Abstract

This study aims to identify and examine the role of local governments in alleviating extreme poverty zones in Karawang Regency. The theory used in this study is the role of government according to Siagian in Kuncoro (2004) which has four dimensional variables, including entrepreneurship, facilities, stimulus and coordinator. This study uses a qualitative descriptive method with data collection obtained through three ways or triangulation Sugiyono (2017), including interviews, observations and documentation studies, then the data is analyzed through the concept of Milles and Huberman (1982), which includes reduction, presentation and drawing conclusions. The results and discussion show that the role of the Karawang local government in alleviating extreme poverty which is reviewed through four dimensions is not optimal, where from the variable the role of entrepreneurs is still minimal work for the indigenous people of Karawang, the variable role of the coordinator is that there is no seriousness of the Karawang Regional Government in building good tourist destinations, the variable role of government facilities is also not considered optimal considering that there is still estrangement between the private sector and the community and the apathy shown by the local government of Karawang over the disintegrity problem, then the last variable of the role of the stimulus of the local government of Karawang only provides Karawang people who are in extreme poverty zones in the form of assistance. which is temporary and creates community dependence, not like assistance that can actually make the extreme poor of Karawang develop more advanced, such as communication training and entrepreneurship

Abstract

This paper is motivated by the phenomenon of the development of industrial estates, the rate of population growth and acculturation in the Karawang Regency area. The results of this study are Karawang as one of the largest industrial areas in Indonesia has given birth to the phenomenon of high levels of urbanization or population mobility both from outside the Karawang Regency area and from the Karawang village. This fact has implications for the rapid rate of population growth; crime rates and increasingly limited facilities and infrastructure for residents such as housing and other facilities. The Karawang Regency Government has issued policies to overcome these negative implications, among others, by initiating various breakthroughs, both persuasive and through various related policies. In the end, it is recommended to carry out population registration periodically by cutting holders, justification and counseling operations in Karawang Regency so that it can be known which permanent and non-permanent residents, especially in industrial areas and the importance of formulating special policies and policies. control of population administration in industry

Abstract

This study aims to examine and analyze and determine the implementation of local government policies in Bekasi Regency in alleviating community poverty (descriptive study in Cipayung Village, East Cikarang District). This research is a descriptive qualitative type with data collection techniques carried out using triangulation which includes interviews, observations and documentation studies, then the data is analyzed by reducing, presenting and drawing conclusions. The theory used is Edwards III's Policy Implementation in Putra (2001:9) in which there are four dimensions, namely nature, organizational structure, communication and resources. The results of this study indicate that the policies made by the Bekasi Regency Government have not gone well because the communication between the Regional Government Apparatus and the Cipayung Village Government has not been coordinated and has not been implemented and has not been implemented by the regional government in implementing poverty alleviation policies against the Bekasi Regency Regional Regulations. Number 10 of 2012 concerning the organizational structure has not yet created characteristics that are able to encourage Small and Medium Micro Business actors to develop better.

Abstract

The government continues to innovate in providing satisfactory public services. One of these innovations is SP4N-LAPOR!, a technology-based public complaint management system. Bekasi city is one of the regions that has implemented SP4N-LAPOR!, managed by the Communication, Informatics, Statistics, and Encryption Office (Diskominfostandi). This research aims to determine the effectiveness of the SP4N-LAPOR! application in Bekasi City using Budiani (2007) as cited in (Purnamawati et al., 2022) effectiveness theory, which includes four indicators: program targeting, program socialization, program objectives, and program monitoring. This research uses a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results show that the effectiveness of SP4N-LAPOR! in Bekasi City is not yet fully optimal. This is due to lack of socialization by the local government, limited human resources. The conclusion of this study is that the use of SP4N-LAPOR! in Bekasi City is quite effective, but it still requires improvements in terms of socialization, evaluation, and technical support.

Abstract

This research aims to analyze the role of Karawang Regency Government in encouraging collaborative action on the implementation of Karawang Regent Regulation Number 22 of 2021 concerning Reduction of Plastic Bags. The approach used is qualitatively descriptive with Emerson and Nabatchi's 2015 Collaborative Governance theory, with a focus on collaborative action dimensions. The data was collected through in-depth interviews with the Regional Apparatus Organization (OPD), business actors, environmental communities, and communities, as well as through documentation studies and field observations. Research results show that collaborative action has emerged in the form of socialization by local governments and education by environmental activists. However, this collaboration has not been strategic, unified, and has not touched the main target group evenly. Many business actors and the public are not aware of the existence of the regulation, which shows weak communication across sectors. Actions taken are more formal and not accompanied by participatory feedback mechanisms. This study concluded that collaborative efforts in policy implementation still need to be strengthened, both in terms of inclusion, sustainability of participation, and cross-sectoral strategy design. In this case, the local government needs to form a collaboration forum across actors to organize a more adaptive joint program and reach policy targets directly.
