Abstract

Humanitarian crisis is one of the critical problems in international relations which threaten the security. Humanitarian crisis could be caused by many factors, either originated by human activities or environmental degradations. It changed the idea that threat could only be state related, but it could also directly be impacting the people. This article argues that in order to manage this problem, there is the need to shift the perspective in seeing security from traditional (state-centric) to non-traditional (people-centred) to build effective policy. It also argues that environmental security is a part of human security, both have close linkage of action and reaction. The case in the Lake Chad Basin shows that there is a threat to human security from the environment, either it is coming from the water crisis in the lake and the impact of climate change.

Abstract

Uruguay has ratified the international drug control conventions that consist of Single Convention on narcotic drugs 1961 as amended 1972 protocol, the convention on psychotropic substance 1971, and United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 1988. Since then, the Uruguayan government has been a part of the ‘War on Drugs" campaign. In 2012, Jose Mujica proposed the policy of cannabis legalisation. The proposal was signed and passed into Uruguay law no 19172 that allow and regulate the plant, consumption and sale of cannabis on December 20th, 2013. This policy has violated international drug control conventions and received critics from the International Narcotics Control Board (INCB), the body of the United Nations Office on Drugs and Crime (UNODC). Despite the critics from INCB, the government stood against the norm of the treaty. This article analyses the causative factors that trigger this behavioural change. The increasing number of drugs users caused many problems in Uruguay especially the increasing numbers of criminal acts. It created national problems and hampering the government's efforts to fight drug trafficking and ensuring the safety of society. By all mean, it became threats to their national interest. Thus, the government believed that compliance with the conventions could not help them to overcome these threats. Uruguay case has shown that state behaviour towards international law will change along its changing national interest.

Abstract

Renewable energy is expected to support the sustainable development whether in terms of environment itself, or in economic and social. Biofuel as the product of palm oil is one of the renewable energy sources that can answer the problems that caused by fossils fuels such as greenhouse gases (GHG), limited availability, and the volatile price. Biofuels is environmentally and economically friendly that can help to reduce GHG, affordable, and renewable which then make it sustainable. Indonesia as the biggest producer of palm oil becomes the importer of biofuels for other countries especially European Union (EU) as one of biggest importer of palm oil from Indonesia. EU has big concern on sustainable energy which provides European Union Renewable Energy Directive (EU RED) 2009 for a sustainable palm oil. Indonesia gave response in creating government regulation of Indonesian Sustaianble Palm Oil (ISPO). Question raised: How did the Government Regulation from Minister of Agriculture No. 19/PERMENTAN/OT.140/3/2011 about ISPO adjusts the EU-RED biofuels sustainable criteria while protecting the Indonesian palm oil export activities to EU (2009-2014)? The result of this study is that the principles and criterion consist in the ISPO meet the criterion from biofuels sustainable regulated in EU RED. It has the same goals of sustainable criteria for palm oil. In addition, the ISPO gave great impact for the demand of EU for Indonesian palm oil. Thus, the ISPO has big potential to reach the goals of sustainable palm oil and protecting Palm oil market to Europe in the future.

Abstract

In the beginning of the State of Israel establishment, western countries showed the most support towards the government in Tel Aviv, including Canada. Strong economic partnership between Canada and the State of Israel that was marked by the ratification of Canada-Israel Free Trade Agreement (CIFTA) back in January 1997 which became Canada’s first trade agreement outside the North American area. During the leadership of Canadian Conservative Party Prime Minister Stephen Harper, the agreement began the negotiation of modernization and was done in 2019 during the leadership period of Canadian Prime Minister Justin Trudeau. The second phase of negotiations that were held in 2017-2018 during the Trudeau period has included certain provisions that arguably believe to be Trudeau's personal concern. American and Canadian research mostly shows how Canadian’s leader in certain periods gave their support towards Israel to such an extent that they method of building relationship. Therefore, the goal of this paper is to investigate more about the leader's individual factors towards Jewish government. Question about what influence Canadian Prime Minister Justin Trudeau's decision making process towards continuing negotiations and the ratification of trade agreement was employed by the Juliet Kaarbo theory of Prime Minister Leadership style. The theory uses five variables to assess leaders’ behavior and personality. Result of this study concludes that there are some variables that have significant roles in explaining the decision-making process of Justin Trudeau during the second negotiations until the ratifications process.

Abstract

This research analyses the shift from the male gaze to the female gaze in K-pop girl groups impacted by the #MeToo movement in South Korea. The shift is marked by the thriving of women empowerment ideas by girl groups. This research uses the Transnational Advocacy Network (TAN) and postfeminism, examined using qualitative research methodology with secondary and textual analysis. This research finds that the shifting from the male gaze to the female gaze in K-pop girl groups occurred through the shift from objectification to subjectification of women, focusing on individualism, choice, and empowerment, as well as showing irony and knowingness. Therefore, the #MeToo movement has impacted the K-pop industry because the gaze has shifted, and Korean society has started to accept idols supporting women's empowerment and gender equality
