Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Synergi of the governance actor is the key Nagari Simarasok government succesfullat 2011.

Abstract

The research problem in this study was initiated with the interim decision of the Constitutional Court No. 63/PHPU.D-IX/2011 which basically instruct the Regional Election Commission ( ElectionCommission ) to implement the Pekanbaru City Ballot Re ( PSU ) in all regions of the city of Pekanbaru . Therefore, this study sought to describe the impact of the issuance of the policy is for interested parties . This study used a qualitative approach to the sources of information and data obtained from in-depth interviews of infroman research and study documentation . This study obtain the result that the Constitutional Court policies impact not only to the policy target group RegionalElection Commission of Pekanbaru , but also impacts outside the target groups such as the mutation of the Civil Service in the local government area in Pekanbaru . Then the impact of other policies are costs to be borne either by the government or indirectly by the public costs of delays Voting Re-Election of Regional Head and Deputy Head of Pekanbaru .

Abstract

This study tries to explain the political communication in the preparation Prolegda Riau Province 2015 phenomenon that occurs in the community is the information regarding the preparation of Prolegda not to society, causing a lack of community involvement in the preparation of this Prolegda Riau Province. To answer the questions in this article, the study used the theory of political communication with a qualitative research approach. Sources of information in this study was obtained from the Regional Secretariat of the Legal Bureau and the Agency Formation Riau Province Regional Regulation Riau Provincial Parliament in the form of primary and secondary data. These results indicate that the political communication used in the preparation Prolegda Riau Province in 2015 was communications group. Riau Provincial Government through the relevant agencies and the DPRD Riau Province (BPPD and the Commission) to capture the aspirations of the community using the media work meetings, hearings and meetings in the field.

Abstract

Overseas Singingi as the former "zelfbestuur van Singingi", a highly respected and recognized by the Indian colonial government as a source of law Belanda.Adat life (living law), and developed in indigenous communities containing the values, norms or rules can bind and be a guide in the daily behavior of public life. Indigenous values are so smooth and coincided with the teachings of Islam ". “adat syarak jointed, jointed syarak kitabullah(Al-Quran)". In the life of society, nation and state, there are three main elements of institutional living and growing in community (indigenous), which each run and side by side, harmonious and balanced, namely Indigenous, Religion and Government, among closely related and can not be separated, as in sinonimkam customary phrase, "Tali Tigo Sapilin", Furnaces --Tigo Sejarangan "The function and position the three elements above, as one element of an institution that live and thrive in the community, which is the regulator of the behavior of citizens . And governance as one of the Agency for help and be a partner with government in the smooth running wheels of government, community and religious development. The function and role of traditional authorities in public life, namely as a main component holder or upstream of the traditional powers itself, which govern the behavior of the rate environment and citizens offspring nephew respectively. Related to the function and role of indigenous stakeholders above, local governments need to provide guidance to traditional institutions and traditional authorities in indigenous communities, so that indigenous stakeholders through traditional institutions can play a role and be a partner of the government, especially the village government in governance, development and empowerment of communities, which has been primarily in the New Order government, indigenous existence in the government seriously neglected, even been replaced by the role of the central government's decentralization of states. Abstract

This paper will examine the strategies to empower the Kampung Adat community through the development of institutional capacity in The Regency of Siak. The Regency of Siak is one of the districts that have established Desa Adat territory. Based on the Siak District Regulation No.02/2015 specifies eight Kampung Adat located in the district of Siak. Regulation for Kampung Adat setting in Siak district has gone through a long process started from; First, the opportunities of formation the Kampung Adat after the issuance of Law No. 6 2014 about the village. Secondly, the formation of team to determine and the establishment of Kampung Adat. Third are socializing, inventarization, identification and assessment as well as recommendations from the Regent. Fourth is the release of regulation of Kampung Adat in Siak district, Fifth is getting the Registration Number from the Provinces and Sixth is getting Kampung Adat Registration Code from Ministry of Internal Affair. But there is a hiatus periode on the process of determination of Kampung Adat in Siak district due to several things, such as yet issuance of Kampung Adat Code from the Ministry of Internal Affairs, the lack of regulation related provincial level Structuring the Kampung Adat, and the lack decree as technical guidelines for the process of reviving traditional village. Siak district government through BPMPD address this hiatus conditions with suggestion to the administration of the Kampung Adat and Adat leaders in particular to immediately arranged a draft form of village institutions or Adat regulations until provincial regulations and codes of Kampung Adat officialy released. This strategy is to accelerate the progress of forming the institution of Kampung Adat and to avoid longer hiatus on establishment. Strategy of community empowerment through the development of institutional capacity both government institutions, community organizations and traditional institutions have been prepared by the Government of Siak, it can be seen from the activities that are directed to the strengthening of the institutional capacity of government Kampung such as: capacity building for the selected Penghulu, The chairman LPMK and Chairman BAPEKAM for periode 2015- 2021, Bimtek government, kasi PMD districts and porters for all Siak Region, as well as coaching the village headman, the head of customary, traditional institutions chairman and chief BAPEKAM for all Siak Region. But then again BPMPD is not yet specifically arrange the activities to directly relate to the Kampung Adat because of the code for Kampung Adat is not yet obtained. At the level of Village Institution has also drawn up a planning document for development and have incorporated programs related to community development and empowerment, but still using the previous nomenclature which is Village.

Abstract

This research is based on the problems of school-age irregularities that occur due to the negative globalization has been followed and affect the life of the community, especially school-aged children in Indragiri Hilir Regency. The regional autonomy system that gives the autonomous regions the authority, authority and obligation to regulate and manage their own governmental affairs and the interests of the community both in terms of regional development and regulation of community life, in this case through the right of DPRD initiative, Commission IV of DPRD in charge of education His sense of responsibility for making regulations and guidelines for better quality management and education. By using qualitative research method, that is by explaining, describing result of research to describe an event and process and certain condition from result of collecting research data by using data collecting technique in the form of literature study to conduct study on literatures related to research title, interview ( Interview) to dig information through question and answer communication to informants or respondents from this research and by conducting documentation of documentation related to this aspect of research which then the data in the analysis by grouping, describing, researching the data to then be described And presented in descriptive form to complete the scientific work of the title of this study. The result of this research, the formulation process of policy formulation about can read Al- Qur’an long enough start from planning of Ranperda, Discussion with Executive and Legislative through 2 (two) speaking level that is high level I and II to then set And classify the mind Sheet of Indragiri Hilir regency in 2012.

Abstract

This research attempts to analyze the forms of power in the utilization of communal land in Kampar Regency. The interests of indigenous peoples in terms of ulayat land tenure feel threatened by the existence of plantation corporations by bringing large investments which ultimately provide economic added value for the Government and Regional Government. This study uses qualitative research methods with a phenomenological approach. Data was obtained through interviews conducted with elements of the Kampar District Government, Lembaga Adat Kampar (LAK), the Archipelago Indigenous Peoples Alliance (AMAN) Kampar, and traditional leaders. Technical data analysis in this study was conducted interactively. The argument from this study shows that there are 2 (two) forms of power that influence the implementation of ulayat land use in Kampar Regency. The first is visible power, where the practice of power occurs in the formal sphere in the policy-making process of recognizing and protecting customary law communities in Kampar District. In addition, the practice of visible power is also evident from the interaction between actors in resolving communal land conflicts that occurred in Kampar District. While the second form of power in the utilization of communal land is hidden power. This hidden power practice is carried out by corporate actors who are suspected of taking over customary land by playing their power in licenses issued by the Government.

Abstract

Penelitian ini dilatarbelakangi pembangunan yang terjadi di desa sei putih Kecamatan Tapung, Kabupaten Kampar yang berjalan kurang efektif sesuai dengan musrenbang desa yang telah dibuat oleh Pemerintah Desa. Beberapa pembangunan yang direalisasikan tidak tercapai penyelesaian pembangunan sepenuhnya sehingga bangunan yang dibuat belum bisa digunakan oleh masyarakat. Penelitian ini akan membahas factor-faktor yang menghambat dalam pembangunan di desa sei baru dan menganalisis factor-faktor tersebut dilihat dari isi kebijakan dan lingkungan kebijakan.Jenis yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan penelitian kualitatif. Jenis data penelitian adalah data primer dan data sekunder sesuai dengan regulasi . Teknik pengumpulan data dalam penelitian ini adalah dokumentasi dan wawancara. Teknis analisis data yang digunakan adalah analisis data deskriptif kualitatif. Hasil penelitian ini menunjukkan bahwa factor-faktor yang menpengaruhi dalam pembangunan di desa sei putih kecamatan tapung kabupaten Kampar dilihat dari indikator isi kebijakan dan lingkungan kebijakan menjelaskan bahwa pelaksanaan pembangunan masih belum optimal. Hal ini dikarenakan kepentingan-kepentingan yang mempengaruhi dalam pelaksanaan pembangunan yang tidak konsisten dan pengambil keputusan dari tingkat pimpinan dalam hal ini kepala desa yang belum mampu mengelola keuangan desa dengan baik dalam pembangunan dan pelaksana program yang tidak professional sehingga terjadi keterlambatan. Sedangkan melalui lingkungan kebijakan daya patuh masyrakat yang masih belum optimal di desa sei putih.
