ranging from conventional forms filled with indications of bribery and corrupt, now converted into a system of procurement of goods and services electronically with Electronic Procurement Service Systems (LPSE). Expectations the central government and local government is to minimize the occurrence of graft, a fictitious project, markup or transactional in the procurement of goods and services, but also LPSE system has never been separated from the threat of any indication of corruption in the procurement of goods and services. The purpose of this research is to know how corruption practices on the procurement of goods and services at Electronic Procurement Service in Kepulauan Riau Province. The method used was the exploratory qualitative approach. Data collection method used is by interview (indebt interview). Interviews were conducted with several informants, namely Kepulauan Riau Province Electronic Procurement Service (LPSE), Kepulauan Riau Province Procurement Service Unit (ULP), Kepulauan Riau Province Development Administration Bureau, and Provider of Goods and Services. The results of this research are descriptions of cases of corruption in the LPSE system in Kepulauan Riau Province, and the mode of operation corruption practices that occur in the LPSE system in Kepulauan Riau province.

This article examines the fulfillment of women's rights in disaster situations that occur in Pangkalan Koto Baru District. The flood disasters occurred in the study area had an impact on women and men, especially when in refugee camps when the disaster occurred. Stakeholders as the ones who is responsible for handling problems in this refugee camp should be professional person in handling people based on gender and age. This has become very important act because women are included in vulnerable groups and require special treatment on emergency. It turns out that women are more vulnerable groups as victims of disasters than men. Based on these conditions, women need variety of strengths dealing with disasters, in order to rise from the threats as the impact of the disaster. The strengthening capacity of women was related to the strengthening of economic, psychological, and mentality. It was done to fulfill the women's rights when disasters happen and its impacts.

There are many factors that influence the social mobility process of fishermen, both internally and externally, which become incentives or obstacles for fishing communities in carrying out mobility movements both vertically and horizontally. To answer the above problems, this research uses a qualitative descriptive approach, with data collection methods through observation, interviews and documents using the Miles, Huberman and Saldan analysis model, namely through data condensation, data presentation and drawing conclusions. Based on the results of the analysis, it is found that in general the factors driving fishermen's social mobility are influenced by individual factors such as (age, access to health, skills or personal abilities), educational factors (fishermen's education factors, continuing children's education, and better school access), economic factors. (high operational costs, fluctuating income, high living needs,) natural factors (extreme weather, environmental pollution), social situation factors (invitation from relatives or neighbors, new environment, trying new leisure activities, new experiences and luck in other places). Meanwhile, the researchers found that the factors inhibiting social mobility of fishing communities in Kelombok Village were cultural factors, traditional values, race and ethnicity, economic limitations, concerns about adapting to a new environment).
