Abstract

This study examines and analyzes the Performance of Temporary Land Deed Makers (PPATS) in the Management of Land or Building Acquisition Fees (BPHTB) in Sukra District, Indramayu Regency. The research approach used is a qualitative approach that is a research procedure that describes the facts and explains the object of research as well as digging the information needed in accordance with reality as it is. The results of the study illustrate that first The quality of PPATS officials especially in Sukra District in managing BPHTB is still not optimal, it can be seen from the realization that has not reached the target set by the Regional Government in accordance with the existing potential, even for the 2015 target it fell from the realization to previous year; second Quantity of results of work carried out by PPATS Officers in managing BPHTB in the Sukra District area is still not effective because the results achieved are not in accordance with the targets set by the regional government in terms of the potential that exists in the Sukra District area; third The use of time carried out by PPATS Officers in Sukra District in accordance with working hours ie from Monday to Friday Collection of BPHTB is carried out after there is a sale and purchase transaction of land and / or building and a deed of sale and purchase (AJB) conducted by PPATS Officials; fourt Cooperation of PPATS Officials in Sukra District with the community is already good, it's just that there are still many people who are not aware of the benefits of Tax, that is because the level of public education in Sukra District is still low on average plus the level of taxpayer knowledge that is still lacking. Penelitian ini mengkaji dan menganalisis mengenai Kinerja Pejabat Pembuat Akta Tanah Sementara (PPATS) dalam Pengelolaan Bea Perolehan Atas Tanah Atau Bangunan (BPHTB) di Kecamatan Sukra Kabupaten Indramayu. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif yaitu prosedur penelitian yang menggambarkan fakta-fakta dan menjelaskan objek penelitian serta menggali informasi yang dibuthkan sesuai dengan kenyataan sebagaimana adanya. Hasil penelitian memberikan gambaran bahwa pertama Kualitas Pejabat PPATS khususnya di Kecamatan Sukra dalam pengelolaan BPHTB masih kurang maksimal, itu terlihat dari realisasi yang belum mencapai target yang sudah ditentukan oleh Pemerintah Daerah sesuai dengan potensi yang ada, bahkan untuk target tahun 2015 turun dari realisasi untuk tahun sebelumnya; kedua Kuantitas hasil pekerjaan yang dilaksanakan oleh Pejabat PPATS dalam mengelola BPHTB di wilayah Kecamatan Sukra masih belum efektif karena hasil yang dicapai tersebut belum sesuai target yang telah ditetapkan oleh pemerintah daerah dilihat dari potensi yang ada di wilayah Kecamatan Sukra;  ketiga Penggunaan waktu yang dilaksanakan oleh Pejabat PPATS di Kecamatan Sukra sesuai dengan jam kerja yaitu dari hari Senin sampai dengan Jum’at. Pemungutan BPHTB dilaksanakan setelah ada transaksi jual beli tanah dan/atau bangunan dan melakukan akta jual beli (AJB) yang dilakukan oleh Pejabat PPATS; ke-empat Kerjasama Pejabat PPATS di Kecamatan Sukra dengan masyarakat sudah baik, hanya saja masih banyak masyarakat belum menyadari manfaat Pajak, itu dikarenakan tingkat pendidikan masyarakat di Kecamatan Sukra rata-rata masih rendah ditambah lagi tingkat pengetahuan wajib pajak yang masih kurang.

Abstract

The purpose of this study is to provide a description of the service quality of population documents in Subang Regency. The results showed that the Department of Population and Civil Registration of Subang Regency has several tasks related to the quality of population document services in Subang Regency. In this research, the service function is examined from the first point of view, the dimensions of Transparency of Population documents which are currently carried out with Electronic Signatures are conveyed more openly regarding the requirements that must be met and also the completion time set in accordance with the SOP (Standard Operating Procedure). Second, the accountability dimension, the data contained in the Population Administration Information System (SIAK) has not been well integrated with other institutions, so that in terms of responding to public needs and the ability to service Population Documents through Electronic Signatures is not optimal. Third, the conditional dimension, not prioritizing services to people who need Population Documents for the urgent public interest. Fourth, the Participatory dimension, focused on efforts to organize and accelerate programs in each of the Integrated Service Units, this understanding has not been optimal in improving services to the community. Fifth, the dimension of equal rights, in this case the Population and Civil Registration Service, can minimize discrimination in terms of Population Document services. Sixth, the dimension of the balance of rights and obligations is not optimal because service recipients have not met their needs and supervision that should be carried out by direct superiors is often neglected.Keywords: public service; electronic identity card; e-government

Abstract

Implementasi Kebijakan Pajak Reklame di BAPENDA (Badan Pendapatan Daerah) Kabupaten Subang merupakan kebijakan pemerintah Subang yang pada dasarnya adalah untuk peningkatan Pendapatan Asli Daerah (PAD) Kabupaten Subang. Tujuan penelitian ini dalah untuk mengetahui Mengapa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang Belum Optimal. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Daerah (BAPENDA) Kabupaten Subang dengan menggunakan teori dari Van Metter and Van Horn yaitu Standae dan Sasaran Kebijakan, Sumber Daya, Hubungan Antar Organisasi, Karakteristik Agen Pelaksana, Kondisi social politik dan ekonomi, serta Disposisi Implementor. Pendekatan yang digunakan pada penelitian ini adalah menggunakan pendekatan kualitatif. Pendekatan ini bersifat deskriptip, karena penelitian ini bertujuan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah melalui observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Berdasarkan hasil penelitian menunjukan bahwa Implementasi Kebijakan Pajak Reklame di Badan Pendapatan Darah (BAPENDA) Kabupaten Subang belum optimal sehingga tujuan dari kebijakan tersebut bekum tercapai. Policy Implementation of Tax Policy in BAPENDA (Regional Revenue Agency) of Subang Regency is a Subang government policy which basically is to increase Subang Regency's Original Local Revenue (PAD). The purpose of this research is to find out why the implementation of advertisement tax policy in Subang Regional Revenue Agency (BAPENDA) has not been optimal. This research and writing discusses matters relating to the Implementation of Advertisement Tax Policy in Subang Regency's Regional Revenue Agency (BAPENDA) using theories from Van Metter and Van Horn namely Standae and Policy Targets, Resources, Inter-Organizational Relations, Implementing Agency Characteristics, Socio-political and economic conditions, and Implementation Disposition. The approach used in this research is to use a qualitative approach. This approach is descriptive, because this study aims to reveal problems in the work life of government organizations through observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of regulations and data processing. Based on the results of the study showed that the Implementation of Advertisement Tax Policy in the Subang Regency's Blood Revenue Agency (BAPENDA) was not optimal so that the objectives of the policy were not yet achieved.

Abstract

Tujuan penulis melakukan penelitian ini untuk mengetahui Efektivitas Program Desa Migran Produktif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Efektivitas Program Desa Migran Produtif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang sesuai dengan teori yang dikemukakan oleh Answar Annas yang meliputi Ketepatan waktu, Sumber daya manusia, Mekanisme Kerja, Kerjasama dan Komunikasi, Penyaluran dana yang benar, Tidak ada penyimpangan, Monitoring dan evaluasi. Dalam penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk mengembangkan pengertian, konsep-konsep yang pada akhirnya memperoleh gambaran yang kemudian diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah melalui observasi, wawacara, studi kepustakaan dan dokumentasi. Sumber data yang diperoleh dari informan melalui pengamatan dan wawancara langsung dan dokumen diperoleh dalam bentuk foto atau rekaman, perataturan-peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa Efektivitas Program Desa Migran Produktif pada Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang sesuai dengan teori pengukuran efektivitas program yang dikemukakan oleh Answar Annas belum optimal. Kesimpulan temuan dilapangan yaitu Ketepatan waktu, Sumber daya manusia, Mekanisme kerja, Kerjasama dan Komunikasi, Penyaluran dana yang benar, Tidak ada penyimpangan, Monitoring dan evaluasi dinilai belum sesuai dengan teori yang digunakan. The purpose of the authors conducted this study was to determine the Effectiveness of the Productive Migrant Village Program at the Subang District Manpower and Transmigration Office. This research and writing discusses matters relating to how the Effectiveness of Produtive Village Migrant Program in the Subang Regency Manpower and Transmigration Office in accordance with the theory put forward by Answar Annas which includes Timeliness, Human Resources, Work Mechanisms, Collaboration and Communication, Distribution correct funds, There are no deviations, Monitoring and evaluation. In this study using a qualitative approach that is descriptive, because this study aims to develop understanding, the concepts that ultimately obtain a picture which is then examined are used to reveal problems in the work life of government organizations through observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of photos or records, regulations and data processing. The results showed that the Effectiveness of the Productive Migrant Village Program at the Subang Regency Manpower and Transmigration Office in accordance with the theory of program effectiveness measurement proposed by Answar Annas was not optimal. Conclusions from the field findings are timeliness, human resources, work mechanism, cooperation and communication, correct distribution of funds, no deviations, monitoring and evaluation are considered not in accordance with the theory used.

Abstract

Hasil penelitian menjelaskan bahwa variabel motivasi ternyata didominasi oleh pendapat yang menyatakan setuju terhadap variabel motivasi menjadi angka mayorias sebesar 43%, jawaban yang menyatakan sangat setuju sebesar 34%, jawaban ragu-ragu sebesar 17%, jawaban tidak setuju 5% dan yang menjawab sangat tidak setuju memiliki angka minoritas yaitu sebesar 1%. Variabel produktivitas kerja ternyata didominasi oleh pendapat yang menyatakan setuju terhadap variabel produktivitas kerja menjadi angka mayoritas yaitu 46%, jawaban yang menyatakan sangat setuju sebesar 32%, jawaban ragu-ragu sebesar 18%, jawaban tidak setuju 3% dan yang menjawab sangat tidak setuju memiliki angka minoritas yaitu sebesar 1%. Sedangkan besaran pengaruh motivasi terhadap produktivitas kerja yaitu sebesar variabel independen (motivasi kerja) mempengaruhi variabel dependen (produktivitas kerja) sebesar 50,3% dan sisanya sebesar 49,7% yang diperkirakan dipengaruhi oleh faktor lain tidak diteliti lebih lanjut oleh peneliti melainkan dapat ditelitu oleh peneliti lain sebagai acuan untuk diteliti dan dikembangkan lagi.Kesimpulan dalam penelitian ini yakni bahwa perediks pengaruh motivas terhadap produktivitas kerja bersifat positif. Artinya, motivasi berpengaruh besar terhadap penigkatan produktivitas kerja. The results of the study explained that the motivation variable turned out to be dominated by the opinion that states agree to motivational variables into numbers mayorias by 43%, the answers to which states could not agree by 34%, the answer hesitation by 17%, the answers do not agree 5% and were answered very agreed to have a figure that is equal to 1% minority. Variable labor productivity turned out to be dominated by the opinion that states agree to variable labor productivity into numbers the majority, ie 46%, an answer that states could not agree by 32%, the answer hesitant at 18%, the answers do not agree to 3%, and the answer strongly disagree have minority numbers: 1%. While the magnitude of the effect of motivation to work productivity that is equal to the independent variable (motivation to work) affect the dependent variable (labor productivity) of 50.3% and the balance of 49.7% is expected to be influenced by other factors not examined further by investigators but can ditelitu by other researchers as a benchmark for researched and developed again. The conclusion of this study namely that perediks motivas influence on the productivity of labor is positive. That is, the motivation big influence on the progressive increase in labor productivity.

Abstract

Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Kualitas Pelayanan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam Pelayanan Obat di Apotek Rawat jalan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam hubungannya dengan teori menurut Fitzsimmons yaitu sumberdaya, ketepatan,kecepatan, jaminan dan empati. Dalam penelitian ini menggunakan pendekatan kualitatif melalui pengamatan dan observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa berwujud, kehandalan, daya tanggap, jaminan dan empati belum terlaksana secara optimal. Kualitas Pelayanan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam Pelayanan Obat di Apotek Rawat jalan RSUD Kelas B Kabupaten Subang belum berjalan berkulitas. Hal ini dapat terlihat dari masih lambatnya kesigapan tenaga Apoteker dalam menangani pasien sehingga pasien yang harus segera mendapatkan pertolongan dibiarkan menunggu. The results showed that tangibility, reliability, responsiveness, assurance and empathy had not been carried out optimally. Service Quality of Subang Regency Class B Regional General Hospital in Drug Services in the Outpatient Pharmacy Class B Subang District Hospital has not yet progressed. This can be seen from the slow alertness of Pharmacists in handling patients so that patients who must immediately get help are left to wait.

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui seberapa besar pengaruh Loan to Deposit Ratio (LDR) dan Capital Adequancy ratio (CAR), terhadap Kinerja Keuangan pada sektor Perbankan yang terdaftar di Bursa Efek Indonesia (BEI) periode 2014-2019. Metode penelitian yang digunakan adalah deskriptif dan verifikatif. Populasi selama periode penelitian dari tahun 2014-2019 adalah sebanyak 43 bank. Sampel penelitian yang diambil secara purposive sampling sebesar 30 bank dalam penelitian ini sehingga total data yang diolah adalah sebanyak 180 data. Analisis data menggunakan analisis regresi data panel pada taraf signifikansi 5%. Dalam menganalisis data menggunakan Eviews 10, sebelumnya dilakukan uji asumsi klasik dan dilanjutkan dengan uji model. Hasil penelitian menunjukan bahwa uji model yang dilakukan diterima, berarti bahwa persamaan yang didapatkan sudah tepat, lalu secara bersamaan Loan to Deposit Ratio (LDR), dan Capital Adequancy ratio (CAR) berpengaruh terhadap Kinerja Keuangan. Dan hasil uji secara parsial menunjukan bahwa hanya Capital Adequacy Ratio (CAR) yang berpengaruh terhadap Kinerja Keuangan, sedangkan Loan to Deposit Ratio (LDR) tidak berpengaruh terhadap Kinerja Keuangan. Kata kunci : Loan to Deposit Ratio (LDR), Capital Adequancy Ratio (CAR), Kinerja Perusahaan dan Return on Asset (ROA) Abstract This study aims to determine how much influence the Loan to Deposit Ratio (LDR) and Capital Adequancy ratio (CAR) on Financial Performance in the Banking sector listed on the Indonesia Stock Exchange (IDX) for the 2014-2019 period. The research method used is descriptive and verification. The population during the study period from 2014-2019 was 43 banks. The research sample taken by purposive sampling of 30 banks in this study so that the total data processed is as much as 180 data. Data analysis used panel data regression analysis at the 5% significance level. In analyzing data using Eviews 10, a classic assumption test was previously performed and continued with a model test. The results showed that the model test was accepted, meaning that the equation obtained was correct, then simultaneously the Loan to Deposit Ratio (LDR), and the Capital Adequancy ratio (CAR) affected the Financial Performance. And the partial test results show that only the Capital Adequacy Ratio (CAR) has an effect on Financial Performance, while the Loan to Deposit Ratio (LDR) has no effect on Financial Performance. Abstract

Abstract Assistance for Socialization of Millennial Farmers in Improving the Skills of Karang Taruna Dusun 1 Sadawarna is based on the potential of natural resources in the form of vast land, as well as the hopes of community leaders, especially farmer groups, to improve the knowledge and skills of the younger generation as successors to sustainability in the agricultural sector. Assistance in the form of socialization is the initial opening in the form of a basis for creating motivation and encouragement for the younger generation. In the assistance, KKNM University of Subang students in 2024 as mediators used achievement methods including pretests and post-tests to measure changes in Karang Taruna's knowledge as participants regarding agriculture, with the results showing a significant increase. This socialization assistance aims to produce independent and empowered millennial farmers, and to form strong farmer groups. The results found that Karang Taruna as participants who initially did not understand the concept of millennial farmers, after training by conducting pre-tests and post-tests experienced a significant increase in knowledge with a figure of 17.33%. Abstrak Pendampingan Sosialisasi Petani Milenial Dalam Meningkatkan Keterampilan Karang Taruna Dusun 1 Sadawarna di latar belakangi dari potensi sumber daya alam berupa lahan yang luas, serta harapan dari tokoh masyarakat khususnya kelompok tani untuk meningkatkan pengetahuan dan keterampilan generasi muda sebagai penerus keberlanjutan dalam sektor pertanian. Pendampingan berupa sosialisasi menjadi awal pembuka berupa dasar untuk menciptakan motivasi dan dorongan kepada generasi muda. Dalam pendampingan, mahasiswa KKNM Universitas Subang tahun 2024 sebagai mediator menggunakan metode pencapaian ceramah yang dilakukan secara langsung dengan anggota anggota karag taruna Dusun 1 Sadawarna Kabupaten Subang. Adapun tahapan sosialisasi meliputi pre-test dan post-test untuk mengukur perubahan pengetahuan Karang Taruna selaku peserta mengenai pertanian, dengan hasil menunjukkan peningkatan secara signifikan. Pendampingan sosialisasi ini bertujuan untuk mencetak petani milenial yang mandiri dan berdaya, serta membentuk kelompok tani yang tangguh. Hasil ditemukan bahwa Karang Taruna selaku peserta yang awalnya kurang memahami konsep petani milenial, setelah pelatihan dengan melakukan pre-test dan post-test mengalami peningkatan pengetahuan secara signifikan dengan memuat angka 17,33%. Kata-kata kunci: Sosialisasi; petani milenial; karang taruna.
