Abstract

This study aims to explain and analyze empowerment-based poverty alleviation programs through the activities of assistance, facilitation and promotion and determinant factors of success in empowerment-based poverty eradication in Pohuwato District. This research method using qualitative approach, descriptive type to get a complete picture of problem of resource development of apparatus. The results of the research show that the assistance activities through training, consultation and technical assistance, and similar activities have not been coordinated with other supporting programs, making it difficult for the facilitator task as a program facilitator. Empowering the poor through the provision of facilities, has not been able to improve the capacity of the community. The low capacity and quality of service of government apparatus from the local level to the rural level, so that the provision of facilities does not allow the involvement of the poor. A highly centralized bureaucratic system and a highly authoritarian political system that has been practiced for more than four decades in Indonesia, brings out the weaknesses of the bureaucratic character. Promotion activities in the context of empowering the poor as an activity aimed at developing responsive services, the reality has not been effective in helping facilitate the poor to access various development programs that are beneficial to improving the welfare of the poor by earning productive employment. Activities that require synergies of cooperation between institutions / organizations (Government, Private, NGOs), difficult to realize because the dominance of egoism interests of each stakeholders in addressing every village development program. It is recommended to optimize training, consultation and technical assistance activities, as well as similar activities coordinated with support programs. Provision of adequate supporting facilities that can empower the poor on an ongoing basis, and streamline promotion to develop responsive services that enable poor people to access programs.Need to pay attention to communication factor, resources, attitude, and bureaucracy structure,so asnot tohinder the smooth implementation of poverty eradication program based on empowerment society.

Abstract

This study aims to explore the implementation of organizational culture at the Office of the Civil Service Police Unit in Pohuwato Regency.  This study was conducted at the Office of the Civil Service Police Unit in Pohuwato Regency. It was employed a qualitative descriptive study. The results shows that organizational culture in the Civil Service Police Unit of Pohuwato regencies based on seven characteristics of organizational culture has shown differences in each characteristic. The strength of organizational culture is seen in four characteristics, namely innovation and risk-taking, attention to detail, results orientation, and individual orientation. Three characteristics, namely team orientation, aggressiveness, and stability, are still not implemented properly. It is also found that work activities are organized into teams rather than individuals, but conflicts are still found in the formed work teams. On the characteristics of aggressiveness, the culture developed has encouraged employees to act aggressively in order to achieve optimal work results, but there are still members of the organization who do not understand the goals, vision, and mission of the aforementioned office. In terms of stability characteristics, technological developments in addition to having an impact on the development of the office, also often bring instability in the office environment.

Abstract

This study examines the effectiveness of poverty alleviation policies implemented by the Pohuwato Regency Government between 2019 and 2024. Using quantitative data from official reports and qualitative insights from interviews with policymakers and community members, the study identifies trends in poverty, economic growth, and social outcomes. Findings show a modest reduction in poverty from 18.16% in 2019 to 17.11% in 2024, alongside improvements in poverty depth and severity indices. Economic growth contributed to poverty reduction, but income inequality remains high, as indicated by a Gini ratio of 0.413. Community perspectives highlight that while government programs in infrastructure, microfinance, and skills development have helped, challenges persist in rural areas, especially in agriculture. The study emphasizes the importance of inclusive, community-based approaches, stronger regional economic empowerment, and improved monitoring systems to enhance policy effectiveness. The results provide insights for refining local poverty reduction strategies and promoting sustainable livelihoods in Pohuwato Regency.

Abstract

This study analyzes the professionalism of village apparatus as an instrument for strengthening public development governance in Iloheluma Village, Patilanggio District, Pohuwato Regency. The research employed a descriptive qualitative approach with a case study design involving 12 purposively selected informants, consisting of the village head, village secretary, village officials, and community figures. Data were collected through interviews, observation, and documentation, and analyzed using the interactive model of data reduction, data display, and conclusion drawing. The findings indicate that village apparatus professionalism has gradually developed from kinship-based work patterns toward more formal, accountable, and service-oriented governance practices. The apparatus demonstrate social responsibility, dedication, and routine coordination that support public service delivery and village development implementation. However, institutional autonomy, consistent compliance with procedures, and internalization of professional values still need strengthening. Therefore, capacity building, organizational system improvement, and consistent leadership are needed to make professionalism a sustainable foundation for public development governance in the village.

Abstract

Village infrastructure development is one of the strategic instruments in accelerating regional development and improving community welfare. The success of village infrastructure development is not only determined by the availability of budget funds, but also by the effectiveness of supervision carried out by government officials, particularly the Sub-district Head (Camat) as a regional apparatus who has the authority to provide guidance and supervision over village governance. This study aims to identify and analyze the role of the Camat in supervising village infrastructure development in Randangan Sub-district, Pohuwato Regency. This research employs a qualitative approach with a descriptive method. The research informants consisted of nine individuals, namely the Camat of Randangan, the Sub-district Secretary, four Village Heads, and three community leaders. Data collection techniques included observation, in-depth interviews, and documentation. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing.The results of the study indicate that the role of the Camat in supervising village infrastructure development in Randangan Sub-district is manifested through direct and indirect supervision, preventive and repressive supervision, as well as internal and external supervision. The Camat actively conducts field visits, coordinates with village governments, and involves the community in the supervision process of development activities. Such supervision contributes positively to the quality of development outcomes, the timeliness of implementation, and increased community participation in village development.
