Abstract

Health and Education expenditure are two important public spending items, those sector playing important role at human capital development. Public subsidies for social services such as education and health care rest on two basic policy objectives are efficiency and equity. Efficiency gains can be achieved when the subsidies produce external benefits or correct for a market failure. The reseach aim is how to know the technical efficiency of health and education sector in every region at Banyumas Regency. This research use secondary data with observation period 2007. The analysis instrument used in this research is DEA. The result of the research showing in general the level of health efficiency sector in every region in Banyumas Regency is high enough, whereis the level of efficiency for 17 regions from 27 regions are 100 percent. While the level of education efficiency sector in every region in Banyumas Regency is inefficient, whereis the level of efficiency for 16 regions from 27 regions are less than 100 percent.  Keywords : public sector, technical efficiency, DEA

Abstract

Abstract

This research was aimed to analyze the economy contribution from woman workers to their family income, and the influence of work hours, age and family burden to their income. This research was also to find out the development strategy for woman workers in micro and small industry area, especially in Pliken Village. The result first, the income from woman workers give large contribution to their family income. Their income is needed to affix their husband income. In fact, there are many woman workers who have higher income. So it can be conclude that their income is more dominant to fulfill their family needs than their husband income.Work hours, age and family burden have influence to the family income. Work hours and age have positive influence, while family burden has negative influence. Work hours variable is the most influential variable to income. The low income is caused by short work hours. It is only 2 – 3 hours a day. It is find out also that the moulded soya bean industry is relative near with the city. It will make easier in marketing term. But, caused of its small scale business, the business cannot get the sufficient credit access.Key words: economy contribution, income and small scale moulded soya bean industry

Abstract

The purpose of this research is to analyze the level of household food security, in the village with the most number of poor households, to know the income level of households with food insecure households criteria; and know the benefits of government programs such as Raskin (rice for poor people) for household food security in sub donates Banyumas. Total population in this research are 8333 families who belong to the target households (RTS) Raskin, while samples that were studied were 100 respondents with multiple stages sampling method. The method of analysis in this research uses a qualitative analysis, the method Current Population Survey (CPS) Food Security Suplement, and tabulation method. The results of this research, respondents indicated that most households (RTS) in the district donates Raskin was on the status of food insecurity without hunger, both in group household had children under the age of 18 years (71 percents), and households that are not have children under the age of 18 years (66 percents). Food insecurity status of the majority (73.8 percents,) are in the category of poor households based on criteria of BPS. Keywords:   Food Security, Income Limit Hold Food, Food Rawan, Social Protection Programme, Target Households Raskin

Abstract

The research aim is to seek the pattern of coffee marketing, operational efficiency of coffee marketing in Karanglewas District Banyumas Regency. The result of the research found three pattern of coffe marketing process in Karanglewas District Banyumas Regency involving farmers, wholesalers, out of town sellers, food processors and retailers. Operationally pattern I which is: farmers – Wholesalers - Retailers, is the most efficient marketing strategy compare with another marketing strategy. Actually, the biggest percentage of farmer’s share at pattern II, but because of limitation researcher, if this pattern more investigated then possibility there will found longest marketing channel. Price correlation between producer market and consumer market is close enough which is 0,956 with determinan coefficient 0,9139 and elasticity of price transmission in producer market and consumer market is 0,3665. Based on coefficient of price correlation and elasticity of price transmission then price efficiency was not achieved yet. Based on the research summarize that operational efficiency of marketing channel coffe is efficient. It is shown by farmer’s share analysis which is convected with the percentage of marketing margin in every marketing pattern. Keywords: marketing channel, farmer’s share, marketing margin

Abstract

Health is one of prominent factors of human capital development. Beside its important rule to national wealth measure, health sector has an intrinsic value to extent individual ability and freedom. Also, health sector has instrumental value to income contribution and strengthen body ability. So, health programs, run by government, do not only give benefit individually, but the programs have well impact to surrounding environment also. The purpose of this research is to indicate how government expenditure to health sector, measured by IMR and life expectancy rate at birth to thirteen Asian countries, will be affected by the countries economics conditions. This analysis shows that government expenditure to health sector and health status of the countries people is related positively. It means that the increasing of government expenditure will impact to people health increasing of the country, indicated by decreasing of IMR value and increasing of live expectancy rate. This research shows also that economic conditions of a nation have positive impact to health condition, where the Gross Domestic Product per capita factor positively impacts to IMR decreasing and of life expectancy at birth increasing in the region. So, to extent people wealth, the government role will be the key factor that measured by the capacity of government expenditure to heath sector.Keywords: health sector, IMR, life expectancy at birth

Abstract

 The reseach aim is how to know the technical efficiency of health sector in every region at DIY Province. This analysis is provided in two steps. The first one is technical efficiency of health sector in every region at 2002–2006 using DEA, VRS, and CRS assumption. The second one is regressing DEA output technical efficiency scores, VRS assumptions, and input orientation using fixed effect pooling analysis method. There are two variables data of DEA, input variables and output variables. Input variables include ratio of doctors, ratio of nurses and midwifes, and bed patients, per thousand habitants, while output variables are infant survival rate, maternal survival rate, and life expectancy at birth. While the used of regression data is technical efficiency scores, that takes from DEA, use VRS assumptions and input orientations. The independent variables are education level (approximity high school and university graduated percentage), GDP per capita, and goverment health budget per capita.The first result of the research showing in general the level of health efficiency sector in every region in DIY is high enough, whereis in year 2006 the level of efficiency for four regions are 100 percent, except for Yogyakarta has decrease efficiency  33,74 percent. This is showing that Yogyakarta could be increasing their output, in this case is health level should be higher than before using the same inputs. Yogyakarta with 33,74 percent of technical efficiency level, still has lot space for improving the level of health with using the same input alocation.The second analysis showing that, GDP per capita and government budget for health sector per capita significantly influence the technical efficiency scores at every region. Whereis GDP per capita has positif influence, while the government budget for health sector per capita has negative influence. The variable of education level in this reseach doesn’t have influence the efficiency sector level of health significantly. Keywords: technical efficiency, DEA, health sector

Abstract

The purpose of this study is to analyze Development Planning and Green Economic Growth in Indonesia. Environmental damage and low public awareness of the environment encourage the need for sustainable development. Environmental damage occurs due to high exploitation of natural resources to meet economic interests without being followed by awareness to protect the environment. This research method uses a quantitative research design, considering that the variables studied are in the form of numbers that are processed using statistical methods. Testing of this variable uses the Panel Least Squares method data processing, the results of which will be interpreted to see the effect of the tested variables on the dependent variable. This test uses the variables of carbon emission growth, economic growth, population growth, and human development index on the Environmental Quality Index. The results of the study indicate that carbon emission growth and economic growth have a significant negative effect on the environmental quality index. Population does not affect the environmental quality index, while the Human Development Index has a significant positive effect on the environmental quality index. The implication of this study is that the government needs to maintain economic growth by paying attention to environmental conditions and minimizing carbon emissions so that environmental quality can be maintained. The quality of human capital also needs to be continuously improved so that public awareness of the importance of environmental quality.
