Abstract

Tujuan dari penelitian ini adalah untuk mengetahui proses pemberdayaan masyarakat melalui pemberdayaan dan Gerakan Kesejahteraan Keluarga Di Subang. Penelitian dan penulisan itu membahas hal-hal yang berkaitan dengan bagaimana proses pemberdayaan masyarakat melalui pemberdayaan dan Gerakan Kesejahteraan Keluarga di Kabupaten Subang sesuai dengan teori-teori yang diungkapkan oleh Edi Suharto yaitu Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan. Dalam penelitian ini menggunakan pendekatan kualitatif dengan penelitian yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang lebih besar digunakan untuk mengungkapkan masalah dalam kehidupan kerja pengamatan organisasi pemerintah, wawancara, studi kepustakawanan dan dokumentasi. Tidak ada pilihan lain selain menjadikan para peneliti itu sendiri sebagai instrumen para peneliti utama. Sumber data diperoleh dari informan melalui pengamatan langsung dan wawancara serta dokumen yang diperoleh dalam bentuk aturan dan pengolahan data. Hasil penelitian menunjukkan bahwa proses pemberdayaan masyarakat melalui pemberdayaan dan gerakan kesejahteraan keluarga sesuai dengan teori Pemberdayaan sebagai proses yang dikemukakan oleh Edi Suharto yaitu Proses pemberdayaan masyarakat melalui gerakan Keluarga Sejahtera dan Pemberdayaan di Kabupaten Subang belum optimal . Kesimpulan temuan di lapangan yaitu Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan belum dinilai sesuai dengan teori yang digunakan. he purpose of this research is to know the process of community empowerment through empowerment and the family welfare Movement In Subang. Research and writing of it discusses matters related to how the process of community empowerment through empowerment and family welfare Movement in the Regency of Subang in accordance with the theories expressed by Edi Suharto i.e. Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan. In this study using a qualitative approach to research that is descriptive, because this study aims to gain a bigger picture examined used to reveal problems in working life government organizations observations, interviews, the study of librarianship and documentation. There is no other option than to make the researchers themselves as instruments of the major researchers. Source data obtained from the informants through direct observations and interviews and documents obtained in the form of rules and data processing. Results of the study showed that the process of community empowerment through empowerment and family welfare Movement in accordance with the theory of Empowerment as the process advanced by Edi Suharto i.e. community empowerment Process through Family welfare and Empowerment movement in the Regency of Subang has not been optimal. Conclusion the findings in the field namely Pemungkinan, Penguatan, Perlindungan, Penyokongan, Pemeliharaan has not been assessed in accordance with the theory used.

Abstract

Penelitian ini berjudul Efektivitas Program Peningkatan Kapasitas Aparatur Pemerintah Desa oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Subang, karena diduga masih rendahnya kemampuan aparatur pemerintah desa dalam pengelolan penyusunan kebijakan desa dan manajemen pelayanan desa. Metode penelitian yang digunakan metode deskriptif dengan pendekatan kualitatif. Whitney dalam Nazir (2003: 63) mengatakan bahwa metode deskriptif ini merupakan pencarian fakta dengan interpretasi yang tepat. Hasil penelitian menunjukan bahwa Efektivitas Program Peningkatan Kapasitas Aparatur Pemerintah Desa oleh Dinas Pemberdayaan Masyarakat dan Desa Kabupaten Subang belum sepenuhnya efektif, belum sesuai dengan dimensi yang ada atau yang ditentukan. Program Peningkatan Kapasitas Aparatur Pemerintah Desa belum berjalan seperti yang diharapkan. Terutama pada dimensi produksi dan efisiensi. This study is entitled The Effectiveness of the Village Government Apparatus Capacity Building Program by the Subang District Community and Village Empowerment Office, due to the alleged low ability of village government officials in managing village policy formulation and village service management. The research method used is descriptive method with a qualitative approach. Whitney in Nazir (2003: 63) says that this descriptive method is a fact finding with the right interpretation.In this study the analysis used is data reduction, data presentation and conclusion. The results showed that the effectiveness of the Village Government Apparatus Capacity Building Program by the Subang District Community Empowerment and Village Agency was not yet fully effective, not in accordance with the existing or determined dimensions. The Village Government Apparatus Capacity Building Program has not gone as expected. Especially on the dimensions of production and efficiency.

Abstract

Hasil penelitian menunjukan bahwa sasaran kebijakan dalam pelaksanaannya belum tepat sasaran dalam pemilihan pemilik E-Warong, Seluruh pemilik E-Warong di Kecamatan Subang bukan berasal dari penerima manfaat Bantuan Sosial melainkan berasal dari agenbrilink yang sudah ada. Sumber daya diketahui bahwa kelengkapan sarana dan prasarana masih belum memadai dan menghambat pada pengimplementasian kebijakan Bantuan Pangan Non Tunai melalui E-Warong. Masih perlu adanya penambahan E-Warong sebagai sarana dan prasarana dalam kebijakan ini, agar tidak terjadi penumpukan KPM di 10 E-Warong yang ada di Kecamatan Subang. Komunikasi antara Kecamatan Subang dengan Dinas Sosial dalam menentukan persyaratan dan kriteria E-Warong belum berjalan optimal. The results showed that the policy target in its implementation was not yet right in the selection of E-Warong owners. All E-Warong owners in Subang District did not come from the Social Assistance beneficiaries but instead came from existingbrilink agents. Resources are known that the completeness of facilities and infrastructure is still inadequate and hinders the implementation of the Non-Cash Food Assistance policy through E-Warong. There is still a need to add E-Warong as a means and infrastructure in this policy, so there is no accumulation of KPM in 10 E-Warong in Subang District. Communication between Subang District and the Social Service in determining the requirements and criteria for E-Warong has not been optimal. Kata Kunci : Implementasi Kebijakan

Abstract

Penelitian ini pada dasarnya merupakan penelitian kualitatif yang menggunakan metodi deskriptif kualitatif yang ditujukan untuk menggali secara deskriptif terkait kinerja pegawai di Bagian Umum Asisten Administrasi Umum Sekretaris Daerah Kabupaten Subang. Dalam penelitian ini ada tiga informan yang menjadi sumber data utama yang akan digali dan dianalisis untuk menjawab pertanyaan dalam penelitian ini. Adapun alat untuk menggali dan menganalisis kinerja pegawai ini menggunakan teknik wawancara yang setiap butir pertanyaannya mengacu kepada konsep kinerja pegawai yang berkategorikan kuantitas, kualitas, waktu, kehadiran dan kerjasama. Serta ditunjang dengan data lain berdasarkan faktor-faktor individu dan lingkungan yang memberikan pengaruh langsung kepada kinerja pegawai, yakni kemampuan, kepemimpinan, tim, sitem dan kontekstual. Berdasarkan hasil penelitian yang telah diuraikan pada bab sebelumnya, maka dapat disimpulkan bahwa kinerja pegawai pada Bagian Umum Asisten Administrasi Umum Sekretaris Daerah Kabupaten Subang secara umum dapat dikatakan sudah baik, berdasarkan hasil wawancara mendalam dengan informan-informan terkait maka kondisi kinerja pegawai di bagian umum tersebut dalam kondisi baik. This research is basically a qualitative research that uses descriptive qualitative methods aimed at exploring descriptively related to employee performance in the General Section of the Assistant General Administration of the Regional Secretary of Subang Regency. In this study there are three informants who are the main data sources that will be extracted and analyzed to answer the questions in this study. The tool for exploring and analyzing employee performance uses interview techniques which each question refers to the concept of employee performance categorized as quantity, quality, time, attendance and cooperation. And supported by other data based on individual factors and the environment that provides a direct influence on employee performance, namely ability, leadership, team, system and contextual. Based on the results of the research described in the previous chapter, it can be concluded that the performance of employees in the General Administration Assistant Section of the General Secretary of Subang Regency in general can be said to be good, based on the results of in-depth interviews with related informants, the performance conditions of employees in the general section are good condition.

Abstract

Kualitas pelayanan disuatu organisasi publik berkaitan erat dengan Budaya organisasi. Fakta bahwa isu pelayanan publik di kecamatan masih banyak menunjukan kualitas masih rendah, dari tahun 2018-2019 pengaduan masyarakat ke kecamatan meningkat. Tujuan penulis ini melakukan penelitian ini adalah untuk mengetahui bagaimana Pengaruh Budaya Organisasi terhadap Kualitas Pelayanan Publik di Kecamatan Kalijati Kabupaten Subang. Permasalahan tersebut diakibatkan oleh adanya keluhan masyarakat kalijati yang dari 2 tahun terakhir malah semakin bertambah, dikarenakan pelayanan publik yang diberikan pegawai kecamatan tidak bagus dan tidak cepat.  Adapun metode penelitian yang digunakan oleh penulis dengan menggunakan metode deskriptif dengan pendekatan kuantitatif. Adapun sumber data yang digunakan adalah data-data primer dan skunder dari kantor kecamatan kalijati, serta data dari pegawai kecamatan dan masyarakat kalijati yang bersangkutan. Data akan dianalisa dengan metode deskriptif analisis. Analisis data dilakukan dengan metode analisis statistik deskriptif, uji validitas, uji reliabilitas, analisi regresi linear sederhana, uji signifikan dan uji koefisen determinasi. Berdasarkakn analisis data yang dilakukan, diperoleh kesimpulan bahwa Budaya Organisasi di Kecamatan Kalijati menunjukkan hasil 43,28, yang dimana menurut garis kontinum termasuk kedalam kategori baik dan Kualitas Pelayanan Publik di Kecamatan Kalijati menunjukkan hasil 50,66, yang dimana menurut garis kontinum termasuk kedalam kategori cukup baik. Ada pengaruh budaya organisasi terhadap kualitas pelayanan publik di Kantor Kecamatan, hasilnya diperoleh dari nilai signifikansi lebih dari 0,05, nilai signifikansi sebesar 4,847. Budaya Organisasi memberikan pengaruh sebesar 66,0% terhadap Kualitas Pelayanan Publik di Kantor Kecamatan.   Service quality in a public organization is closely related to organizational culture. The fact that there are still many public service issues in the sub-district shows that the quality is still low, from 2018-2019 public complaints to the sub-districts increased. The purpose of this writer doing this research is to find out how the influence of organizational culture on the quality of public services in Kalijati District, Subang Regency. This problem was caused by complaints from the Kalijati community, which in the last 2 years had even increased, because the public services provided by sub-district employees were not good and not fast. The research method used by the author uses descriptive methods with a quantitative approach. The data sources used are primary and secondary data from the Kalijati sub-district office, as well as data from district employees and the concerned Kalijati community. The data will be analyzed using descriptive analysis method. Data analysis was performed using descriptive statistical analysis method, validity test, reliability test, simple linear regression analysis, significant test and determination coefficient test. Based on the data analysis carried out, it is concluded that the Organizational Culture in Kalijati District shows the results of 43.28, which according to the continuum line is in the good category and the Quality of Public Services in Kalijati District shows the results of 50.66, which according to the continuum line is included in the category pretty good. There is an influence of organizational culture on the quality of public services in the District Office, the results are obtained from a significance value of more than 0.05, a significance value of 4.847. Organizational Culture has an influence of 66.0% on the Quality of Public Services in the District Office.

Abstract

Penelitian Efektivitas Program Pemberdayaan Nelayan bertujuan untuk mengetahui bagaimana efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang. Lokasi yang dijadikan objek penelitian yaitu Program Pemberdayaan Nelayan di Kecamatan Blanakan Kabupaten Subang. Penelitian ini membahas tentang hal-hal yang berkaitan dengan efektivitas Program Pemberdayaan Nelayan dalam menjalankan program untuk meningkatkan kesejahteraan nelayan. Dalam penelitian ini penulis menggunakan metode penelitian deskriptif kualitatif melalui observasi dan wawancara, studi kepustakaan dan dokumentasi. Metode pengumpulan data diperoleh langsung dan dokumen diperoleh dalam bentuk pertauran-peraturan sedangkan pengolahan data dengan menganalisis hasil wawancara dan observasi. Hasil penelitian menunjukan bahwa efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang belum efektif sesuai dengan teori pengukuran efektivitas program menurut Sutrisno. Hal ini dapat dilihat dari kurangnya kesadaran para nelayan akan pentingnya program pemberdayaan nelayan serta masih terdapat Nelayan yang tidak memahami hak dan kewajibannya, belum semua nelayan mendapatkan bantuan dari pemerintah dan sosialisasi yang dilakukan pemerintah belum maksimal. Research on the effectiveness of the fishermen empowerment Programs aims to find out how the effectiveness of the fishermen empowerment program in Subang district fisheries service. The location that was made the object of research was the fishermen empowerment program in Blanakan Subang district, subang Regency. This research discusses matters relating to the effectiveness of fishermen empowerment programs in carrying out programs to improve the welfare of fishermen. In this study the authors used descriptive qualitative research methods through observation an interviews, literature study and documentation. Data collection methods are obtained directly and documents are obtained in the form of regulations while managing data by analyzing the results of interview and observations. The results showed that the effectiveness of the fishermen empowerment program in Subang district fisheries service was not yet effective based on the theory of program effectiveness measurement according to Sutrisno. This can be seen from the lack of awareness of fishermen about the importance of fishermen empowerment programs, there are still fishermen who do not understand their rights and obligation and not all fishermen get help from the government and the government socialization has not been maximized.

Abstract

Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Kualitas Pelayanan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam Pelayanan Obat di Apotek Rawat jalan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam hubungannya dengan teori menurut Fitzsimmons yaitu sumberdaya, ketepatan,kecepatan, jaminan dan empati. Dalam penelitian ini menggunakan pendekatan kualitatif melalui pengamatan dan observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa berwujud, kehandalan, daya tanggap, jaminan dan empati belum terlaksana secara optimal. Kualitas Pelayanan Rumah Sakit Umum Daerah Kelas B kabupaten Subang dalam Pelayanan Obat di Apotek Rawat jalan RSUD Kelas B Kabupaten Subang belum berjalan berkulitas. Hal ini dapat terlihat dari masih lambatnya kesigapan tenaga Apoteker dalam menangani pasien sehingga pasien yang harus segera mendapatkan pertolongan dibiarkan menunggu. This research and writing discusses matters relating to the Quality of Services in the Class B District Subang District General Hospital in Drug Services at the Outpatient Pharmacy Class B Subang District Regional Hospital in relation to the theory according to Fitzsimmons namely tangible, realibility, responsipness, asurance and empathy. In this study using a qualitative approach through observation and observation, interviews, literature studies and documentation. Sources of data obtained from informants through direct observation and interviews and documents obtained in the form of regulations and data processing. The results showed that tangibility, reliability, responsiveness, assurance and empathy had not been carried out optimally. Service Quality of Subang Regency Class B Regional General Hospital in Drug Services in the Outpatient Pharmacy Class B Subang District Hospital has not yet progressed. This can be seen from the slow alertness of Pharmacists in handling patients so that patients who must immediately get help are left to wait.

Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui Efektivitas Program Percepatan Penurunan Stungting di Puskesmas Cikalapa Kecamatan Subang Kabupaten Subang. Teori yang dipakai sebagai pendekatan terhadap masalah penelitian ini adalah teori Efektivitas Program menurut Budiani (2009:53) yang terdiri atas dimensi ketepatan Sasaran Program, Sosialisasi Program, Pencapaian Tujuan Program Dan Pemantauan Program. Metode penelitian yang digunakan dalam penelitian ini adalah metode kulitatif. Program percepatan penurunan stunting di Puskesmas Cikalapa Kecamatan Subang Kabupaten Subang belum Efektif. Hal ini dapat dilihat dari dimensi Pencapaian Tujuan Program belum ada kesesuaian dengan target yang sudah di tentukan untuk menurunkan prevalensi stunting. Dan dapat dilihat dari Dimensi Pemantauan Program yaitu dalam memberikan penilaian kesesuaian terhadap kegiatan, outfut, dan target strategi percepatan penurunan stunting, dalam memberikan umpan balik bagi kemajuan pelaksanaan Program dan dalam memberikan rekomendasi untuk pencapaian keberhasilan pelaksanaan Penurunan Stunting. Kata kunci : Efektivitas, Program, Percepatan Penurunan Stunting Abstract This study aims to determine the effectiveness of the Stunging Reduction Acceleration Program in Subang District Subang district. The theory used as an approach to this research problem is the theory of Program Effectiveness according to Budiani (2009:53) which consists of the dimensions of Program Target Accuracy, Program Socialization, Program Objective Achievement and Program Monitoring. The program to accelerate the decline of stunting in the Puskesmas Cikalapa Subang district district has not been effective. This can be seen from the achievement dimension of the Program Objective, which is not in line with the target set to reduce the prevalence of stunting, and can be viewed from the Program Monitoring Dimension in providing assessment of the suitability of the activities, outputs, and targets of the stunting reduction strategy, in providing feedback on the progress of the program implementation and in making recommendations for achieving the successful implementation of the Stunting Reduction. Abstract

This study explores the strategic role of innovation in public administration as a response to the evolving challenges of governance in the digital age. Using a qualitative approach through library research, this paper analyzes various theoretical perspectives and empirical findings related to digital transformation in the public sector. The research highlights that innovations in public administration are not limited to the adoption of digital technologies but are also deeply embedded in institutional structures, organizational culture, and citizen engagement mechanisms. Key findings reveal that the success of public sector innovation depends on multiple interrelated factors such as transformational leadership, adaptive regulatory frameworks, technological infrastructure, and human resource capacity, particularly in digital literacy. The study also emphasizes the importance of cross-sector collaboration and localized adaptation in implementing effective digital governance. Despite significant advancements, challenges remain, including digital divides, bureaucratic inertia, and cybersecurity threats, which hinder inclusive and efficient public service delivery. Comparative insights from both developed and developing countries show that digital innovation must align with local contexts and institutional readiness to generate sustainable impact. This study contributes to the theoretical discourse by framing innovation as a multidimensional and interactive process shaped by political, technological, and societal dynamics. Practically, it offers policy recommendations to strengthen institutional capacity, foster innovation-friendly environments, and promote inclusive governance through digital means. The findings underscore the urgent need for public institutions to transition from traditional bureaucratic models to agile, citizen-centered, and data-driven governance systems that are better equipped to meet the demands of the digital era.
