From the results of the study can be concluded that the calculation of rxy <t or 0.037 <1.958 means the coefficient is applicable to the entire population and sample amounting to 30 Members of DPRD PALUTA. Hence Ha rejected Ho accepted, meaning that the DPRD Member in making the law in PALUTA Regency by using the right of Council initiative still low.
