Abstract

Pandemi yang masih melanda berbagai wilayah di dunia, termasuk Indonesia mendorong pemerintah untuk segera melakukan inovasi dan perubahan kebijakan serta pelayanan publik yang lebih baik demi kepentingan masyarakat secara luas. Selain itu, karena pada dua dekade terkahir zaman telah memasuki era Revolusi Industri 4.0 yang menuntut kemajuan sistem data serta informasi termasuk pada sektor publik. Masa ini memberikan pemerintah sebuah momentum untuk memperbanyak inovasi untuk perbaikan sektor ini. Hal ini sangat kompleks sehingga dan melingkupi aspek yang sangat luas, proses ini mengalami hberbagai hambatan dan di dorong untuk melalui hal tersebut pada era New Normal. Penelitian ini menggunakan metode kuantitatif dengan metode analisa-deskriptif. Penelitian ini menunjukan bahwa pemerintah telah melakukan berbagai inovasi dalam manajemen sumber daya serta pelayanan sektor publik, namun masih mengalami kendala ketika bermitra dengan sektor privat. The pandemic that is still hitting various regions of the world, including Indonesia, encourages the government to immediately innovate and change policies and better public services for the benefit of society at large. In addition, because in the last two decades the era has entered the era of the Industrial Revolution 4.0 which demands the advancement of data and information systems, including in the public sector. This period provides the government with a momentum to increase innovation for the improvement of this sector. It is very complex so that and covers a very broad aspect, this process experienced various obstacles and was pushed to go through it in the New Normal era. This research uses quantitative methods with descriptive analysis method. This study shows that the government has made various innovations in resource management and public sector services, but still experiences problems when partnering with the private sector.

Abstract

Pancasila is the basis of our country and the nation's view of life, which is extracted from the noble values of the nation's culture. However, along with the development of time, the practice and implementation of the Pancasila practice are always adjusted to the regime's will in power. In the Old Order era, Pancasila was used as an ideological tool; during the New Order, Pancasila was carried out purely and consistently but followed the regime's will in power at that time. In the Reformation Age, the implementation of Pancasila, which was expected to be following the original, even began to be abandoned because the people were more faced with a free lifestyle with liberal understanding. This article will try to highlight the position of Pancasila during the New Order regime when President Suharto was in power and compare it with the work of Pancasila Post-reformation starting from the fall of the New Order until now and looking at the challenges that will be faced in the future.

Abstract

Revolution 4.0 is marked by the development of information technology that is so fast and advanced that it significantly impacts people's lives, especially among millennials. Pancasila, as an ancestral heritage product that is extracted from the nation's cultural values, is significant in maintaining the existence of the Indonesian nation's personality, which at any time can be easily disturbed by various transnational ideologies that enter the community, especially among Millennials. Therefore, this study aims to determine the impact of implementing state defense policies to instill Pancasila values among the millennial generation. They have feelings of love for the homeland and awareness of the nation and state amid the massive development of information technology. This study uses a qualitative method with descriptive analysis. The study results show that the understanding of Pancasila values among the millennial generation is still shallow. Therefore it is necessary to strengthen Pancasila values through the State Defense policy. The State Defense policy itself for millennials is more directed at overcoming the notions, ideologies, and cultures that conflict with the personality values of the Indonesian people. The state defense policy as a reinforcement of Pancasila values among millennials can be carried out, among others, by maintaining security and order, such as being wise in using social media, complying with applicable laws and norms, serving the homeland following their respective fields, creating harmony, developing science and technology that is useful for the community, actively participates in positive activities, preserves the nation's culture and maintains the integrity of the nation's dignity.

Abstract

For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Increasing the competence of the apparatus to improve the quality of work is a determining factor in local government activities' success. The result of local government officials towards quality performance leads to the development of education, competence, and abilities because of the times' face. The competence that local government officials are expected to have is analyzing and addressing issues within the city under a realistic framework of local government.

Abstract

Health is one thing that is very important and is a must that needs to be fulfilled in human life. The One Stop Integrated Service is an activity of Licensing and Non-Licensing based on delegation or delegation of authority from an institution or agency that has licensing and non-licensing authority whose management process starts from the application stage to the document issuance stage which is carried out in one place. The purpose of this study is to describe the quality of public services in order to determine the quality of Health Worker Practice Permit Services in the One-Stop Integrated Service (PTSP) in Bintaro Village. The method used is descriptive with a quantitative approach. The population in this study are applicants for Administrative services Applications for Health Worker Practice Licenses in One-Stop Integrated Services (PTSP) in Bintaro Village in 2022 as many as 344 applicants using non-probability sampling. The sample technique used is purposive sampling. Researchers use indicators of service quality, namely tangibles,reliability, responsiveness, assurance, empathy. The research results obtained on the overall service quality indicator were good, namely 74.65%. The empathy indicator obtained the highest percentage results compared to other indicators, namely 79.39%. The one-day service indicator, which focuses on the reliability indicator, yields lower results than other indicators, namely only 69.65%. This shows that 81.8% has an effect on service quality, while the remaining 18.2% is influenced by other factors not examined in this study. Recommendations, it is hoped that PTSP will increase the number of employees, computers and other supporting tools so that services are more effective and efficient.

Abstract

The Relaxation Program in Bintaro Village is a policy to overcome obstacles in building construction permits. The aim of this research is to implement the IMB relaxation policy in Bintaro Village, South Jakarta. In this qualitative research, the South Jakarta Building Licensing Sub-Department and Bintaro Subdistrict demonstrated significant efforts in improving the effectiveness and efficiency of the licensing process. Implementation shows significant efforts from the South Jakarta City Administration Building Licensing Department and Bintaro Subdistrict, with certain aspects, such as Communication, Resources and Disposition having become the focus in assessing the success of this policy. Since the implementation of the IMB Relaxation Program in Bintaro Subdistrict, South Jakarta, interview results show a positive impact and effective policy implementation. Effective communication through various outreach activities has increased public understanding. Evaluation of human resources and redistribution of tasks as well as special training have been carried out to deal with the surge in demand for building permits. Although there are challenges regarding levy payments and community concerns about the financial burden, in general, the community accepts levy payments as a reasonable contribution to development. Recommendations for improvement include strategies to reduce administrative and financial burdens, maintaining a balance between development and community financial capacity. Overall, the implementation of the IMB Relaxation Program policy in Bintaro Subdistrict shows positive steps in increasing efficiency, transparency and community involvement in the building permit process.

Abstract

The role of Human Capital Division is very influential in improving the employee performance Corporate Social Responsibility (CSR) of Head Office PT ANTAM Tbk South Jakarta. These significant results are based on investment in increasing employee skills, knowledge and experience which makes employees the capital or assets of a company which is the focus of improving employee performance. The purpose of this research is to find out the role of Human Capital Division in improving the employee performance Corporate Social Responsibility (CSR) of Head Office PT ANTAM Tbk South Jakarta. In this research, the author used a qualitative descriptive research method to develop a theory that was built when obtaining data in the field using data collection techniques in the form of observation, interviews and documentation. The research results show that increasing employee performance is a significant result of the role of the human capital division based on aspects of work quality, work quantity, task implementation and responsibility which are the focus of improving employee performance. The author's findings show that the emphasis on skills achieved through the recruitment process is the main thing. The human capital division ensures that the employees recruited have the skills necessary to make maximum contributions to the programs implemented by CSR. Increasing employee performance is achieved through various factors related to the role of the human capital division of PT ANTAM Tbk South Jakarta Head Office, such as providing training that is relevant to employee duties and responsibilities, not only increasing an employee's competency but also forming a strong foundation for increasing productivity. Regular evaluation also has a positive impact on improving employee performance, where there will be input and encouragement for each employee. This also makes employees open to each other so that communication is established well and loyalty is created between employees. Overall, this thesis confirms that the human capital division has an important role in improving employee performance. This is also formed from employees who are competent and willing to continue to improve their abilities and skills.

Abstract

Green Open Space (RTH) has an important role in creating a healthy urban environment and improving the welfare of the community. In DKI Jakarta, as the capital city of Indonesia which is densely populated and experiencing rapid urbanization, the management of green open space is becoming increasingly important. This study aims to determine and analyze the effectiveness of the Taman Maju Bersama program in managing green open space in South Jakarta and East Jakarta. The type of research that will be carried out in this study is qualitative research using the type of case study research. For data collection techniques in researching the effectiveness of the Taman Maju Bersama program in managing green open space in the South Jakarta and East Jakarta Regions, namely using observation, interviews and documentation. The results showed that the green space management program was effective in achieving several individual goals, such as increasing green area and community participation. However, there are significant challenges related to budget constraints, policy changes, and coordination among stakeholders that affect the overall effectiveness of the program. Although community satisfaction was relatively positive, especially with regard to the presence of green open spaces, there is a need to improve project management, community participation, and resource utilization.
