Abstract

Issue of the importance of multi-storey housing building appear as a solving on some of the urban problematic mainly in settlement issue. Some of societies considered that multi-storey housing able to solve parts of the problem. By vertically building housing, there will be reduction of farming land conversion; the ecosystem environmental will be revitalize, and affordable housing for the urban poorer communities. Nevertheless, other sides of societies are not being able to accept the multi storey housing concept because they consider it is inappropriate to the culture and social characteristic of the communities. Instead of solving the problem, this inappropriate concerned to create new problem rather than solving it. This research is explorative, perimeter on the investigation about communities perception on multi-storey housing build in Bali.

Abstract

Based on Law No. 2 of 2017 on Construction Services and Law No. 40 of 2007 on Limited Liability Companies, as well as Presidential Regulation No. 16 of 2018 on Government Procurement of Goods/Services, construction services are an essential part of national development. However, the execution of the authority of the board of directors often becomes a critical point that affects the quality of projects, as occurred in the case of the construction of the Dormitory of the Catholic School of Philosophy St. Paulus Ledalero (Case Study of Court Decision Number 16/Pdt.G/2020/PN Mme dated December 16, 2020). The research method used is juridical-empirical, with a case study approach and interviews with relevant parties, such as the Commitment Making Officer, Head of the Work Unit, and Chairperson of the Advocacy Team. The research findings indicate that existing regulations still have weaknesses in terms of supervision and law enforcement, which negatively impacts the quality and standards of work. It is concluded that a more comprehensive and adaptive regulatory reform is needed, including the establishment of strict criteria for the recipients of authority, as well as more effective supervision and law enforcement mechanisms to address the challenges faced in government construction service procurement.

Abstract

Lingkungan permukiman tradisional di Bali memiliki banyak potensi salah satunya adalah pola ruang tradisional yang mencerminkan aktivitas sosial dan budaya masyarakatnya. Seperti halnya Desa Adat Penglipuran yang memiliki tatanan pola ruang yang unik dan merupakan warisan budaya yang harus dipertahankan. Dinamika pertumbuhan penduduk serta arus perkembangan kebutuhan masa kini menimbulkan kebutuhan akan ruang yang dapat merusak tatanan ruang tradisional yang ada. Di lain pihak belum adanya regulasi yang berisikan mengenai aturan tata ruang Desa Adat Penglipuran menjadi faktor ancaman bagi keberlanjutan dari pola ruang yang sudah dijaga sampai sekarang. Permasalahannya adalah belum teridentifikasinya karakteristik ruang tradisional di Desa Adat Penglipuran sebagai landasan untuk menyusun konsep tata ruang Desa Adat Penglipuran yang ideal. Penelitian ini bersifat kualitatif dengan pendekatan rasionalisme. Analisis data dilakukan secara deskriptif kualitatif yaitu berusaha untuk menggambarkan kondisi pola ruang tradisional di Desa Adat Penglipuran dan mengidentifikasi karakter dari masing-masing ruang yang ada. Hasil penelitian adalah ruang tradisional Desa Adat Penglipuran terdiri dari tiga tingkatan ruang yang berdasarkan konsep Tri Mandala, yaitu Utama, Madya dan Nista dimana pada masing-masing ruang memiliki tingkat kesucian, lokasi/ penempatan, guna lahan dan fungsi ruang yang berbeda.
