Abstract

One purpose of the establishment of Local Government Act Number 32 of 2004 is to increase the quality of public services such as permit (SIUP) service. In fact, deviation on the implementation process still occurs between public aspiration (das sollen) and the real services which is provided by the public institutions (das sein). This problem is emerged as a result of discrimination. Based on the observation, it can be found that the implementation of empowering and controlling mechanism toward employeess behaviour is not yet optimally conducted, so that the effort to increase the quality of permit service is still far from what the public would be expected. As a result, the researcher needs to examine and analyse the influence of the empowering and controlling mechanism of employees behavior upon the quality of public service provided by Boardof Industry and Trade of the City of Medan. This research uses the method of explanatory survey with quantitative approach. In terms of sample choices, a sensus technique has been chosen, while a The finding shows the existence of direct and indirect influences of the empowering and controlling mechanism toward the employeess behaviour. Besides, the quality of permit (SIUP)service has been positively and significantly influenced by the employees behaviour. Thus, the result of the research has been proven scientifically. However, the reseacher argues that other variables or factors (epsilon) are also influencing the quality of permit (SIUP) service.

Abstract

The aim of this research was to analyze the influence of controlling function by Inspectorate’s in improving the performance of civil servants (Case study of Regency Tapanuli Tengah). The concept of controlling used Robbins and Coulter’s (2006) theorywhich consists of three dimensions namely (1) standard; (2) measurement; and comparison; (3) action. The performance concept used Mitchell’s (1985: 391) theory which consists of two dimensions (1) ability; and (2) motivation. These three controlling dimension were applied to analysis performance apparatus in Regency Tapanuli Tengah. To indentify the three influence of dimension, a survey approach was conducted through a proportional sample of 144. The data were analyzed using Path Analysis, in the LISREL (Linear Structural Relation) program. The value was found out each dimension as follows; (a). Influence standard (X1) to performance apparatus (Y) is 0.362 (low category), influence measurements and comparison (X2) to performance apparatus (Y) is 0.371 (low category), influence action (X3) to performance apparatus (Y) is 0.251 (very low category). The effect (X1, X2, X3) to Y is 69.62% (strong category, and the residual is 30.38% influenced the other dissimilar factor (epsilon).

Abstract

By the end of 2016, the societ of Aceh have held a local democracy party to chose local leader that is a direct election. Election of regional leader is the directly arranged in law 11 year 2006, about governance of Aceh and Qanun (Perda) No 7 year 2006 with implementor KIP (Independent commision of Electio) or a kind of KPUD (Commission of General Election Area). Implementor of Pilkada in Aceh represent unique something that in Indonesia, because candidate of permit from independent, and implementor also the monitoring Uni Europe.

Penelitian ini bertujuan untuk menganalisis keterpengaruhan pengawasan terhadap kualitas pelayanan masyarakat di Dinas Perindustrian dsn Perdagangan Kota Medan. Teori pengawasan yang digunakan adalah Teori Robbins and Coulter dengan dimensi standars, measurements, comparison dan action. Sementara teori kualitas pelayanan menggunakan teori Denhardt.

Abstract

The purpose of this research is to analyze the influence of behavior of regency/municipality election supervisor on the performance of the election organizer of a regional head (election) in North Sumatera Province. The basis of behavioral theory used in accordance with the phenomena observed in the field is the theory of behavior in which there are dimensions of encouragement, motivation, attitudes, and values ​​with the originator of Mar'at. While the theory of performance using Ruky S Achmad's theory which includes dimensions of quality, quantity, timeliness, cooperation, and responsibility. The method used is survey method with a census. Then, the data is tabulated and analyzed using multiple regressions. The results showed that the biggest dimension of behavior contributing to the performance of the election organizer is the dimension of encouragement (X1) of 1,612, the value (X2) of 1.541, the motivation (X3) of 0.978 and the attitude (X4) of 0.803. While the determination coefficients test (R2) amounted to 83.4%. Other undetectable factors (ε / epsilon) contributed to the election performance of 16.6%.
