Abstract

AbstrakPenelitian ini dilatar belakangi oleh tunjangan yang diberikan kepada pegawai berdasarkan pencapaian standar kerja yang dicapai, hal itu merupakan pendapatan diluar gaji pokok, agar meningkatkan efektivitas kinerja pegawai maka tunjangan yang diterapkan di dalam suatu organisasi harus diberikan secara efektiv. Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas kerja pegawai pada Kantor Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Kabupaten Cirebon sehubungan dengan hal tersebut bagaimana pegawai dapat bekerja dengan sebaik mungkin dan memotivasi pegawai dalam meningkatkan efektivitas kerja pegawai dalam menyelesaiakan pekerjaan dengan adanya pemberian tunjangan terhadap kinerja pegawai.Dalam penelitian ini penulis menggunakan metode kuantitatif. Jenis sampel yang digunakan adalah jenis Stratified Random Sampling, karena suatu karakteristik tertentu terlebih dahulu dikelompokkan dalam beberapa sub populasi, sehingga setiap sub populasi memiliki anggota sampel, dari setiap sub populasi ini kemudian ditentukan stratanya mulai dari level atas, tengah hingga terendah. Pengukuran terhadap variabel digunakan instrumen berupa angket, dapat ditarik kesimpulan sebagai berikut kompensasi berupa tunjangan mempunyai pengaruh yang signifikan terhadap variabel efektivitas kerja pegawai pada Kantor Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Kabupaten Cirebon.

Abstract

ABSTRACTDelegation of authority is a right or power of the leadership of subordinates to carry out her duties and requested accountability for the completion of these tasks Civil Service Police Unit is the local technical institute, who are the delegates as enforcement of local regulations No. 4 of 2013 on the prohibition of the distribution and sale of alcoholic beverages in the city of Cirebon. Some problems in the implementation of delegation of authority is still their circulation and sale of alcoholic beverages from class A to class c well supplied and sold in karaoke entertainment venues, cafes, shops and agents.In this study the author uses the theory of the Delegation of Authority proposed by Manullang in his book entitled "Management Basics" (2008: 205), which states that "management is achieving results through others, therefore to be able to realize the manager delegates the absolute need. One of the important qualification of a manager is the ability to delegate some of the tasks and authority to his subordinates. "In this study, the authors used a qualitative method with descriptive analysis and interview with the informant as a source of information”.The results of this research that the Civil Service Police Unit has a very important role as delegates in combating the distribution and sale of alcoholic beverages in the city of Cirebon. But in reality, delegation of authority implemented still not optimal. Still the distribution and sale of alcoholic beverages due to the performance of civil service police unit that is not optimal, among others, is due to less effective and maximum pelaksaanan duties, authority and accountability, lack of budget, personnel and motivation in enforcing local regulations No. 4 of 2013 on banning and sale of alcoholic beverages in the city of Cirebon.

Abstract

ABSTRACT The research that the writer did was about "Analysis of Supervision of the Head of the Terminal to Optimize the Function of Source Terminals in Cirebon District". Based on observations made by the author at the Cirebon Regency Source Terminal, there are symptoms that indicate that the Terminal Sumber function is not yet optimal as there are still many transporters who raise and lower passengers outside the terminal and the low number of public transport entering the terminal. These problems are caused by the lack of direct inspections and corrective actions in indirect supervision carried out by the Head of the Cirebon Regency Source Terminal.            Based on the above problems, the writer identifies the problem as follows: How to supervise the Head of the Terminal to optimize the function of the Source Terminal in Cirebon Regency and the Factors that support the supervision of the Head of the Terminal and Obstacles in the supervision of the Head of the Terminal to optimize the function of Source Terminals in Cirebon Regency.The supervision theory used is the theory of Sondang P. Siagian (2003: 115) which consists of direct supervision including direct inspection, on-the-spot observation, on-the-spot report. and indirect supervision including written reports and oral reports.            The method I use is descriptive survey research method using a qualitative approach, by taking the location of research at the Cirebon Regency Source Terminal, while the informant in this study is the Head of the Source Terminal, the Head of Terminal and Parking of the Transportation Department of Cirebon Regency, the officers at Sumber Terminal, public transport drivers and public transport passengers.In this study, it was obtained the results that the supervision of the Head of the Terminal to optimize the function of the Source Terminal in Cirebon Regency was not optimal, as seen from the fact that there were no sanctions in the Regional Regulations for officers who made mistakes or the drivers of Transportation who violated, also where the quantity or number of officers in the field still lacking, the number of passengers who switched to using private vehicles and the existence of a cator (motor tricycle), from facilities and infrastructure still inadequate, far from being feasible and comfortable.
