Abstract

Meningkatnya permintaan pasar dunia terhadap komoditas tuna cakalang tongkol (TCT) mendorong semakin intensifnya penggunaan alat tangkap huhate di perairan timur Indonesia. Sementara proses sertifikasi Marine Stewardship Council (MSC) sedang berlangsung, trade barrier terkait jejak karbon produk perikanan yang dikenal ramah lingkungan dan memiliki dampak sosial ekonomi yang tinggi ini akan menjadi salah satu faktor yang akan diperhatikan pasar. Dewasa ini data jejak karbon perikanan belum tersedia. Untuk itu dilakukan penelitian yang bertujuan untuk mengestimasi jejak karbon kegiatan penangkapan (cradle to gate) armada huhate di Sorong, Bitung, Kendari, Ambon dan Larantuka. Penelitian yang mengacu pada British Standard Institute PAS 2050-2:2012, dilaksanakan pada Juni-Desember 2015. Data diperoleh melalui kuesioner dan wawancara nakhoda dan kepala kamar mesin. Hasil penelitian menunjukkan bahwa armada huhate di Larantuka memiliki jejak karbon terendah (0,59 ton CO2eq/ton ikan). Sedangkan armada huhate di Sorong, Bitung dan Kendari menghasilkan jejak karbon yang berkisar antara 0,61-1,14 ton CO2eq/ton ikan. Secara umum jejak karbon armada tersebut lebih dipengaruhi oleh aspek operasional dari pada aspek teknis kapal. Pembandingan hasil studi jejak karbon sangat perlu dengan memperhatikan kesetaraan batasan sistem produksi (system boundary) yang digunakan.  The increase of world market demand for tuna, skipjack, and kawa-kawa commodities has been escalating the use of pole and line vessels in eastern Indonesian waters. Meanwhile the Marine Stewardship Council (MSC) certification process is ongoing, trade barriers related to carbon footprint of the fisheries that are known to be environmentally friendly and have a high socio-economic impact are massively raised. Nowadays,carbon footprint data of this fishery are not available yet. Therefore research was intended on June-December 2015 to estimate carbon footprint of this fishery, located in main TCT fishing ports such as Sorong, Bitung, Kendari, Ambon, and Larantuka. The research conducted is based on the British Standard Institute PAS 2050-2: 2012. Data were obtained through in-depth interviewing the captains and engine officers. The results show that pole and line fleet based in Larantuka had the lowest carbon footprint of 0.59 tons CO2eq/ton, while the other fleets have produced carbon footprint ranging from 0.61 to 1.14 tons of CO2eq/ton. In general, carbon footprint of this fleet is more likely influenced by the operational aspects rather than the technical ones. Comparisons of the results of carbon footprint studies should be carefully considered the system boundary used by existing fisheries.

Abstract

Perikanan Pukat Cincin Teri (PCT) di Laut Jawa, khususnya yang berbasis di Kabupaten Brebes berkontribusi signifikan terhadap total produksi perikanan teri secara nasional. Sebanyak 29% dari total produksi teri di propinsi Jawa Tengah berasal dari Kabupaten Brebes, sedangkan sisanya tersebar di beberapa lokasi pendaratan lainnya seperti Pemalang, Tegal, Kendal dan Larangan. PCT merupakan Alat Penangkapan Ikan (API) paling efektif menangkap teri, namun dikhawatirkan dapat mengganggu keberlanjutan sumberdaya karena daya tangkapnya yang tinggi. Penelitian ini dimaksudkan untuk mengetahui status pemanfaatan dan dinamika perikanan Pukat Cincin Teri (PCT) di perairan Utara Jawa. Hasil penelitian menunjukkan bahwa indeks kelimpahan sumberdaya ikan (Catch per Unit Effort/CPUE) menurun secara signifikan selama periode tahun 2018 hingga tahun 2020, dimana hasil tangkapan rata rata per trip turun sebesar 76% hanya dalam kurun waktu tiga tahun.  Total pendapatan nelayan (Total Revenue) juga menurun drastis hingga 99% pada bulan Juni 2020 dibandingkan dengan total penghasilan tertinggi per kapal di bulan Maret 2018. Proses usaha penangkapan PCT yang tidak menguntungkan (namun tidak memungkinkan dilakukan penambahan ukuran kapal karena adanya pembatasan tonase kapal PCT), disiasati oleh nelayan dengan melengkapi dua alat tangkap sekaligus, yang mampu menangkap sumberdaya pelagis lain seperti kembung dan tembang. Dengan demikian, tindakan pengelolaan perikanan berupa pengendalian akses perikanan (pengaturan jumlah armada penangkapan PCT, pembatasan jumlah alat tangkap per kapal, serta pembatasan ijin tambahan bagi armada baru kapal PCT) perlu segera dilakukan untuk menjamin kelestarian sumberdaya teri dan keberlanjutan usaha perikanan.The anchovy purse seiners in the Java Sea contribute significantly to the total national anchovy's landing. Roughly 29% of Central Java's anchovy landings were originated from the Brebes municipality, while the rest came from the adjacent areas such as Pemalang, Tegal, Kendal, and Larangan. The Anchovy Purse Seiner (PCT) is well-known as the most effective and efficient fishing gear that targeted anchovy since they used small mesh sizes (locally known as waring) to catch small fish and other juveniles. However, its high catchability rate but low selectivity becomes a concern since the gear may harm the sustainability of anchovy's stock. This research aims to define the anchovy's utilization status and describes the purse seiners' dynamics. As expressed in CPUE (Catch per Unit Effort) scores, the results show that the stock abundance index (catch per trip) declined dramatically to roughly 76% in three consecutive years from 2018 to 2020. On the other hand, the total revenue calculation shows plummeted revenue per vessel, almost 99% from its peak revenue in June 2020, compared to the income made in March 2018. This poor business, combined with a deadlock to upgrade vessel size to more than 10 GT because of the recent ministerial regulation, has prompted fishers to deploy their vessel with double fishing gears that targeted alternative other pelagics, the mackerel, and scad. This research suggests limiting the fishing access by controlling the number of active PCT vessels entry to the fishery, restricting the number of deployed fishing gears per vessel, and halting the new license issuance to eliminate the fishing pressure.
