Abstract

Penundaan tahapan pelaksanaan pilkada serentak tahun 2020 telah memiliki sandaran legalitas dan formalitas yang terdiri dari: 1) Undang-Undang Nomor 10 Tahun 2016 tentang perubahan kedua atas UU No. 1 Tahun 2015 tentang Pemilihan Gubernur, Bupati, dan Walikota; 2) Keputusan KPU Nomor 179/PL.02-Kpt/01/KPU/III/2020 tentang Penundaan Tahapan Pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau WaliKota dan Wakil WaliKota Tahun 2020; 3) PERPPU Nomor 2 Tahun 2020; dan 4) Keputusan Presiden (KEPRES) Nomor 11 Tahun 2020 tentang penetapan Kedaruratan Kesehatan. Secara substansi, Perppu Nomor 2 Tahun 2020 menjelaskan bahwa apabila sebagian wilayah pemilihan atau seluruh wilayah pemilihan terjadi kerusuhan, gangguan keamanan, bencana alam, bencana nonalam, atau gangguan lain yang mengakibatkan sebagian tahapan pemilihan serentak tidak dapat dilaksanakan, sebagai gantinya dilakukan setelah penetapan penundaan dengan Keputusan KPU. Melihat urgensi regulasi penundaan pilkada serentak pada tahun 2020 dengan lahirnya Perppu Nomor 2 tahun 2020, maka secara hirarki perundang-undangan dapat dilihat dari sudut pembentukan peraturan perundang-undangan menurut UU No. 12 Tahun 2011 (UU tentang Pembentukan Peraturan Perundang-Undangan) jo. UU No. 15 Tahun 2019 (UU Perubahan Atas UU No. 12 Tahun 2011) yaitu Pasal 201A ayat (1) dan ayat (2) dalam Perpu No. 2 Tahun 2020. Kedua, Perppu No. 2 Tahun 2020 telah memiliki landasan yuridis normatif UU No. 1 Tahun 2015 RUU tentang Perubahan Ketiga Atas UU No. 1 Tahun 2015 (UU tentang Pilkada). Kondisi kegentingan dalam Pasal 23 ayat (2) huruf a UU No. 15 Tahun 2019 salah satunya adalah untuk mengatasi keadaan luar biasa, keadaan konflik, atau bencana alam. Ketiga, Perppu No. 2 Tahun 2020 seharusnya dapat dipahami sebagai penegasan terhadap UU Nomor 10 tahun 2015 dan UU Nomor 1 tahun 2016 tentang pilkada. Yakni menjalankan amanat putusan MK juga sesuai dengan dasar hukum dalam Pasal 10 ayat (1) huruf d UU No. 12 Tahun 2011. Keempat, Perppu No. 2 Tahun 2020 seharusnya dapat menjadi solusi terhadap perubahan arah politik pembentukan undang-undang kepemiluan. Hadirnya Putusan MK No. 55/PUU-XVII/2019, secara normatif telah memberikan implikasi regulasi baru atas alternatif keserentakan Pemilu yang menggabungkan Pilkada ke dalam keserentakan Pemilu. Kelima, Perppu merupakan sebuah aturan yang harus dikeluarkan oleh Pemerintah di mana menjadi subjektivitas dari Presiden dalam mengatasi suatu kondisi dan/atau situasi memaksa dan/atau genting sesuai Pasal 22 ayat (1) UUD NRI Tahun 1945, yang mana Perppu pun memiliki materi muatan yang sama dengan UU. Abstract

Learning the Arabic language is insaperable from the role of the textbook as learning materials. Inside are the shoe material arranged systematically. In the process of drafting the text of the book as well as the formulation of the shoe material in it must go through a thorough review so that the liquid quality handbook. Because a quality book is will be highly influential in supporting the learning procces, whether a student or a teacher. Among some of the textbooks that are used as the main material, one of wich was Al-Arabiya Baina Yadaik vol. I used for beginner learners. This paper tries to analyze the material in the presented in the book Al-Arabiya Baina Yadaik vol. I annalytical approach with the material of the textbook.

Abstract

Abstract−Singkut District faces problems in managing the creation of certificates (domicile, not married, not having a house, death, business domicile, and marriage introduction). The process is still manual using Microsoft Word, with files stored separately in many folders, making it difficult to find letters by category. Files are not integrated, causing data duplication and slowing down services. This results in residents having to wait a long time, queuing, and not being able to access service information online without coming directly to the administration section. The purpose of this study is to analyze the current system, in order to overcome the problems faced at the Singkut District Office, by designing a Web-Based Population Information System Design in Singkut District. The Research Framework that will be carried out in solving the problems discussed is, conducting identification, conducting information searches based on theoretical foundations, collecting data using observation and interview methods, analyzing to find solutions to the problems faced by the Singkut District Office. The system development method uses the agile development model, the implementation of this research uses the PHP Programming Language and MySQL DBMS. Until it produces a data processing application that is expected to facilitate data processing and report generation

Abstract

At-Taqwa Mosque is a place of worship for Muslims. In processing the cash data, there are problems because the mosque's cash bookkeeping still uses paper so that damage or loss of data can occur and can only be accessed by one person. The data search process takes a long time because cash data is written into the book. Experiencing difficulties in making reports. The purpose of this study is to analyse the current system, in order to overcome the problems faced at the At-Taqwa Mosque, by designing a Web-Based At-Taqwa Mosque Cash Data Processing System Design. The research framework that will be carried out in solving the problems discussed, namely, identifying, searching for information based on theoretical foundations, collecting data using observation and interview methods, analysing to find solutions to the problems faced by the At-Taqwa Mosque. The system development method uses the waterfall model, the implementation of this research uses the PHP programming language and MySQL DBMS. To produce data processing applications that are expected to facilitate data processing and report generation.
