Abstract

This research aims at describing the ability and level of student’s creative thinking and student’s cognitive knowledge. It is qualitative research to search for data and information. Operationally, this research was conducted with some steps namely: (1) giving a set of big five personality test to 215 students to determine their personality type, (2) giving a set of creative thinking test of 215 students to measure the ability and level of their creative thinking, and (3) choosing one student randomly from each student’s personality type to be interviewed to search their cognitive knowledge. The results show that every student has a creative thinking ability, but the level of creative thinking varies. The category of student’s creative thinking ability based on Big Five Personalities is 'moderate or high'. The level of student’s creative thinking based on the big five personality is 'very creative, creative, quite creative or less creative'. The student’s cognitive knowledge based on the big five personality is drawing, designing, ascertaining, dividing, reasoning, analogy, imagining, utilizing, solving, understanding, determining, mentioning, and using trial and error.

Abstract

To improve school quality, the school is need human resources (HR) of teacher’s competence to support the implementation of the learning process. School needs teachers that have the standards of competence. The purpose of the study is to analyze the qualification of junior high school teachers as well as their competence. The study emphasizes the qualitative process conducted in July to September 2014. The population is all junior high school teacher at North Tapanuli District. The study took a total sample. The informants were: North Tapanuli Education Department, principals, and teachers. Data collection techniques by means of structured interviews and documentary studies. Data were analyzed with descriptive qualitative. The results showed that the academic qualifications of teachers who meet the requirements as desired by the Ministerial Regulation 16/2007, at least 1,137 people University Graduate (86.202%) of the 1,319 total number of teachers and as many as 182 people (13.798%) has not met the requirement. By some junior high school teachers in North Tapanuli District already have and apply competence in teaching and learning. Recommended to the Department of Education at North Tapanuli District to conduct education and training for teachers to improve their competence; allocate sufficient budget to increase the academic qualifications of teachers, especially teachers who have a bachelor. Abstract

In North Sumatra, rural areas are areas that dominate extraordinary potential, such as agriculture, tourism, culinary and various community handicrafts. If it is managed and developed optimally, it can accelerate development in North Sumatra. The focus of developing the village and managing the city has been prepared through concrete steps that must be taken by the North Sumatra Provincial Government, while the development of leading industries in North Sumatra Province focuses on superior products per Regency/City. However, unfortunately the village or local government officials have not been maximal in following up on superior product programs. As for the purpose of this research, the purpose of research on regulations for the development of superior regional products is to be aligned with the objectives of developing superior product-based industries in North Sumatra Province by still referring to the regulations set by the minister of home affairs, namely (1). Increase the growth of the village-based leading product industry sector in North Sumatra, (2) Increase the export value of industrial products without oil and gas, (3). Increasing the value of investment in the industrial sector without oil and gas, (4) Increasing production and value-added regional potential. The method used in this study was a participatory approach through interviews to analyze local government understanding of how village-based regional superior product regulations or regulations can be useful in accordance with the goals and objectives of their preparation. The results of the research show that the regulations regarding the development of superior products of North Sumatra still refer to the Regulation of the Minister of Home Affairs of the Republic of Indonesia and also the understanding of the local government according to the statement indicators given and there is still no coordination between ORGANISASI
