Abstract

This study provides an overview of the implementation of Village Fund management in Konawe District, as well as the factors that influence implementation and strategies that must be carried out in order to improve implementation, as well as providing assistance to Local Governments in developing Village Funds. The implementation of the Village Fund management policy in Konawe District has been carried out since 2015. However, with the approval of the goals, the implementation of the Village Fund in Konawe District has not been optimal. The planning formulation process has not yet been approved according to established procedures, discussion of the objectives of improving governance, development and community empowerment, has been carried out optimally, but the goal of continuing to increase the capacity of community institutions in the village in planning, implementing and developing development has not run optimally. Likewise, the accountability program has not been carried out optimally which does not have a standard operating procedure on the systematic arrangement of the responsibility. Some of the factors that influence the implementation of the Village Fund in the Konawe Regency are communication, resource capabilities, implementing attitudes, and bureaucratic structures. the main instrument in research is the researcher itself. Data sources used are primary data sources and secondary data relating to policies and empirical requirements for the implementation of the Village Fund Management Policy. In this study, also using survey research to obtain primary data on village funding policies in Konawe District.

Abstract

This study aims to find out and analyze: The Effectiveness of the Implementation of Women's Economic Development Program at Women's Empowerment, Child Protection, Population and Family Planning in Southeast Sulawesi Province The method used is qualitative research with descriptive analysis. The data obtained comes from interviews, observations and document studies. The results showed that the Effectiveness of the Implementation of Women's Economic Development Program, the Women's Empowerment Agency, Child Protection, Population and Family Planning in Southeast Sulawesi Province has been implemented in accordance with established procedures, but not yet optimal. Abstract

Abstract The design of this study used the explanatory research method, by testing the hypotheses that have been established through quantitative approaches and statistical tests. The samples used in this study were 55 people who were civil servants and PHT (Honorary) at the National Unity and Politics Board of South Konawe Regency. The sampling technique is by census that all populations are sampled as many as 55 people. The data analysis method used is multiple linear regression analysis. Data collection was carried out using a questionnaire as the main instrument addressed to respondents, and interviews with informants. Furthermore, this quantitative data is processed using correlation analysis, and multiple linear regression analysis. The results showed that the ability to positively influence the performance of employees at the National Unity and Politics Agency of South Konawe Regency. this means that abilities that include intellectual, physical abilities and the ability to cooperate with employees to carry out various tasks in a job in good condition will cause changes in employee performance towards a better direction.

Abstract

This study aims to find out Community Empowerment Based Tourism Development in Toronipa Coastal Tourism Konawe Regency, Southeast Sulawesi. This study uses a qualitative approach, and the methods used are interviews, observation, and documentation study The results of this research are to find out what should be done by the Regional Government for the development of tourism in Toronipa Beach, Konawe Regency, Southeast Sulawesi, explored from communication, resources, implementing attitudes and bureaucratic structures. the resource has been implemented and shows a good situation, but in the aspect or dimension of communication, the bureaucratic structure cannot be implemented properly Factors that influence the implementation of tourism development in Toronipa Beach, Kon Regency awe Southeast Sulawesi, is a supporting factor consisting of natural resources, affordability, safety and comfort of tourists and social media technology used for tourism promotion. While the inhibiting factors consist of, local government service factors, limited facilities and infrastructure and supporting facilities for Toronipa beach tourism.

Abstract

Penelitian ini bertujuan untuk mengetahui upaya meningkatkan kualitas pelayanan perizinan salah satunya adalah dengan disusun Indeks Kepuasan Masyarakat (IKM) sebagai tolak ukur untuk menilai tingkat kualitas pelayanan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP). Teori yang di gunakan untuk peneleitian yaitu Dzikra menyatakan bahwa untuk mengatur persepsi atas kualitas layanan meliputi 5 (lima) dimensi, yaitu: 1. Tangible(Bukti Fisik) 2. Reliability (Keandalan) 3. Responsiveness (Daya Tanggkap) 4. Assurance (Jaminan) 5. Empathy (Empati). Penelitian ini menggunakan jenis penelitian kualitatif. Adapaun informan penelitian ini adalah pegawai dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten konawe serta masyarakat yang mengurus layanaan di dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten konawe. Teknik pengumpulan data yang di perlukan penyelidikan menggunakan metode observasi, wawancara dan dokumentasi. Teknik analisisi data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menujukkan bahwa kualitas pelayanan sudah cukup mencapai tingkat terbaik sesuai dengan teori kualitas pelayanan yang dikemukakan oleh dzikra. Kualitas pelayanan publik di dinas penanaman modal dan pelayanan terpadu satu pintu konawe menurut dimensi tangible sudah baik dengan tersedianya fasilitas dalam mengurus layanan dan website membuat surat izin usaha, dimensi reliability cukup baik dengan pegawai yang menguasai tugasnya, dimensi responsiviness sudah baik pihak instansi telah bertanggung jawab dengan menyediakan sistem untuk membantu setiap masyarakat yang melakukan perizinan. Dimensi assurance (Jaminan) sudah baik, Pemberian layanan sudah sesuai dengan apa yang telah dijanjikan. Dimensi empathy sudah baik karena pegawai melakukan pelayanan dengan ramah dan tegas. Faktor penghambat kualitas pelayanan itu sendiri adalah sarana prasarana yang masih kurang yaitu belum tersedianya komputer staff from office digunakan untuk mencata data-data pengujung. Sedangkan untuk faktor, sistem pendaftaran pebuatan izin usaha sudah bisa melalui online dengan alamat website yang telah diberiakan dan fasilitas pelayanan serta kepegawaian atau staf yang berkompoten.
