Abstract

This study aims to explore and analyze the local wisdom of Batak Toba community that is useful and can support the tourism sector in Samosir regency. As a beautiful island occupied by generally ethnic Batak Toba, Samosir not only has beautiful natural scenery, but also has a culture and local wisdom that can attract tourists to learn it. However, Samosir has not become a comfortable tourist destination for tourists, especially for those who were initially interested in the Toba Batak culture. This research is a qualitative research which describes descriptively local wisdom of Toba Batak society that can be rebuilt to attract tourists to visit Samosir Island. Data collection is done through observation, interview, and trace of documents and previous research results. The analysis is done descriptively. The result of research is that Batak Toba local wisdom becomes an important potential in shaping the character of Batak people who can socialize with tourists. So that the tourists can be comfortable in the midst of indigenous peoples. So local wisdom needs to be revived and re-empowered, in addition to welcoming tourists, as well as to preserve the local wisdom that the ancestors have taught to be guided by the next generations. This can be done through education and socialization to schools and community groups around the tourist attraction. Recommendations that can be given are the need for coordination between government and traditional leaders in inventoring, revitalizing and developing local wisdom for students in schools and communities around tourism objects that can support the tourism sector. Abstract

The problem of waste management in Medan City is quite complex so that often the efforts made by the government have not yet had a significant impact on environmental cleanliness. In essence, waste management cannot only be done by the government, but it is also very important for community involvement. Waste management should be carried out holistically by paying attention to ecological, social and cultural aspects. The waste bank as a place for sorting and collecting garbage has the aim to educate and cultivate waste reduction at the community level as well as a place for people to participate in waste management activities. In maintaining the operational sustainability of this waste bank is not an easy thing. Many challenges and problems faced by actors. This study aims to analyze how the roles of actors in maintaining the operational sustainability of waste banks in the city of Medan. The research method used a qualitative approach with ethnographic methods from Spradley. Data collection is carried out in natural settings, primary data sources, and more data collection techniques in participant observation, in-depth interviews, and documentation. The results of the study explain that the actors who play a role in the management of waste banks in Medan City include customers, waste banks (parent and unit), collectors and rodents, botots and companies (vendors). Interaction between agents and actors runs in an interest based on the dimensions of space and time, or in other words, repositioning between agents and actors is adjusted to the situation. In addition, the government also plays an important role in the sustainability of waste banks, both in administration and as a waste bank structure. Based on the results of the field, there are 3 aspects that the actors have, so they are able to survive and continue to have the will to develop a waste bank. These aspects are Strategy, Social Network by forming cooperation and networks, and Socialization of waste management. Abstract

This study aims to understand the various problems in efforts to alleviate the housing backlog, as well as to present a strategy to alleviate the problem of housing backlog for low-income households in North Sumatra. This research uses descriptive method with the main approach is a qualitative approach, which is complemented and strengthened by quantitative data. The data collection techniques used were observation (observation), in-depth interviews, Focus Group Discussion (FGD) and literature study. Based on the results of tracing the housing development conditions in North Sumatra and the identification of the problems carried out, using the SWOT matrix strategy analysis, it is concluded that the acceleration strategies that can be carried out by provincial and municipal governments to alleviate housing backlogs for urban low-income families in North Sumatra are: 1) Aggressive strategy (SO). Optimization of Regional Government and Central Government Housing Development Programs, to add new housing for low-income people in urban areas of North Sumatra; 2) Diversification strategy (ST). Fully supports housing development for low-income housing carried out by the central government and developers (provision of unproductive land / land use, sharing of housing development targets with the central government, data collection and mapping of urban MBR, additional space allocation for urban residential areas in RTRW, optimization the implementation of PP 64 2016); 3) Defensive strategy (WO). Forming effective regional PKP partnership institutions (local government, academia, private sector, financial institutions and the community), in an effort to control the population growth rate, increase the empowerment of urban MBR, provide housing development incentives, control the distribution of housing finance for low-income families, and control the flow of urbanization; and 4) Turn around (WT) strategy. Abstract

Penelitian ini dilatarbelakangi oleh fenomena sampah dalam konteks kultural kehidupan masyarakat perkotaan, dan menariknya bank sampah menjadi alternatif solusi penanganan sampah yang hingga saat ini masih dipraktikkan. Strukturasi yang terbentuk dalam pengelolaan bank sampah di Kota Medan berawal dari pengelola bank sampah yang memiliki kebebasan dan andil dalam melakukan pengelolaan bank sampah secara mandiri yang tidak terkait pada formalitas kebersihan dari sudut pandang institusi negara (pemerintah). Perilaku dan tindakan agen ini menciptakan suatu struktur sosial baru sebagai bagian strategi adaptasi masyarakat terhadap perubahan yang dialami; perubahan sosial dan ekologis akibat adanya sampah, dengan strategi berupa bank sampah. Sebagai bagian dari praktik strukturasi agen, maka dikembangkan model pengelolaan bank sampah dengan memberikan peran yang besar kepada masyarakat untuk berekpresi terhadap pengolahan dan pengelolaan bank sampah secara berkelanjutan. Abstract

The literacy level of the people has a vertical relationship to the quality of a nation. A person's high interest in reading affects a person's insight, mentality and behavior. This study aims to describe the measurement results of the Community Literacy Development Index in North Sumatra in 2021, identify and analyze the obstacles faced, and provide recommendations that libraries can do in increasing the community literacy development index in North Sumatra. The urgency of this research, among others, is an effort to meet the availability of accurate and holistic data for all types of libraries, both aspects of collections, service personnel, users, library members and the existence of a budget as the basis for policy formulation as well as library development in North Sumatra. The research method in this study is quantitative research with a descriptive approach. Collecting research data using documentation studies, and questionnaires. Analysis of research data using descriptive statistical analysis. The results of the study found that the Community Literacy Development Index in North Sumatra at 12.40 was in the sufficient category. Meanwhile, there were six aspects that were found to be obstacles faced by libraries in North Sumatra in increasing the Community Literacy Development Index, namely institutional aspects, funding aspects, human resources aspects, facilities/infrastructure aspects, collection materials aspects, and reading interest aspects. Then from these six aspects, 15 strategy recommendations were made to strengthen the role of libraries in increasing the index of community literacy development in North Sumatra.
