Abstract

The research objective is to analyze librarian and library interpersonal communication in UINSU Medan. This study uses the effectiveness theory of interpersonal communication from Devito (1986). This research method uses qualitative research methods with a phenomenological study approach. Research informants were 5 (five) librarians who worked in the UINSU library and 9 (nine) library users and through purposive sampling. Data collection techniques through observation, interviews, and documentation. Data analysis techniques use thematic analysis. Data triangulation was carried out to 9 (nine) students of UINSU Medan. The results showed that UINSU Medan library librarians had effective interpersonal communication found in several components, namely: 1) Verbal and Nonverbal Communication, 2) Openness, 3) Receiving Input, 4) Hospitality, 5) Empathy, 6) Support , 7) Familiarity, 8) Positive Thinking, 9) Respect. Barriers that occur in misperceptions, lack of sensitivity, lack of information instructions in the library.

Abstract

Library is one unit in an educational institution that has a role to support learning, research, publications by providing various kinds of information in accordance with the needs users. Along with the rapid development of information and communications technology, users today has changed radically. Starting from their behavior in searching for information by utilizing the Internet, the way they learn while playing games or listening to music as well as their pleasure in collaborating and sharing information through networking. Abstract

This paper describes the development of RFID-based Medan North Sumatra State University (UINSU) library. The development of RFID in the UINSU library is part of an effort in making efforts to increase libraries to become effective and efficient libraries in the education process. RFID is a technology that is very useful and has strengths and strengths or also called "powerful emerging technology" because an institution or college can achieve the totality of a service and management. The development of RFID-based UINSU library automation is currently very much needed by the library and UINSU Medan users. The development of RFID-based automation makes it easy for library staff to improve librarian performance in the use of information technology. The development of RFID-based library automation is also felt by the users so that it is easy in the circulation service both lending and returning books. Keywords: RFID, library, technology.

Abstract

This research aims to analyze in-depth the use of rhetorical persuasion by political actors in the Indonesian political arena and the role of this rhetoric in shaping public opinion amidst a fragmented media landscape and intensifying political polarization. Backgrounded by the dynamic political competition and the transformative digital media landscape, this study identifies gaps in previous research, particularly concerning the unique Indonesian political context and the influence of social media on the effectiveness of rhetoric. Employing a qualitative approach with a descriptive analysis design, data were collected through document analysis, including transcripts of political speeches, social media posts of politicians (Twitter, Instagram, Facebook), online news and opinion articles, and political campaign materials. Data analysis was conducted through content analysis, discourse analysis, and interpretation, grounded in Aristotle's classical rhetoric theory, Entman's framing theory, McCombs and Shaw's agenda-setting theory, and Tajfel and Turner's social identity theory. Triangulation techniques were used to ensure the validity and reliability of the findings. The research results indicate that Indonesian political actors strategically employ a variety of rhetorical techniques encompassing ethos, pathos, and logos, as well as utilizing issue framing, agenda-setting through social media, and social identity mobilization to influence public opinion. The exploitation of echo chambers and social media algorithms was identified as a factor that amplifies rhetorical messages and deepens polarization. This study concludes that the art of rhetorical persuasion plays a crucial role in shaping public opinion in Indonesia, especially within the context of digital media and political polarization, and provides theoretical and practical insights into the dynamics of contemporary political communication.
