This article is based on research in The City of Kupang using the constructivism approach (qualitative method) as the main method supported by the survey method. The results of this study: (1) profile of the informal sector business in Kota Kupang, which is characterized by : a) unskilled, and if it has skills, it is the result of self-learning (trial and error, observation, experience), self-financed and still limited in terms of people's access to government services; b) limited business capital, socially supported, especially from friends and family, loans and limited access to capital for Government Financial Institutions (including banks); c) business location is not settled, simply at their own houses, rented houses and devolved; d) limited employees, no status, not permanent (daily/weekly) and erratic working hours. (2) The contribution of the socio-economic informal sector in The City of Kupang is identified in several functions, including: a) the function of "economic location", which is a transition for citizens of Kupang City from the formal sector; b) the function of the "disaccessibility centre" to the formal sector; c) function "location", transition to the formal sector; d) the objective function is still an economic effort for citizens. In this regard, it is necessary to : (1) encourage the informal sector to become a transition sector for workers, especially the productive age towards the formal economic sector; (2) encourage the establishment and strengthening of "informal entrepreneurs", especially for productive age workers.

Abstract

This study aims to analyze the optimization of Regional Original Revenue (PAD) in Ngada Regency, East Nusa Tenggara, with a focus on the regional tax and retribution sector. Optimizing PAD is crucial for regional fiscal independence and sustainable development financing.Data were analyzed using data reduction, data display, and conclusion drawing techniques. The findings show that PAD optimization in Ngada Regency is influenced by several key factors. Tax system innovation through digitalization (V-Tax application) has improved efficiency and transparency, although its implementation remains uneven due to infrastructure and digital literacy limitations. A humanistic yet firm collection program has proven effective in increasing compliance, but requires more accurate performance data to measure its impact. Tariff policies based on local economic conditions and periodic adjustments need greater transparency and stronger involvement of business actors. Tax education and socialization should be broadened and tailored to the characteristics of local communities. Collaboration with third parties (banks, digital service providers) has facilitated payment, yet must be balanced with improved internet access in remote areas. The study concludes that optimizing PAD in Ngada Regency requires a comprehensive approach that includes strengthening digital infrastructure and improving public digital literacy; enhancing the capacity of Bapenda human resources through training and development; conducting regular evaluations of program and policy effectiveness; increasing transparency and public participation in policy formulation; and expanding cooperation with various stakeholders to reach all segments of society.

Abstract

This study aims to explain the strategy and form of implementation of participatory supervision carried out by Bawaslu Kupang City in the implementation of the 2024 Pilkada. Using a qualitative research approach method, with a total of 15 informants, consisting of the Chairman of the Bawaslu Kupang City Commissioner, Coordinator of the Prevention, Community Participation and Public Relations Division of Bawaslu Kupang City, Bawaslu Secretariat Staff, Representatives of Bawaslu civil society organizations and community participants in the village/supervisory program. Interviews were conducted with informants selected by purposive sampling, namely those who were considered to best understand the context and have direct involvement in participatory supervision. The results of the study show that participatory supervision carried out by Bawaslu Kupang City in the 2024 Pilkada has shown a paradigm shift from a bureaucratic and hierarchical supervision model to a collaborative model involving the community as supervision partners, through various programs such as the Citizens Forum, Village/Sub-district Supervision, and Participatory Supervision Cadre School (SKPP). The level of public participation in election supervision is still dominated by symbolic and consultative forms of participation, as depicted in Arnstein's ladder of participation, where citizen involvement has not yet fully reached the level of equal partnership or citizen control (citizen power). Deconstruction of participatory supervision also opens up space for conceptual reconstruction, where election supervision is understood as a deliberative process based on communicative action, which demands rational dialogue, equality, and trust between Bawaslu and the community to strengthen the legitimacy of electoral democracy at the local level.
