Abstract

Abstract Capacity building is a process carried out in a place / institution to make changes for the better so that the process that occurs can run according to the expectations and wishes of the community. In general, capacity building is an effort made to achieve good governance (good governance). The purpose of this research is to build a concept or some kind of guide that will be used by local governments in the health sector so that the performance of the government in carrying out health affairs, which consists of 14 objectives of the Malang city health office activities to be achieved in a year. The digital era is an era where everything in meetings is recorded electronically. The research model that will be used is to use a literature review by utilizing all health documents and several articles and books that can be used as supporting data. The result achieved is that the health office guidelines are used to reduce to a minimum the factors that hinder capacity building. The implication of this guideline is that there will be harmony or balance in running the government.

Abstract

The purpose of this study was to determine and describe the implementation of the National Standards for Higher Education Libraries (SNP-PT) that have been carried out by UM Library. The method used in this research is a combination of qualitative-quantitative, by observing and conducting interviews related to the implementation of the SNP-PT at the UM Library as well as using data in the form of numbers on the performance indicators of each component of the national standard. Achievement of collection indicators, UM Library have implemented 12 out of 14 collection standards for higher education libraries (85,7%). Achievement of facilities and infrastructure indicators, UM Library have implemented 18 of 19 standard facilities and infrastructure for higher education libraries (94,7%). Achievement of service indicators, UM Library have implemented 5 out of 5 service standards for higher education libraries (100%). Achievement of staff indicators, UM Library have implemented 8 out of 10 staff standards for higher education libraries (80%). Achievement of standard administration indicators, UM Library has implemented 6 out of 7 higher education library administration standards (85,7%). Achievement of management indicators, UM Library have implemented 12 out of 12 management standards for higher education libraries (100%). This research shows that the implementation of the SNP-PT policy has been “good” done in UM Library with an average achievement 91,01% of the standards that have been set.

Abstract

Downsizing is the most popular strategic choice in organizational change, especially in the private sector. The strategy often chosen in downsizing is reducing employees, eliminating structure and function to produce efficiency, productivity, and competitiveness. However, a study is needed to elaborate on the concept of downsizing. The purpose of this research is to map the downsizing concept, describe how this strategy is implemented, its dynamics and development, as well as the effectiveness level of downsizing strategy. This research takes the form of a systematic literature review, which involves an assessment based on articles/publications related to downsizing. Downsizing articles are sourced from the Scopus database, and then mapped based on the number of articles per year, authors, countries, affiliations, and sponsors. As a result, the goal of downsizing has not been supported by strong evidence in the field because downsizing and efficiency do not have a strong correlation. Indeed, downsizing results in negative impacts on both organizations and employees. His mistake was to put the strategy of reducing employees and financial efficiency as the main goal. Therefore, downsizing must be part of a paradigmatic organizational change strategy and not merely serve as a short-term strategy.

Abstract

Child marriage is an ingrained social problem in Indonesia. The government has tried to prevent child marriage with various policies, one of which is by raising the minimum age of marriage for women to the same as men, namely 19 years, but after several years of implementation, cases of child marriage are still quite high in Indonesia. This fact is certainly very worrying, because child marriage will hamper the growth and development of children and even eliminate the basic rights that children should get such as the rights to education, health, civilian, free of discrimination and violence and other rights. Malang Regency, which contributed the highest number of child marriages in East Java in 2022, has carried out various policy programs that have succeeded in reducing the number of child marriages. This article analyzes the success of the child marriage prevention policy program in Malang District using descriptive qualitative research methods with Allan McConnell's Policy Success theory. This article explores the success of preventing child marriage from the program dimension and its level of success. The results show that in the program dimension, both the criteria for implementation according to objectives, achieving the expected results, and creating benefits for the target group fall into the Resilient Success category because behind the success of the program there are still a few discrepancies or failures in achieving goals.
