Abstract

Abstract: The purpose of this research is to find out the method of M. Quraish Shihab interpretation on moral verses in the tafsir (interpretation) of al- Misbah, and how is the concept of moral education according to M. Quraish Shihab in the tafsir al-Misbah. This thesis research method used literature review. Data collection techniques were through the process of organizing and selection where the data was organized and selectively managed according to the criteria based on content analysis. Then the data was managed as it is by the maudhu'i method. The mauhu'i method is a method that discusses and analyzes tasfir of moralverses, so that it becomes a unified whole. The results showed that in elaborating M. Quraish Shibah’s thoughts on moral verses, he was more likely to use the Tahlily method in interpreting the contents of the verse. His ability of high Arabic language is very visible when discussing the meaning of words in the Qur'an. This work is also rich in references, so the discussion is very broad and detailed, but still in the corridor needed by an interpretation. The components of moral education in the M. Quraish Shihab’s opinion can be summarized as follows: 1). The purpose of moral education is the achievement of the goal of human creation as the caliph of Allah in the world. 2). The learning method used in conveying moral education is a method of mental exercise, habituation, exemplary and a healthy environment. 3). The correlation between M. Quraish Shihab's moral education and Islamic education is that the substance of Islamic education that is moral education itself. Keywords: Education, Morals and Tafsir al-Misbah

Abstract

ABSTRAK Salah satu kewenangan pejabat BPN adalah menerbitkan sertifikat hak atas bidang tanah milik perseorangan atau badan hukum di setiap kabupaten atau kota. Berbagai permasalahan yang muncul dilapangan. Tidak hanya sertifikat tanah pemohon yang belum tuntas, namun juga terdapat kendala dalam penerbitan sertifikat hak atas tanah pada saat proses pengukuran dimana kurangnya kesadaran pemegang hak untuk menjaga batas bidang tanah, tanda batas yang hilang, Batas yang tumpang tindih seringkali menjadi kendala dalam pengukuran. Belum lagi jika para pihak tidak hadir pada saat penetapan batas (karena kesibukan dan alasannya) sehingga persoalan sengketa waris / budel tanah yang sudah pasti membuat proses musyawarah sangat sulit dilakukan dalam waktu singkat. waktu. Dengan tenggat waktu dan target pendaftaran hak atas tanah yang sangat ketat, menjadi sangat sulit bagi petugas pengukur untuk memperhatikan dan memastikan prosedur penerbitan sertifikat berjalan sesuai dengan prinsip Contradictiore Delimitatie. Berkaitan dengan hal tersebut, maka permasalahan yang akan dibahas dalam penelitian ini adalah: 1) Apa kewenangan aparat Badan Pertanahan Nasional untuk proses pengukuran yang tidak melibatkan pemilik lahan yang berbatasan dengan pemohon? 2) Indikator dan solusi apa yang perlu diterapkan untuk mencegah penyimpangan dari proses pengukuran yang tidak melibatkan pemilik lahan yang berbatasan dengan pemohon? Untuk menjawab permasalahan diatas maka penulis melakukan penelitian dengan menggunakan metode penelitian yuridis normatif, untuk memperoleh data sekunder melalui wawancara dengan Badan Pertanahan Nasional Kabupaten Bogor, sedangkan untuk data primer penulis melakukan studi pustakawan dengan mempelajari buku-buku yang berkaitan dengan materi dan hukum agraria. . -Bahan lain yang berhubungan dengan skripsi ini. Berdasarkan hasil penelitian, penulis menyimpulkan: Hasil penelitian menunjukkan bahwa untuk mencapai kepastian hukum atas objek persil tanah, kegiatan pengukuran lapangan tidak lepas dari kegiatan pemetaan. Oleh karena itu dalam peraturan perundang-undangan di bidang pertanahan sering disebut dengan kegiatan Pengukuran dan Pemetaan Kadastral yang bertujuan untuk Membuat Kerangka Pemetaan Dasar, Peta Dasar, Peta Persil Tanah dan Peta Registrasi. Indikator yang dapat diterapkan agar proses pengukuran bidang tanah yang subjek hukumnya tidak diketahui dalam rangka pendaftaran tanah dapat berjalan dengan baik.Kata Kunci: Pelaksanaan Kewenangan, Pendaftaran Hak Atas Tanah.     ABSTRACT One of the authorities of BPN officials is to issue land title certificates to parcels of land owned by individuals or legal entities in each regency or city. Various problems that arise in the field. Not only the non-completion of the land certificate for the applicant, but there were also problems in the issuance of land title certificates during the measurement process where the lack of awareness of rights holders to maintain the boundaries of land parcels, missing boundary marks, overlapping boundaries often became obstacles in measurement. This is not to mention if the parties are not present at the time of the boundary determination (due to their busyness and reasons) so that the issue of inheritance disputes / budel land which is certain makes the consensus process very difficult to do in a short time. With the deadline and the target for registration of land rights which is very tight, it becomes very difficult for measuring officers to pay attention to and ensure that the certificate issuance procedure runs according to the Contradictiore Delimitatie principle. In this regard, the issues that will be discussed in the research are: 1) What is the authority of the National Land Agency officials for the measurement process that does not involve land owners who border the applicant? 2) What indicators and solutions need to be applied to prevent deviations from the measurement process that does not involve land owners who border the applicant? To answer the above problems, the authors conducted research using the normative juridical research method, to obtain secondary data through interviews with the Bogor Regency National Land Agency, while for primary data the authors conducted a librarian study by studying books related to agrarian law and materials. -Other materials related to this thesis. Based on the results of the research, the authors conclude: The results of the researcher show that in order to achieve legal certainty for the object of the land parcel, the field measurement activity cannot be separated from the mapping activity. Therefore, in laws and regulations in the land sector, it is often referred to as Cadastral Measurement and Mapping activities which aim to Create a Basic Mapping Framework, Base Map, Land Parcel Map and Registration Map. Indicators that can be applied so that the measurement process of land parcels whose legal subjects are unknown in the context of land registration can run well. If they find this, the measuring officer in the field must ask for a power of attorney from the owner of the land object to show the boundaries.
