Abstract

Adolescent Reproductive Health (ARH) problems are currently increasingly concerning, this is due to the low knowledge of adolescents about ARH. Increasing knowledge of adolescents about ARH can be done through adolescent health education. Research objectives to see the needs of students about adolescent health education. Research design using cross-sectional. Consists of all students at the Kota Kediri. The sample of some students was 35 respondents using the cluster random sampling technique. Data were collected by questionnaires and interviews. Data analysis using the statistical test of rank spearman. The results showed that almost all respondents had low knowledge (85.7%), mostly good psychological conditions (71.4%), almost all of the level needs assessment of ARH education was high (82.9%). The ARH education method attracted the most questions and answers (88%). ARH media education is the most popular video (86%). The most popular ARH education material was how to care for organs (95%). Almost all of the presenters of ARH education chose health workers (92%). There is a significant relationship between knowledge and the need level of the ARH education assessment, but there is no relationship between psychological conditions and the assessment of the needs of the ARH education level at Kota Kediri in 2021. Based on this research it can be denied that ARH education is needed by students and in delivering the program. ARH education in higher education is adjusted based on student needs.

Abstract

Simplification of the Bureaucracy into 2 (two) echelon levels, and replacing the positions of Administrator (echelon III) and supervisor (echelon IV) with functional positions (JF) that respect expertise and competence so that the bureaucracy is more effective and efficient in overcoming ASN issues that often get the spotlight on performance that looks bad or is still less than what the community expects. To describe and analyze as well as to find out what are the supporting and inhibiting factors How to implement the Regulation of the Minister of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia Number 17 of 2021 concerning Equalization of Administrative Positions into Functional Positions in Trenggalek Regency. Qualitative methods and policy implementation of George C Edward III's model. Based on 4 variables that determine the success of implementing a policy, namely Communication, Resources, Disposition, and Bureaucratic Structure, it is still not going well. In order to be able to carry out socialization, training, and technical guidance, then increase the number of competent policy implementers in accordance with functional position education.

Abstract

This research was motivated by observational data that showed the promotion and level of the Functional Position of the Pamong Praja Police (JF Pol PP) in the Pamong Praja and Fire Police Unit of Trenggalek Regency was not following the RB Regulation number 4 of 2014. The purpose of this study was to determine the inhibiting factors that resulted in the process of promotion and promotion to the rank of the Pamong Praja Police Functional Position. The type of research used in this study is a descriptive qualitative approach using the theoretical method of George Edward III, which is based on 4 (four) aspects, namely communication, resources, disposition, and bureaucratic structure. The source of this research data is the Functional Officer of the Civil Service Police in the Civil Service and Fire Police Unit of Trenggalek Regency. The results showed that the process of promotion and promotion was still not following the periodization due to the lack of understanding of the profile of the position concerned. Among them, most of the functional officers of the civil service police still have not conducted an inventory of the activities carried out, resulting in difficulties in obtaining a Credit Number Determination (PAK) which is the main requirement in the promotion process and promotion. From the data, it is recommended that functional officials of the civil service police understand the profile of the position better to support the future career path.

Abstract

The Regional Personnel Agency of Kediri shows data that not all State Civil Apparatuses in the Kediri Regency are placed based on their capabilities and expertise on the expectations and goals of the institution. Some educational backgrounds do not suit the job specifications and often hinder employees from carrying out their tasks. In addition, the rotation and type of positions are different from their abilities and experience. Therefore, a strategy is needed to overcome these problems. Therefore, this study aims to describe and analyze personnel competency improvement strategies to increase the bureaucratic reform index. This is descriptive qualitative research with Miles Hubberman's interactive. Data collection techniques used are interviews, observation, and documentation. The results of the study show that to increase the competency of the state civil apparatus in order to increase the index of bureaucratic reform in Kediri Civil Service Agency, it is carried out through three strategies: technical competence, managerial competence, and socio-cultural competence. These strategies showed significant results in increasing personnel competency as well as the bureaucratic reform index. One of the driving factors is that the leadership and environment have a strong commitment to it. While the inhibiting factor is the lack of information about personnel competency training due to the absence of a memorandum of understanding with some agencies.

Abstract

The Tulungagung Regency Government issued Regional Regulation Number 10 of 2011 concerning Parking Management as a juridical effort to deal with various problems related to parking. This regional regulation is used as a guideline for organizing parking on the side of public roads and special parking areas. The contents of this regional regulation regulate the administration of parking and parking fees in Tulungagung Regency so that it is hoped that the implementation of parking will be efficient and effective. The purpose of this study is to describe the implementation of the Tulungagung Regency Regional Regulation No. 10 of 2011 and to analyze the inhibiting factors for the implementation of the Regional Regulation. This study uses a qualitative research method based on the philosophy of postpositivism which is used to examine the condition of natural objects. Data collection techniques were carried out by observation, interviews, documentation, and triangulation. The results of the study found that the cause that hindered the implementation of this Regional Regulation was the lack of human resources (HR), where the number of employees was not proportional to the size of the work area. which makes the lack of supervision resulting in the practice of levies being carried out by parking attendants still ongoing.

Abstract

This study describes the implementation of Permendagri 86/2017 in preparing development plans in Tulungagung Regency and its supporting and inhibiting factors. The research uses descriptive qualitative methods to construct data findings in the field with various relevant theories. The data collection technique uses interviews with selected informants. Data analysis uses an interactive model: data collection, condensation, data presentation and drawing conclusions. The results of the study found that the implementation of Permendagri 86/2017 in the preparation of regional development planning in Tulungagung Regency has been going well but not optimal, judging from the factors that influence policy implementation according to the theory of George C. Edwards III, namely: Communication has been going well at the level technical implementation, but needs to be improved at the leadership level; Resources that have been fulfilled in quantity but need to be increased in terms of the quality of these resources, especially human resources; The trend has been going well, the attitude of the implementor is to provide support, there is an incentive; and The bureaucratic structure is running well, the implementor is carrying out the task well, but not yet supported by the SOP.

Abstract

This study aims to describe the phenomenon and analyze the implementation of the policy of Regional Regulation Number 6 of 2020 concerning Poverty Reduction in Trenggalek Regency as well as to analyze the factors that are obstacles that affect it, using a qualitative descriptive type of research. Data analysis uses four stages, namely data collection, data condensation, data presentation, and drawing conclusions. The results of the research show that the implementers and the community have understood the aims and objectives of this policy well. Human resources are sufficient. Budget resources and infrastructure are still limited and there are still many problems related to poverty data. The character of the implementing agency is supported by a solid team structure involving all agencies and various parties. The attitude or tendency (disposition) of policy implementers is good enough where implementers understand and carry out their duties according to the mandate of the regional regulation. Inter-Organizational Communication and Implementing Activities have been running quite well and effectively. The socio-economic conditions in Trenggalek Regency greatly facilitate and support the implementation of this policy. The constraining factors are the existence of budget constraints, there are still inclusion errors and exclusion errors as well as problems related to the population of the poor. In addition, there are still limited supporting facilities and infrastructure as well as the mindset of the people who still tend to rely only on assistance from the government.AbstrakPenelitian ini memiliki tujuan untuk menggambarkan fenomena dan menganisa implementasi kebijakan Peraturan Daerah Nomor 6 Tahun 2020 tentang Penanggulangan Kemiskinan di Kabupaten Trenggalek sekaligus untuk menganalisa faktor yang menjadi kendala yang mempengaruhinya, dengan menggunakan jenis penelitian deskriptif kualitatif. Analisa data menggunakan empat tahapan yaitu pengumpulan data, kondensasi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Para implementator dan masyarakat telah memahami maksud dan tujuan dari kebijakan ini dengan baik dan sumber daya manusia sudah memadai. Sementara itu, sumber daya anggaran dan sarana prasarana masih terbatas dan masih terdapat banyak masalah terkait data kemiskinan. Di sisi lain karakter agen pelaksana didukung oleh struktur tim yang solid dengan melibatkan seluruh instansi dan berbagai pihak sementara dari sikap atau kecenderungan (Disposition) para pelaksana kebijakan sudah dah memahami dan melaksanakan tugas-tugasnya sesuai amanat peraturan. Komunikasi yang terjalin antar organisasi dan aktivitas pelaksana berjalan dengan cukup baik dan efektif. Namun masih terdapat kendala yaitu terbatasnya anggaran dalam kebijakan ini karena masih terdapat inclusion error dan exclusion error serta adanya masalah terkait kependudukan warga miskin.
