Abstract

Indonesia experienced a change in the organization of the Family Planning (FP) Program from centralized to a decentralized one. This article aims to compare various Indonesia’s FP policies, implemented by the National Population and Family Planning Board (NPFPB), in each era of governance, and their respective Total Fertility Rate (TFR) and Population Growth Rate (PGR) achievements. We reviewed FP programs from Soekarno’s presidency until Joko Widodo’s presidency (1983-2018). The centralization approached was implemented during the Soekarno’s and Soeharto’s presidency, while the decentralization has been implemented since Habibie’s and Joko Widodo’s presidency. The centralization approach in Soeharto’s presidency had succeeded in lowering the TFR and become success story of the FP program. In contrast, the decentralization approach has not reached its target since it has impacted the organizational structure and family planning programs and their achievements through every new presidency. The decentralization also changed the communication role in the declining TFR and PGR era in each presidency in Indonesia.

Abstract

The women's presence as regional leaders is one of the strategies for establishing more gender-just policies. Female regional leaders conducted diverse methods to win the votes of their constituents. The communication patterns used are diverse despite having similarities. The research aims to find out and analyze patterns and channels as well as the effects of political communication by female regional leaders in Indonesia. This study used a qualitative approach with three female regional leaders in three Javanese provinces. The research found that women tend to choose communication patterns and channels that used interpersonal communication channels to obtain political information. The female regional leaders used interactive communication patterns through social media, outdoor media, and mass media, such as television and print media. Communication channels used were personal communication channels, group communication channels, public communication channels, social communication channels, and traditional communication channels. The effect is that there is a change in the process of fighting for various public interests through verbal and nonverbal messages and mutual influence with various government policies. The research recommended that it is necessary to change the communication channel using social media massively to greet and discuss with constituents so that the effects are received massively as well.

Abstract

Tobacco management by companies is quite popular, especially in Jember Regency. Tobacco will be produced in warehouses before being sold to cigarette companies. The company's problem is the quality factor of human resources, especially daily workers in the warehouse. Daily workers working in warehouses have different individual characteristics and abilities. In addition, daily workers have varied work motives and can have an impact on company performance. The research objective was to analyse the effect of individual character, ability, and work motivation on the performance of daily warehouse workers. This research uses a quantitative descriptive approach with a survey method. The research sample consisted of 105 respondents from a total population of 215 daily workers warehouse. The sampling technique in this study was carried out systematically (systematic sampling). Descriptive analysis is based on the average (mean) value of each indicator, and then interpretation of the respondents' answers is carried out using the three-box method criteria. Testing the hypothesis using Structural Equation Model analysis, and MS Excel 2010. The results showed that individual character and ability had a significant effect on performance. Meanwhile, work motivation has no significant effect on performance.
