Abstract

The phenomenon of over education and under education is a phenomenon in which a labor force with higher education levels hold jobs that do not fit with the level of education. The opposite, someone with a lower educational level would occupy a higher job. This study uses data SUSENAS 2009 for the Province of West Sumatra. The research shows, there is the phenomenon of over education and under education in the female labor market in West Sumatra and there are significant income related to the phenomenon of over education and under education in the women of labor market. It is necessary to link and match between education and female labor market in the formal sector. The policy of labor exploitation through unfair wage system for workers needs to be done so that the phenomenon of over education and under education will have positive impact for companies and workers concerned.

Abstract

Abstract

The natural resource sector dominates the Indonesian economy. However, its state revenue is suboptimum under the existing management. The corruption prevention program of the KPK National Rescue Movement, aims at improving governance in the natural resources sector to increase state revenue. This study analyzes the program achievements in fiscal policy and state revenue in the forestry sector, oil palm plantations, mining, and marine and fisheries. The program has increased state revenue of Rp 22,64 trillion in the 2015-2017 period, consisting of tax revenue of Rp 8,82 trillion and non-tax state revenue of Rp 13,82 trillion. The program has improved the licensing system, developing an information system for state revenue, data exchange, and synergy across ministries. These achievements, however, have been sub-optimum in closing the loopholes of state revenue losses and building a credible fiscal policy. Further improvement in institutional aspects should be conducted to optimize the state revenue.

Abstract

This study aims to analyze the biodiesel subsidy policy which is prone to corruption. The mixed method utilized by combining the quantitative and qualitative methods. The quantitative method used to calculate potential state financial losses in purchasing subsidies to biofuel business identity (BU-BBN). Meanwhile, the qualitative method for analyzing the weakness of regulation and policy management of biodiesel subsidies. The findings show the vulnerability to corruption in the policy causes state financial losses of IDR 4.2 trillion. Therefore, improvements are needed in terms of reformulation of the biodiesel market index price (HIP), setting price standards and improving subsidy policy management.   Abstrak Kebijakan subsidi biodiesel di Indonesia yang bertujuan untuk meningkatkan penggunaan energi terbarukan terindikasi rawan praktik korupsi. Skema subsidi dilakukan untuk menutupi selisih harga antara biodiesel dan solar berpotensi menimbulkan kerugian keuang-an negara. Kajian ini bertujuan menganalisis kerentanan korupsi dalam kebijakan subsidi biodiesel dengan menggunakan metode kuantitatif dan kualitatif (mixed method). Metode kuantitatif dilakukan untuk menghitung potensi kerugian negara dalam pembelian subsidi kepada Badan Usaha Bahan Bakar Nabati (BU-BBN). Sedangkan, metode kualitatif untuk menganalisis kelemahan regulasi dan tata laksana kebijakan subsidi biodiesel. Hasilnya, ditemukan kerentanan korupsi yang berpotensi menimbulkan kerugian keuangan negara sebesar Rp4,2 triliun. Diperlukan perbaikan dalam pelaksanaan kebijakan subsidi biodiesel, seperti reformulasi Harga Indeks Pasar (HIP) biodiesel, menyusun standar harga dan tata laksana kebijakan subsidi yang transparan sekaligus efisien.

Abstract

Di Indonesia, desentralisasi sektor kesehatan tidak selalu berdampak baik pada upaya penurunan angka kematian ibu, bayi dan anak balita. Desentralisasi tidak hanya memberi kewenangan pengembangan kebijakan lokal spesifik yang tepat, tetapi juga kebijakan yang tidak mendukung kebijakan nasional sehingga berdampak pencapaian yang rendah. Penelitian ini bertujuan mengetahui efektivitas desentralisasi kesehatan dalam mendorong pemerintah daerah menurunkan angka kematian ibu dan bayi. Penelitian ini menggunakan metode kualitatif wawancara semi terstruktur, observasi, dan diskusi kelompok terarah pada informan kunci yang terlibat dalam penyusunan dan pelaksanaan kebijakan daerah. Tiga kabupaten dipilih secara purposif berdasarkan expert judgement meliputi Kabupaten Pasuruan, Kabupaten Takalar dan Kabupaten Kupang. Kebijakan desentralisasi ditemukan bukan saja memberikan kewenang pelayanan kesehatan, tetapi juga menuntut kreativitas penyusunan kebijakan kesehatan. Tiga kabupaten tersebut ternyata mampu membuat kebijakan kesehatan yang menurunkan angka kematian ibu dan bayi. Di setiap daerah, ditemukan inovasi kebijakan yang mengarah pada perbaikan sistem pelayanan kesehatan ibu dan bayi. Pemerintah pusat perlu mendorong pemerintah daerah untuk berinovasi mengembangkan kebijakan kesehatan sehingga target MDGs bidang kesehatan pada tahun 2015 dapat tercapai. In Indonesia, health sector desentralization does not always show good effect reduction measure of infant, maternal and under five children mortality. Local government can make appropriate local spesific health policy, but not always appropriate to national policy, that effect on low coverage. The objective of this study is to analyzes the rule of local policies in reducing maternal and infant mortality rate in Indonesia. The approach used is qualitative research with semi-structured interviews to key informants involved in the preparation and implementation of local policies, making direct observation and Focus Group Discussion (FGD). Three districts were selected purposively based on expert judgment are Pasuruan District, Takalar District and Kupang District. The results showed that decentralization gives local governments the authority to conduct health services and local government demanded creativity in formulating health policy. The three districts were able to make health policy related to reducing maternal and infant mortality. This policy is effective to a decrease in maternal and infant mortality rates in the three districts. Although found in every area of innovation policy but its direction is towards the improvement of the health care system for mothers and babies. Therefore, the central government needs to encourage local governments to undertake innovative health policies mainly to decrease maternal and infant mortality rates in order to achieve the MDGs health targets to be achieved by 2015.
